CEA REGULATIONS 2010

INDIAN ELECTRICITY RULES-1956
AN OVERVIEW
 Indian Electricity Rules are drafted and notified in the Gazette of India by
the Central Electricity Board in exercise of power conferred by section 37
of Indian Electricity Act 1910.

 In Exercise of power conferred by Sec. 37 of Indian Electricity Act


1910(IX of 1910)
 Central Electricity Board makes the IE Rules-1956The rules are reviewed
and amended from time to time by the CEB.
THE ELCTRICITY ACT-2003
An Act to consolidate the laws relating to;
 Generation, transmission, distribution, trading and use of electricity.

 Generally for taking measures conducive to development of electricity


industry.

 Promoting competition.

 Protecting interest of consumers and supply of electricity to all areas.

 Rationalization of electricity tariff

 Ensuring transparent policies regarding subsidies, promotion of efficient and


environmentally benign policies

 Constitution of Central Electricity Authority, Regulatory Commissions and


establishment of Appellate Tribunal and for matters connected therewith or
incidental thereto.

 In Exercise of power conferred by Sec. 177 of


Indian Electricity Act 2003(36 of 2003)

 Central Electricity Authority here by makes the


Regulations 2010 for Measure relating to Safety &
Electric Supply; Called;

“CEA (Safety & Electric Supply) Regulations-2010”


EARTHING or GROUNDING
 Earthing, is a system generated in the Earth.
 Earthing is the protection of leakage current .
Neutral: Neutral is the return path of alternating current. It is
produced from star point of Alternators or Transformers .

 Earth 1. a. The land surface of the world.


b. The softer, friable part of land; soil, especially productive soil.

 2. often Earth The third planet from the sun, having a sidereal
period of revolution about the sun of 365.26 days at a mean
distance of approximately 149 million kilometers (92.96 million
miles), an axial rotation period of 23 hours 56.07 minutes, an
average radius of 6,378 kilometers (3,963 miles), and a mass of
approximately 5.974 × 1024 kilograms (1.317 × 1025 pounds).
Voltage range
Low Voltage : up to 250V

Medium Voltage : above 250 -650V

High Voltage above: 650 -33KV


: above 10KV for DC

Extra High Voltage : above 33KV


Reg-41(Rule-61):Connection with earth
SPECIFIC OF LV & MV EQUIP.(125V – 650V)

System as well as Neutral earthing.


Neutral Conductor of System voltage Generating Stn. & S/S

i) Earthing by minimum two separate & distinct


connections with minimum two different earth
electrodes.

ii) Earth electrodes shall be inter connected to reduced


the earth resistance.

iii) Neutral conductor shall also be earthed at one or more


points along with distribution system or service line.

iv) System supply by concentric cable, external conductor


earthed by separate & distinct connections
Reg-41(Rule-61):Connection with earth
xii) Equipment Earthing:
All electrical equipment such as Gen, Trans., Motor(stationary & portable), Welding
Transformers etc. metallic body/ frame of the equipment earthed with two separate &
distinct connections with earth.

xiii) Neutral point of Generators & Transformers Earthing:


Connecting it to earthing system by not less than two separate & distinct connections.

xiv) - Protective frame/Conduit./Junction box earthing.


All metallic junction box, metal casing, metallic covering throughout the length & 3rd
pin of socket shall be earthed up to 250V.

xvi)-Rule-61(5): Measurement of Earth resistance


Earthing resistance shall be measured on dry day during dry season not less than
once in two years.
Reg.-42(Rule-61A): Earth leakage protection device

Provision of ELCB:
All LV installation(up to 250V) of 5 kW & above shall be
controlled by earth leakage protective device to disconnect
supply instantly of E/F or leakage.

Reg.-47: Earthing of metal sheathed electric supply line


Other than overhead lines voltage exceeding 650V, outer
metal sheathing shall be earthed
Reg.48: Apparatus earthing
Voltage exceeding 650V (HT & EHT)
1) All not carrying current metallic part of the associate
installation of voltage exceeding 650V shall be
earthed to a grounding system or mat.
i) Limit to touch the Step & Touch potential
ii) Limit to ground potential rise to tolerable values so as to
prevent danger due to transfer of potential through ground,
earth wires, cable sheath, fences etc.
iii) Maintain the resistance of earth connection to such a value
as to make operation of protective device effective.

2(i) Generator & Transformer neutral shall be earthed


through suitable impedance by not less than two
separate & distinct connections.
Reg.48: Apparatus earthing
(Voltage exceeding 650V, HT & EHT)

(3) Gen. Stn., S/S, Industrial Installation more than


33KV neutral & frame shall earthed with common
earthing grid/mat to rise to tolerable values for step
& Touch potential.

(4) Single phase system voltage more than 650V shall


be effective earthing.

(8) ER shall be measure in a dry day & dry seasons, not


less than once in a year.
Reg.- 72 Metallic fittings & supports of over head lines

All metallic fittings & supports shall be earthed in 3 points


in every kilometre.

Stay wire shall be earthed

Reg.-90 Earthing of Guard wire


Every guard wire shall be earthed at each point at
which its electrical continuity as broken & shall also be
connected with rails at intervals of not more than 5
spans
at least we should all
