• A leader will be tested for his/her expertise in a situation full of uncertainty. There is only one
choice, which is to ‘move out’ of the comfort zone and be ‘forced’ to deal with rapid and
unexpected changes.
• The term ‘adaptive leadership’ was first coined by Ronald Heifetz (1994), as a simultaneous
activity to drive people to adapt to challenges and problems. There are two types of problem
faced by a leader, namely technical problems (real problems in which strategy can be
formulated) and adaptive problems (uncertain and unpredictable problems) (Heifetz et al, 2009).
• The term ‘adaptive governance’ was defined by Van der Voort (2016) as the governance that
prioritized public interest through quick response to changes in the external environment. The
main key to adaptive governance is decentralized decision-making by involving various grassroot
stakeholders.
• It can be understood that adaptive leadership is a leadership model amid uncertainty, while
adaptive governance is an institutionalized form of adaptive leadership.

• Adaptive governance is the way to fulfill the global commitment to disaster risk
reduction, which is included in development planning and has become the main
agenda for countries in the world (Hizbaron et al., 2021)
• The government’s ability to implement adaptive governance is the answer to
mitigate the pandemic (Ticlau, 2020).
• Cirebon City Government needs to implement adaptive governance through local
policies across all levels of government, by coping with uncertainty, as well as the
rapid and unpredictable changes of the era.
• One of them is the emergency service delivery for the public. Since its inception in
2017, Public Safety Center (PSC) 119 Cirebon City has provided many benefits for
the public, and its service was tested under duress during the Covid-19 pandemic.

service was inaugurated by
Drs. Nashrudin Azis, SH – Mayor of Cirebon on
April 4th, 2017.
The Decree of the Head of Cirebon City Health Agency
regarding the Formation of Medical Emergency Service
Team Public Safety Center (PSC) 119 Cirebon City was
issued on February 27th, 2018.

• From 2020 to 2022, outreach programs tended to decline due to the Covid-19 pandemic which required physical
distancing and restriction on community activities (Graph 1)
• From 2019 to 2020, the number of call for PSC 119 services increased in line with Covid-19 pandemic conditions (Graph 2)
• From 2021 to 2022, the number of calls for PSC 119 services declined again as the Covid-19 pandemic ended, however,
the services are still the mainstay for people in Cirebon City.
