MESSAGE FROM THE GOVERNOR

The crafting of the Cagayan Local Disaster Risk Reduction and Management (LDRRM) Plan is indeed a
very timely endeavor as we geared towards our goal in strengthening the province’s resilience on calamities
and disasters.

Over the years, our province had experienced various kinds of disasters and we have stood strong; emerging
as victors even after terrible damages and lost. I must say that our values of hope must in times of disasters
come from our very own strength as a province—the act of “bayanihan.”

This LDRRM Plan is a product of our value of “bayanihan.” It is a product of the merging of minds from
various sectors of the government and the non-government, all in the name of public service. I salute the
people who have made this possible. This plan will even strengthen the efforts we have started in disaster
risk reduction and management all throughout the province. In this plan are our best strategies and
approaches in dealing with disasters. It will be our source of light and our source of inspiration as we
continue to safeguard our province from the onslaughts of calamities.

MESSAGE FROM THE PDRRMO HEAD
In behalf of the Provincial Disaster Risk Reduction and Management Office (PDRRMO), I humbly present to you the the
Cagayan Local Disaster Risk Reduction and Management (LDRRMP) for FY 2023-2028.
 
The LDRRMP shall serve as our road map in achieving disaster resiliency by building capacities and to anticipate, cope with
and recover from any types of disaster. This plan was formulated though the collaborative efforts of the PDRRMC, LDRRMP -
TWG, Climate Change Program Office and Office of Civil Defense (OCD) RO2.
 
With this plan as our guide, The PDRRMO/PDRRMC will be able to systematically implement Disaster Risk Reduction
Management through the four thematic areas or namely 1.) Prevention and Mitigation, 1.) Preparedness, 3.) Response, and 4.)
Rehabilitation and Recovery by taking into account all areas including legal, institutional, technical and social elements.
 
I hope that this will inspire all the Cagayanos into coming together and working as one strong community in addressing all
negative effects of natural and man -made disasters. Mr. RUELIE B.

Location and Boundaries of the Province


Cagayan lies in the north-eastern part of mainland Luzon and the Babuyan Group of Islands is around 60 nautical miles to the north of mainland Cagayan; the
province has coordinates approximately at 17o30' north and 121o15' east (Figure I–1). Cagayan is one of the five provinces of region 02, otherwise known as the
Cagayan Valley Region. It is bounded by the Balintang Channel on the north which also separates Cagayan from the Province of Batanes; the Pacific Ocean on the
east, Isabela on the south, and the provinces of Ilocos Norte, Kalinga and Apayao on the west. The Cordillera and Sierra Madre Mountain ranges on the western
and eastern part, respectively, border the province making it an enormous valley. The Province of Cagayan occupies the lower basin of the Cagayan River, the
country’s longest river making all the waters from the Cagayan River, its major tributaries and connected natural drainages run through the middle of the
province. The Cagayan River meanders slightly diagonal from south to north, nourishing the vast agricultural lands in its course and serves as the primary source
of water for irrigation out to the Balintang Channel.

Natural Hazards Present in the Province


The picture below shows the Natural Hazards present in the Province of Cagayan. The people experience these natural hazards such as, flood, tsunami,
storm surge, liquefaction, earthquake, and landslide

The Provincial Disaster Risk Reduction Management Council (PDRRMC) through the leadership of Governor Manuel N. Mamba as the Chairman
identified different hazards that our Province of Cagayan is exposed like: tropical cyclone, floods/flash floods, vehicular accident, drought, storm surge,
fire, armed conflict, earthquake, tsunami, heat wave, epidemic disease outbreak, landslide, hazardous materials, food poisoning, terrorism and volcanic
eruption.
