RISK REDUCTION
AND MANAGEMENT
The crafting of the Cagayan Local Disaster Risk Reduction and Management (LDRRM) Plan is indeed a
very timely endeavor as we geared towards our goal in strengthening the province’s resilience on calamities
and disasters.
Over the years, our province had experienced various kinds of disasters and we have stood strong; emerging
as victors even after terrible damages and lost. I must say that our values of hope must in times of disasters
come from our very own strength as a province—the act of “bayanihan.”
This LDRRM Plan is a product of our value of “bayanihan.” It is a product of the merging of minds from
various sectors of the government and the non-government, all in the name of public service. I salute the
people who have made this possible. This plan will even strengthen the efforts we have started in disaster
risk reduction and management all throughout the province. In this plan are our best strategies and
approaches in dealing with disasters. It will be our source of light and our source of inspiration as we
continue to safeguard our province from the onslaughts of calamities.

CHAPTER I
The Provincial Disaster Risk Reduction Management Council (PDRRMC) through the leadership of Governor Manuel N. Mamba as the Chairman
identified different hazards that our Province of Cagayan is exposed like: tropical cyclone, floods/flash floods, vehicular accident, drought, storm surge,
fire, armed conflict, earthquake, tsunami, heat wave, epidemic disease outbreak, landslide, hazardous materials, food poisoning, terrorism and volcanic
eruption.
