Topic: Monitoring and Evaluation Model
and the Implementation Matrix
Terminal Objective:

At the end of the session, the participants will


gain insights on the M and E model and the
Implementation Matrix for MIS.
Enabling Objectives:

• to explain the concept of the M and E Model as


well as the matrix;
• to propose effective strategies in facilitating data
collection based on the M and E Model and the
Implementation Matrix; and
• to practice collaboration in synthesizing the flow of
the M and E Implementation Matrix.

Model
The DepEd Region 7 introduces this model in the context of
the Manual of Instructional Supervision towards better
accountability and transparency as it expands its efforts to
improve the delivery of basic education services particularly
in instructional supervision. It aims to improve its use of
evidence-based decision-making in this area.
Enablers are necessary to determine whether the system is
highly performing or not. The three stages will gauge its
efficiency and good management.
Its scope and goal should be well-defined. These must be
integrated systematically starting from the issuance of the
memorandum, conduct of the orientation, creation of the
monitoring team, development of the M and E plan, conduct
of the actual instructional supervision up to the provision of
feedback to effect changes in the practices.
In the implementation of the Manual of Instructional Supervision, all
governance levels play a supporting role and should work together in
ensuring that all the Monitoring and Evaluation processes will be
operationalized effectively and efficiently. The M and E System should
be looking at the quality of inputs, processes and outputs as these will
enable the IS Monitors to determine the gaps to better support the IS
Providers in effectively providing instructional supervision, improving
the knowledge, skills and attitudes of the teachers in the delivery of
instruction. This leads to increased academic performance. Eventually,
the region’s goal of producing well-rounded, resilient, happy, and smart
individual is attained.
 
Why is it necessary for us- IS monitors,
providers and managers to know the M
and E in the context of instructional
supervision?
Monitoring and Evaluation
-is the systematic process of gathering,
processing , analyzing, interpreting, and
storing data about the performance, thereby
setting in to the motion of a series of
managerial actions for the purpose of
ascertaining the realization of a set of
objectives.
M and E should be…
* development- oriented.
* undertaken ethically
* utilization oriented
* operationally effective.
And most importantly, it should be a
shared responsibility –it’s about learning and
accountability.
