WHAT IS TESDA?
The Technical Education and Skills Development Authority (TESDA) was
established through the enactment of Republic Act No. 7796 otherwise known
as the "Technical Education and Skills Development Act of 1994", which
was signed into law by President Fidel V. Ramos on August 25, 1994. This
Act aims to encourage the full participation of and mobilize the industry, labor,
local government units and technical-vocational institutions in the skills
development of the country's human resource.

TESDA serves as the Philippines’ Technical Vocational Education and


Training (TVET) authority. As a government agency, TESDA is tasked
to both manage and supervise the Philippines’ Technical Education
and Skills Development (TESD). Its goals are to develop the Filipino
workforce with “world-class” competence and positive “work values”
and to provide quality technical-educational and skills development
through its direction, policies, and programs.
VISION
The transformational leader in the technical education and skills
development of the Filipino workforce.

MISSION
TESDA sets direction, promulgates relevant standards, and implements
programs geared towards a quality – assured and inclusive technical
education and skills development and certification system.

Unified
TVET Program
Registration and
Accreditation System
 The Unified TVET Program Registration
and Accreditation System (UTPRAS) is
the mandatory registration of Technical
Vocational Education and Training (TVET)
programs with TESDA.

 It is the system that ensures compliance


of Technical Vocational Institutions (TVIs)
with the minimum requirements as
prescribed under the promulgated training
regulations to include among others
curricular programs, faculty and staff
qualifications, physical sites and facilities,
tools, equipment, supplies and materials
and similar requirements prior to the
issuance of the government authority to
offer or undertake technical vocational
education programs.

P PROGRAM
TARGET BENEFICIARIES

TESDA Scholarship Programs seek to address the needs of


prospective beneficiaries from industries, communities and the Special
Clients. Under the new Normal, priority shall be given to special clients
such as, but not limited to the following:

• Not in Employment, Education, or Training ( NEET)


• Workers, especially in MSMEs in need of Upskilling and Retooling;
• Returning Overseas Filipino Workers (OFWs)
• Marginalized Individuals and
• Displaced Workers/affected individuals due to calamities/disasters
Training for Work Scholarship Program
(TWSP)

a scholarship program which provides immediate


interventions to produce the needed skilled and
certified workers and fill-up the job vacancies in
key industry sectors in the country. The TWSP
seeks to support rapid, inclusive and sustained
economic growth through course offerings in
priority industries and key employment generators
(KEGS).
Qualification of Beneficiaries

At least 18 years of age at the end of training;


Must be qualified on the minimum requirement
stated on the Training Regulations;
Unemployed, underemployed

Payment of Allowances

• The PO/Dos or the TTI shall release the allowance directly to the
scholars/learners ( or their authorized representative/s through an
authorization letter executed by the scholars

• For training programs that will run for not more than 2months, 50% of the
Total Training Support Fund shall be given to the scholars at the start of
training. Thereafter, the remaining TSF shall be released, less absences,
if the scholar has attended at least 50% of the nominal duration of the
training.
Biometric Enabled Scholarship
Registration System -BSRS

- An online registration system that incorporates facial recognition


biometric technology in the implementation of the TESDA Scholarship
Programs involving the processes of learner registration, attendance
monitoring, administration of training/assessment and reporting.

Processing of Exemptions

In consideration of the challenges in internet connectivity in the far flung areas, and
the limited access to digital technology for special clients, such as
farmers/fisherfolk, indigenous people (IP), and urban poor, exemptions may be
applied to any of the following:

• Farm schools offering scholarship programs


• Training programs conducted in remote areas
• Power Failure
• Religious and Cultural Reasons or
• Output-based modular classes conducted for short periods ( less than 15 days)
Manual Attendance
Uniformed Personnel and those employed in the public sector
shall only be entitled to the free training and free assessment,
They shall not be entitled to TSF and all other benefits

However, the scholars who are employed as Contract of


Services and Job Orders shall be entitled to Training Support
Fund (TSF) and other benefits provided that the training is
outside of work hours.
Enrollment of Scholars after the start of training program is
allowed if there are available slots provided that it is within the
20% of the training duration. Scholars must have at least 80%
attendance of the total training duration AND must have passed
the institutional assessment for ALL the required units of
competencies to qualify for completion of the training program.
