 Local Government Code of 1991
 Enacted on October 10, 1991
 This Code establishes the system and defines powers of
provincial, city, municipal and barangay governments in the
Philippines. It provides for a more responsive local government
structure instituted through a system of decentralization
whereby Local Government Units are delegated more powers,
authority, responsibilities and resources.

 It also empowers local governments to enact local tax
measures, including real property taxes and it assures the local
governments a share in the national internal revenue.
 The Code defines the powers of Local Government Units and
specifies programmes that are transferred to them, including:
agricultural extension and on-site research; infrastructure
projects; field health and hospital services; social welfare
services; community-based forestry programmes and other
investment support services.

 The Code further provides for: powers of a city or municipality
to authorize the reclassification of lands; duties of national
government agencies to maintain an ecological balance;
relations with people’s and non-governmental organizations;
settlement of boundary disputes; property and supply
management in the local government units; penalties; etc.

 Agriculture and Fisheries Modernization Act of 1997
 a.k.a AFMA
 An Act prescribing urgent related measures to modernize the
agriculture and fisheries sectors of the Country in order to
enhance their profitability, and prepare said sectors for the
challenges of globalization through an adequate, focused and
rational delivery of necessary support services, appropriating
funds therefore and for other purposes.

 Philippine Agricultural Engineering Act of 1998
 An act regulating the practice of agricultural engineering in the
Philippines.
 It is hereby declared a policy of the State to promote and
upgrade the practice of agricultural engineering profession in
the Philippines by instituting measures that will result in relevant
agricultural engineering education and better career prospects
for professional agricultural engineers.
 Enacted on February 26, 1998

 Providing for the creation of the national food security council,
councils on food security for the provinces, independent
component cities (ICCS) and highly urbanized cities (HUCS),
national secretariat on food security and for other purposes.

 Agricultural and Fisheries Mechanization Law
 a.k.a AFMech Law
 RA 10601 covers research, development, and extension (RDE),
promotion, distribution, supply, assembling, manufacturing,
regulation, use, operation, maintenance and project
implementation of agricultural and fisheries machinery and
equipment.
 RA 10601 is viewed to improve the lives of the Filipino farmers
and fisherfolks.

 The modernization of agriculture through mechanization is seen
as a mechanism to improve efficiency of production and to
promote cost-effective technologies thereby enhancing the
meager farm income.

 Philippine Agricultural and Biosystems Engineering Act of
2016
 An Act Strengthening, Modernizing and Aligning the Practice of
Agricultural Engineering in the Country into the Internationally
Recognized Practice of Agricultural and Biosystems
Engineering, and for Other Purposes.
 This Act was passed by the Senate of the Philippines as Senate
Bill No. 2434 on February 16, 2016 and adopted by the House
of Representatives as an amendment to House Bill No. 6421 on
May 23, 2016.

 ABE Law was enacted last July 21, 2016 and became effective
as a law last August 16,2016.
