FE moment

FE’s role in process safety

helping to prevent serious incidents

“We manage the integrity of operating systems through design principles and engineering
and operating practices to prevent and mitigate process safety incidents.

We execute reliability programs so that equipment, components and systems perform their
required functions across the full asset lifecycle.”

Chevron Tier 3* Loss of Containment Events by Root Cause

The BP Texas City incident changed lives, changed US
Category 2017-2018
regulations, and the way our industry thinks about Process
Safety. 15 workers were killed and 180 were injured in one
of the worst industrial accidents in US history.

Within Chevron, the FE community plays a vital role in

preventing these life changing Process Safety events.

FEs deliver process safety by executing OEMS

OEMS identifies the individual & focus expectations that represent

the management systems and processes that support Process Safety.

FE roles typically intersect one or more of these processes:

• Facility Design, Construction & Decommissioning
• Facilities Integrity and Reliability Management
• Management of Change
• Process Safety Information
• Technical Codes and Standards
• Risk Management (including safeguards)
• Design Limits/ Safe Operating Limits/ Alarm Management

Process Safety is not an intermittent activity.  FEs affect Process

Safety performance each and every day when they touch these
processes.

FEs role in safeguard management

safeguard management
• Know what a safeguard is and the types of
safeguards for effective risk assessments & job
planning.

• Know the high consequence events & associated

safeguards in your area of responsibility .

• Verify that safeguards are

1) included in the design per TC&S
2) properly identified during risk studies
3) accurately reflected in PSI
4) in a SOR w/ documented ITPM “We must better recognize the hazards in our work
5) physically in place and functioning and make sure that safeguards are in place and
