COMPETENCY BASED ASSESSMENT

PORTFOLIO OF EVIDENCE

 Refers to the information that the trainee provides in support of their training
that they have gained competence, and the information is both true and
correct.

 Every trainee shall have a portfolio of evidence file.

 The PoE shall be in line with PC Evaluation Tool.

 Portfolio of evidence file shall be kept in hard copy and/or soft copy.
Backups of soft copy shall be maintained.
CONTENTS OF PORTFOLIO OF EVIDENCE

Each candidate in conjunction with the internal assessor shall maintain a


Portfolio of evidence that includes the following components:

 Admission documents of the trainee.


 Marked written scripts for each assessment conducted for certification

purposes.
 Observation checklists and Product checklists for each assessment conducted

for certification purposes.


 Evidence such as oral assessment video clips/photos, practical tasks videos

e.t.c.
 Signed and dated feedback.

• Copies of certification of various units of


competency from the council.
• Plagiarism reports where applicable.
• Mentoring tools and reports.
• Assessment plans.
• Outcomes of Appeals where applicable.
• Performance Criteria Evaluation Tool
ACCESS TO POE
The file shall be accessed by the following:
 Trainees

 Trainers/internal assessors

 Internal verifiers

 Assessment center officers

 Assessment center managers

 External assessors and verifiers

 Council officers

 TVETA officers

 MoE officers
Portfolio of evidence presented by the trainee shall meet the following
requirements:

• Quality. It must be well planned, organized and presented. (Each unit of


competency should have its own section in the file)

• Relevant information. It must contain specific and important information in


line with the PC Evaluation Tool. i.e., evidence of trainee’s work and
achievement.
A portfolio of evidence shall contain the following format:
a)Title page. It shall include the candidate’s information (Full
name, national ID. No., registration number, course, qualification
code, Unit(s) of competency, passport size photo).
b)Folio sheet. It shall have a duly filled folio sheet reflecting its
unique features, entries and organization.
c)Mark sheet. These reflects the assessment outcomes achieved by
the trainee through the various assessments undertaken during
training in line with PC Evaluation Tool.
d)Evidence. Some of the assessment evidence that can be included
in a trainee’s portfolio to show the skills, knowledge and attitudes
acquired.
 The verifier shall verify that the evidence provided by the trainee is
authentic, valid, current and sufficient using the PC Evaluation Tool.
 The file shall be under the custody of internal verifier and the movement of
the POE file will be determined by the institution’s policy.
 Filing of evidences shall be done as per the unit of competency.

 The POE shall be stored and kept in both soft/and or hard copies for a
duration that shall be determined by the Council.
 The quality of evidence maintained in the file shall comply with the following
criteria in table below

Does the evidence relate to the specific outcomes and criteria to be assessed?
Validity

Can the evidence be attributed to the candidate? The evidence has to be


Authenticity verified as the candidate’s own work, and in the case of a group result, that
he/she has made a contribution.

Is there enough evidence? Can the candidate repeat the performance? The use
of various sources of evidence and a variety of assessment activities assist in
ensuring that the evidence is sufficient to meet all the criteria and the
Sufficiency applicable range statements

Is the evidence related to current competence? Currency refers to the


Currency applicability of knowledge, skills and understanding in the present
circumstances.
STORAGE AND SECURITY OF ASSESSMENT
MATERIALS AND RECORDS
 The assessment center manager shall be responsible for the storage
and security of assessment materials and records.
 Assessment centers shall securely store all the assessment materials
and records and must have appropriate security systems in place.
 The assessment materials and records shall be maintained in
hardcopy and soft copy in the assessment center for not less than
three (3) years after a trainee has completed his/her course.
