The BBFI

BAGONG BAYANI FOUNDATION, INC. (BBFI)


The BBFI is a non-stock, non-profit organization conceived to uphold
the new heroes of our time, the overseas Filipino workers. It works
hand-in-hand with the Department of Labor and Employment
(DOLE), Philippine Overseas Employment Administration (POEA),
Overseas Workers Welfare Administration (OWWA) and the private
sector, in paying tribute to the OFWs through the Bagong Bayani
Awards.

 
PRIMARY PURPOSES OF THE BBFI
 
• To promote recognition and appreciation of the role of the Filipino
overseas workers in the Philippine society and economy.
 
• To foster high standards of responsibility, efficiency and integrity
among Filipino overseas workers.

• To promote the welfare of Filipino overseas workers

Since early 2020, our nation has faced a lot of challenges that
tested our collective strength and spirit as a people. Known for
our grit and resilience, we have taken these challenging times as
an opportunity to show the world what kindness, generosity and
courage mean.

I commend this year’s awardees for upholding the dignity of the

BAGONG BAYANI FOUNDATION, INC.

During the entire 31 years of its existence, despite the presence of


modern technology, never did the BBFI leadership entertain the
thought of using social media as the platform for holding its biennial
awarding ceremonies. For what could be more exciting and inspiring
for our Bagong Bayani Awardees than to have a physical encounter
with no less than the President of the country while receiving their
awards and to be brushing elbows with prominent figures of
government and the private sectors. But destiny has set the tone that
the holding of this special occasion be done through the virtual
platform.

Nevertheless, this development is perceived to be a strong, progressive


marketing approach for the Bagong Bayani project/program as it will
generate international mileage and attract more viewers both locally
and abroad. Also, it will give our winners a chance to share their proud
moments with more colleagues, friends and other viewers.

On this occasion therefore, my congratulations to our achievers are


twofold: one, for excelling in their respective fields and ultimately
becoming role models; and second, for being the first in this unique
virtual awarding ceremonies of the BBFI. Always remember, there is a
saying which goes, “the first is second to none.” Let us embrace this
event as a historic milestone of your career and treasure this moment
as one of your many blessings in life!

It is with great pleasure that I now congratulate the outstanding


Filipino individuals who are the embodiment of hardwork and
success and have clearly lived up to the oft-repeated phrase “world-
class Filipino migrant workers”.

Without a doubt, our whole nation as well as other countries around


the world have been devastated by this COVID-19 pandemic. Despite
this global problem, we have proved our resilience, refusing to
succumb to such an unforeseen enemy.

While our National Government is providing the leadership needed to


respond to the social and economic impact of COVID-19, a
collaborative effort, such as the one being provided by our migrant
workers, is crucial to ensure an effective response to the challenges
on labor and employment brought about by this pandemic.

As such, the whole POEA Family joins the Bagong Bayani


Foundation, Inc. in giving recognition to the exemplary talent and
hard work of our modern day heroes and their significant role in not
only maintaining but also uplifting the image of our whole nation.

May our office continue to serve you and provide you with the public
service, which each and every Filipino deserves. May your resilience

Foundation, Inc. sa mga natatanging OFW noong nakaraang taon
dahil sa pandemya, kabi-kabila naman ang pagkilala at papuri na
natanggap ng ating mga mahal na OFW mula sa iba't-ibang panig
ng mundo. Dahil sa ipinakita nilang husay, tapang at malasakit sa
kapwa, partikular na sa nasa health sector, ay marapat lamang na
sila ay kilalanin bilang mga bagong bayani ng mundo.

Saludo ang OWWA sa lahat ng OFW, lalung-lalo na sa mga Bagong


Bayani Awardees ngayong taon. Kayo ay mga mabuting ehemplo,
hindi lamang sa ating kapwa Pilipino kundi maging sa iba't-ibang

Outstanding Employee

When she started her nursing career at the Lung Center of


the Philippines, Ms. Divina Digap dreamt of soaring higher
by exploring the medical field overseas. After she passed the
Malaysian licensure board exam, she moved to the Kingdom
of Saudi Arabia (KSA) until she found her place in Abu
Dhabi, United Arab Emirates (UAE).
 
Throughout the years, she acquired specialization in
Chemotherapy, Cardiology and Orthopedic. With her
knowledge and competence, she became a valuable partner-
representative of the Philippine Embassy and the Philippine
Overseas Labor Office (POLO) in their endeavor to promote
the welfare and interests of Overseas Filipino Workers (OFWs)
in Abu Dhabi, UAE.
 
Aside from being a Clinical Resource Nurse at Sheikh Khalifa
Medical City in Abu Dhabi since 2002, she is also the
founding President of the Filipino Nursing Association in
Emirates (FNAE). The organization was formed to extend
professional assistance, guidance and consultations to fellow
Filipino Nurses in UAE. Moreover, she served as the Vice
President of the League of Healthcare Professional in 2010
and was appointed as the Committee Chairman by the
Bayanihan Council and the Philippine Embassy in Abu
Dhabi.
 
As an active leader for the Filipino Community involved in
activities and projects of the POLO- Overseas Workers
Welfare Administration, she helps in providing assistance to
DIVINA BALLESTEROS sick and distressed OFWs in preparation for their

repatriation.
 
In 2011, the FNAE International Chapter offered free review
classes and mentorship program for Filipino Nurses in the
Bagabag, Nueva Vizcaya Middle East. This endeavor led to the approval of the first
Nursing Licensure Examination – a special Professional
Licensure Board Examination in the Middle East which has
Clinical Resource Nurse produced over 1,000 registered nurses in UAE with
Sheikh Khalifa Medical City examinees who even landed on the 1 st and 2nd spots. With all
her selfless acts, she was honored as the Nurse of the Year of
Abu Dhabi the Filipino Community in UAE. Her outstanding contribution
United Arab Emirates was also recognized when she was hailed as the Healthcare
Professional of the Year by the Filipino Times, Middle East.
 
Amidst her duties as a front liner, community leader and
volunteer, she was still able to extend help to people who are
mentally and psychologically affected because of the global
pandemic. Truly, Ms. Digap’s values and acts of compassion
are worthy of the highest recognition of the 2021 Bagong

Determined to succeed, Mr. Ronaldo Narciso Endozo


has pushed his willingness to accomplish his goals.
Though he was raised in poverty, it did not impede
him to pursue overseas employment in the Sultanate
of Oman. As he was tasked to work and study at the
same time, he took online course in Management at
the Cornell University and became a recipient of a
scholarship grant in British University at the United
Arab Emirates (UAE). His perseverance in his
academic endeavors earned him a Business
Management Diploma.

His hard work, passion and dedication catapulted him


to rise from the ranks in the hospitality industry.
Thus, he became the Director for Operations in one of
the prestigious hotel chains in the world that is based
in Singapore. With more than twenty-five (25) years of
expertise in Five Star Hotel and Serviced Residence
Management, Pre-Openings, Start-Ups and Turn-
Arounds, Business Development, Procurement, Budget
and Customer Services, he is one of the few Filipinos
who was able to assume a top management position.
 
To recognize his status in the hospitality industry, he
received the following awards and citations: Hotel Hero
of the Year by Frassers in Dubai, UAE, Top Executive
RONALDO NARCISO Finalist, Abu Dhabi, UAE in 2018 and 2019 and was
featured in The Filipino Times. He was also designated
Endozo as the President of the United Hotelier of the
Philippines in UAE which aims to mentor and share
the best practices in the industry to Filipino Hoteliers.
Because of his expertise, he became a sought-after

Known as an exemplary leader in Riyadh,


Kingdom of Saudi Arabia (KSA), Engr. Arnel O.
Aguas is also their so-called Good Samaritan.
Despite his high-ranking position, he never
ceases to share his knowledge and to lead by
example.
 
As an OFW for 27 years, he has held different
managerial positions in KSA. He has been
working under his present company, Consulting
& Design Engineering (CDE), for 15 years. In
addition, he was the former President of the
Philippine Professionals Organization in Saudi
Arabia.
 
Due to his natural desire and effort to promote
human welfare, he gives his full time and talent
to help make life better for others. He has also
received various awards, citations and
commendations as a volunteer blood donor and
as a leader in other blood donation projects.
Moreover, he is an active volunteer for the

The Sultanate of Oman has found a tech


genius in the persona of Mr. Alfredo P.
Salvador Jr. He was able to prove that he will
emerge victorious in his craft through the
development of the mobile application,
Tarassud+.
 
Through the help of the Ministry of Health of
the Sultanate of Oman, DGIT and his team,
the aforementioned mobile application was
developed to provide information and statistics
about the ongoing global pandemic. Due to the
reliability and security it provides, the
application is used in all ports of the Sultanate
and became a requirement for anyone who
wishes to enter the borders of Oman by air or
by land. Their innovation has secured all
citizens, residents, Overseas Filipino Workers
(OFWs), and visitors of the Sultanate of Oman
from the risks of possible contact with a
COVID-19 infected person.
 
His competence and significant contributions
to his company and to the Sultanate made him
ALFREDO PALESTROQUE as one of the most sought-after speakers
relative to Information Technology for
Salvador, Jr. graduating students and educators. As such,
he was able to grace numerous fora and
academic sessions in various universities in
Makati City the country where he shared his expertise and
knowledge.

Because of his triumphant feat in the field of
Ministry of Health – Oman
programming and mobile application,
Muscat, Oman development, he was commended not only
through his exceptional skills, but also on his
contribution towards a feasible innovation that
would be beneficial in combatting the global
pandemic.
 
With his notable success, he is one of the
recipients of the 2021 Bagong Bayani Awards.
Outstanding Employee

Fueled by his desire to provide a better life


for his family, Mr. Alfredo Pacis sought
employment overseas. This led him to work
as a driver at the Kingdom of Saudi Arabia
from 1989 to 1994 and moved to New
Zealand in 2007.

Within his thirteen (13) years of service at


AML Limited –Concrete, he was promoted
multiple times until he became one of the
company’s trainers. Through his hard work,
determination and perseverance, he was able
to hone his skills in his craft.

Aside from his exemplary performance at


work, Mr. Pacis has always been willing to
share his knowledge to his colleagues.
Regardless of citizenship, ethnicity and
culture, he would always show them
empathy, compassion and understanding.
Because of this, he is greatly admired for his
values and humility. In fact, he was trusted
by his employer to recruit people who could
join their company as they believe that he

Community and
Social Service

Exuding compassion and empathy, Ms. Rodelia


Madera Pedro has rendered various community
services to her fellow Overseas Filipino Workers (OFWs)
in Hong Kong where she has worked for nineteen (19)
years.

She organized several donation drives for the victims of


Taal Volcano eruption and typhoon Ulysses. Moreover,
she established the Domestic Workers Corner in 2017-
an online desk for Filipino Household Service Workers
(HSWs) which provides assistance and counselling.
With 100,000 followers (and counting), she has helped
numerous individuals who needed guidance and
support.

Aside from being an active member of the Immaculate


Heart of Mary Parish – Tai Po., she was also designated
as the ambassadress of the non-governmental
organization called Path Finder and a volunteer of the
Equal Opportunities Commission and the Philippine
Consulate General (PCG) in Hong Kong.

To enhance her knowledge and provide better


assistance to the Filipino community, she attended
several trainings on leadership and psychological
matters organized by the Medecins Sans Frontieres
(MSF), PCG, and International Organization for
RODELIA MADERA Migration (IOM). As a result, she was able to deliver

lectures through webinars and workshops. One of her
notable events is the Know Your Rights Talk which
aimed to help HSWs with health and life issues like
depression.
San Jose De Buenavista Due to her exemplary service to others, she received
Antique numerous awards and recognitions for her
commitment and passion to help the Filipino
community in Hong Kong. She is the first Filipino to be
Household Service Worker nominated in the 2020 Spirit of Hong Kong (SoHK)
Dr. Wong Sze Chai Peter Awards which recognizes hardworking individuals who
Hong Kong made a big difference to the community. On top of that,

Described by her colleagues and the Filipino


community in Muscat, Oman as an embodiment of
social service and excellence, Ms. Rosalie M.
Regalado clearly portrays what a true public
servant is.
 
As an Overseas Filipino Worker (OFW) for 19
years, she rose through the ranks and became the
Head of Administration Services of OCTAL due to
her outstanding performance. She also received
numerous awards and recognitions such as
Excellent in Leadership Award and Ten Most
Outstanding Filipino Expats by the Philippine
Embassy in Oman.

During the lockdown in Oman caused by the


COVID-19 pandemic, she did not hesitate to help
her kababayans who needed assistance for food
and other essentials. She provided support to them
in collaboration with Philippine Overseas Labor
Office (POLO) and Overseas Workers Welfare
Administration’s (OWWA) Food Relief Assistance
Program. Through her initiative, she developed a
system in order to make the distribution process
efficient. Thus, they were able to immediately
ROSALIE MORADOS distribute 6,000 food packs to almost 50,000
OFWs. Because of the system’s efficiency, she was

financial assistance by the Department of Labor
and Employment’s (DOLE)- Abot Kamay ang
Makati City Pagtulong (AKAP) for the OFWs who did not receive
their salaries during this global pandemic.

Coined as “Chairman” by a lot of Filipinos in South


Korea, Mr. Rodney Queman is best accounted as a
compassionate, hardworking and trustworthy
individual.
 
In 2006, he was deployed to South Korea as an
Employment Permit System (EPS) worker (non-skilled
worker) through the Government-to-Government
arrangement of the Philippine Overseas Employment
Administration (POEA). In order to augment his
status, he had undergone various trainings and was
subsequently recognized as a skilled worker.
 
His exemplary service has been evident through the
fund-raising activities that he organized in order to
help his fellow Overseas Filipino Workers (OFWs) who
struggled with their finances and those who have
suffered into accidents resulting to hospitalization or
death. In addition, he provided assistance to the
victims of earthquakes in Mindanao, and Pampanga;
Taal volcano eruption in Batangas; flood in Cagayan
due to typhoon Ulysses; and support to the front
liners during this global pandemic.

To further extend his assistance, he also launched a
Queman Facebook page with contains information on new laws
and job opportunities for his fellow Filipinos who wish
to work in Korea. As many OFWs in Korea seek his
advice, he devoted himself in mastering the Korean
San Jose Buenavista, Antique Language in order for him to provide efficient and
accurate services to Filipinos who are struggling to

Guided by his principles and values, Mr. Lito


Calimlim Doblado has proven that Filipinos have a
big heart to those who are in need.

In 2017, he exemplified heroism by courageously


responding to a drowning incident of a fellow
Overseas Filipino Worker (OFW). As a Certified
Trainer, he quickly administered Cardiopulmonary
resuscitation (CPR); thus, he was able to save a life.
To equip his fellow OFW professionals and OWWA
wards with Basic First Aid, he taught them with the
relevant skills and knowledge. In addition, he led
several Campaigns for Blood Donation, Free Medical
Camps and Health Awareness. He was also involved
in environmental clean-ups, and donation drives for
poor laborers and distressed OFWs. At the onset of
the pandemic, he helped a number of individuals
using his financial resources.
 
Throughout his nineteen (19) years of stay in
Bahrain, he has actively spearheaded and
participated in various community and social
endeavors. As such, he received numerous citations
and recognitions from various organizations and
institutions. He is the first and only Filipino to

Doblado
Awards of the National Express Group in 2018. In
the same manner, he coveted the Driving Out Harm
Beacon Award for his exceptional deeds on health,
safety and well-being of stakeholders.

community programs in Culture and the Arts. For
People Development sixteen (16) years, he has been actively involved in

From humble beginnings to exemplary success,


Engr. Restituto Sarmiento Sibug has consistently
marked his professional niche with perseverance
and enduring commitment to his fellow Filipinos,
both local and overseas.

Due to a number of contributions that he provided


for OFWs in KSA, he received noteworthy
commendations from different government entities
and private organizations. As the Chairman of the
Board Review Committee of the Philippine
Professional Organizations – Central Region KSA
(PPO – CRSA), he assisted board examinees in
hurdling the professional examinations in Riyadh
wherein more than 500 Filipino nurses
successfully passed. He continued to be engaged in
activities in the Filipino community and
spearheaded worthy causes. Together with the
PSME – CRSA officers/members, he donated
various supplies to the Filipino Workers Resources
Center (Bahay Kalinga).

In 2007, his community and social involvements


were featured in a Filipino channel segment called
Kabayani. He provided employment to distressed
OFWs based in Jeddah and Riyadh until their

Coupled with the mastery and skills of ensuring the


safety of a ship, the almost decade of experience of
Master Victor Dizon Distor enabled him to be
knowledgeable on international laws of the sea as well
as management policies.
 
On 18 July 2018, Captain Distor, along with his crew,
manned M/V Aspri and sailed in the stretch of the
Mediterranean Sea (between Turkey and Cyprus). On
the same day, one of the crew informed him that there
are people who might be in need of rescue. Without any
reluctance, Captain Distor called for a quick assembly
of his crew to check if anyone is missing while
simultaneously steering back to see the location of the
people who are in need of assistance. Through his
leadership, knowledge on international laws of the sea,
and their acts of valor, they were able to rescue twelve
(12) Syrian refugees to safety.
 
Due to their courage and heroism, the Government of
Panama nominated the whole crew led by Captain
Distor for a special recognition. In the same manner,
the International Maritime Organization (IMO) granted
a special commendation entitled, “A Special Recognition
for Merchant Vessels and their crew involved in the
CAPT. VICTOR DIZON rescue of mixed migrants at the sea” for their display of
bravery, heroism, professionalism and compassion,

Distor upholding the highest traditions of the sea.

As the pillar of their humble abode, Capt. Felipe


Langcauon or “Ipe” stayed true on this
representation when he managed to lead and
saved three Filipino fishermen who almost lost
their lives caused by their sinking rowboat.

On 02 November 2019, the M/V Quebec, EPS’


managed gas carrier, LPG/C Quebec, was
involved in a rescue operation in Philippine
waters while on a laden voyage from Dampier,
Western Australia to Kwang, South Korea.
While performing routine duties on the bridge,
some crew spotted three men on a rapidly
sinking rowboat. They immediately reported the
incident to Capt. Langcauon who did not
hesitate to alert the DPA and instructed his men
to proceed towards the damaged boat. These
protocols are being done while simultaneously
notifying the Philippine Navy and initiating
rescue operations.

The survivors were provided first aid, food, and


basic necessities. Due to the psychological

undergo basic health screening. Subsequently,
they were safely transferred to Philippine Navy
BRP Miguel Malvar under the command of CDR
and the Filipino Crew of PN Ronaldo Pascua, commanding officer of

Antipolo City Langcauon and his crew paved the way for the
acknowledgement and nomination by Mr.

Recognized by her dancing prowess, Ms. Maria


Regina Elizabeth Malabayas – Vallejos established
En Pointe, a dance academy based in Brunei. Through
the academy, she was able to make classical ballet
acceptable to Brunei’s Islamic conservative way of life.
To satisfy the law on proximity during this global
pandemic, she created the first ballet pas de deux (a
dance between two performers) in Brunei using a
rattan cane that could support the aforementioned
style of dance.
 
As one of the first Filipinos who has been granted a
license by the Royal Academy of Dance (RAD) in the
United Kingdom (UK), she has guided over eight-
hundred (800) students to pass the annual RAD
examination. Relatively, she is the only Asian and
Filipino to be included in the top three among the 300
nominees in the 2020 RAD Centenary Dance Teachers
Award of UK- the world’s largest and most influential
dance education and training organization. Moreover,
she had notable dance performances which includes
the 69th birthday celebration of the Royal Majesty’s
Sultan Hassanal Bolkiah.
 
To commend her contributions, she received the 2018
Outstanding San Pableano for Performing Arts and the
MARIA REGINA ELIZABETH 2017 Outstanding Filipino Teacher in Brunei for
Performing Arts in Dance awarded by the Philippine
MALABAYABAS Embassy and Brunei Filipino Educators Club.

In order to help students on their online classes
during this global pandemic, she devised the Ballet
Learning Kits for them. She also created the Conseil
Internationale de la Danse in Brunei for all the dance
San Pablo City, Laguna
practitioners, students, and teachers under the United
Nations Educational, Scientific and Cultural
Ballet Teacher Organization (UNESCO). Furthermore, she organized
fundraising projects for children with special needs in

Brunei Darussalam Special Olympics Team.
 
With all her achievements through arts and
community development, Ms. Malabayas – Vallejos

As a notable Polytechnic University of the Philippines


alumnus and expert photographer, Mr. Jophel
Botero Ybiosa’s keen visual recognition earned him
numerous awards and recognitions from over 360
local and international organizations. Among these
prestigious awards is the Ani ng Dangal Awards for
Visual Arts of the National Commission for Culture
and the Arts.
 
In 2014, he left the country in pursuit of his career
in a cruise ship. Just after a few years, he was
promoted as a Master Photographer because of his
exceptional talent and skills. He became the first
Filipino recipient of these prestigious awards: Gold
Award in New York Photo Fair, Chromatic
Photography Award, and Neutral Density
Photography Award, among others.
 
Moreover, he was involved in various community
activities and programs. He founded the award-
winning arts and advocacy group, Team Juan
Makasining. He was also appointed as the Youth
Ambassador for Cultural Diplomacy of the South
Cooperation Council of Colombia. Notwithstanding
his location overseas, he was able to support and

Philippines.

The POEA is headed by the Administrator • Provides legal assistance to victims
and is responsible for the implementation of illegal recruitment
