 R.A. No. 8749 – Philippine Clean Air Act of 1999

DOTC (DOTr) - implement the emission standard set by DTI/DENR

- deputize other law enforcement agencies and
LGU’s for this purpose.
The DOTr shall have the power to:
a. Inspect and monitor the emissions of motor vehicles;
b. prohibit or enjoin the use of motor vehicles or a class of
motor vehicles in any area or street at specified time; and
c. authorize private emission testing centers duly accredited by the DTI.

REQUIREMENT FOR REGISTRATION

Imported New or Locally-assembled Any imported used motor vehicle or
new Motor vehicles rebuilt motor vehicle

Complies with the emission standards as Compliant with the applicable emission
evidenced by a Certificate of Conformity standards (Certificate Of Compliance to
(COC) by DTI Emission Standard)

No Motor Vehicle Registration (MVR) shall be issued unless such

motor vehicle passes the emission and other test requirements. Such
testing shall be conducted by the DOTr or its authorized inspection
centers within sixty (60) days prior to date of registration.

FINES AND PENALTIES

1ST OFFENSE not exceeding Php2,000.00

2ND OFFENSE not exceeding Php4,000.00

3RD OFFENSE and succeeding Not more than Php6,000.00 and one (1) year
offense suspension of the motor vehicle registration

AND
The driver and operator of the apprehended Demerit Points
vehicle shall undergo a seminar on pollution 1/3/5
control and management conducted by the
DOTr
