 As a general rule, trafficking and smuggling
exploit impoverishedand vulnerable
individuals seeking a better life.
Factors influencing these criminal
activities
 Those that force people to leave the country
and to resort to trfficking or smuggling service
(push factors).
 Those that make the final destination countries
attractive for those people (pull factor).
Typical examples
 Destination countries commercial sexual
exploitation and the demand for inexpensive
labor have been increased over the last several
decades, many traffickers who are part of the
criminal networks involved in other
transnational crimes have recognized that they
can profit greatly by supplying people to fill
these demands.

 Evidence indicates that the development and
growth of international police cooperation for
criminal enforcement duties was facilitatedby
prior practices of cooperation that had been
initiated for political reasons.
