The Office for Transportation
Security (OTS) in the
Philippines is a government
agency responsible for ensuring
the safety and security of the
country's transportation
systems, including seaports.
The creation and organization of OTS in
seaport security involves several key steps.

1. Legislative Framework: The OTS was created in 2003 through Republic Act No.
9497, which provided for the establishment of a single transportation security agency
that would oversee the security of all modes of transportation in the country. The law
also gave the OTS the power to regulate and implement security measures in all
seaports in the Philippines.

2. Organizational Structure: The OTS is headed by an Administrator and is divided

into four major divisions: Operations and Intelligence, Policy and Plans, Administrative
Services, and Finance and Management. Each division is further divided into units
responsible for specific functions related to transportation security, including seaport
security.
3.Security Measures: The OTS implements a range of security measures in
seaports, including the use of X-ray machines and metal detectors to scan luggage
and cargo, the deployment of K-9 units to detect explosives, and the implementation
of access control measures to restrict entry to secure areas.

4. Collaboration with Other Agencies: The OTS works closely with other
government agencies, including the Philippine Coast Guard, the Philippine Ports
Authority, and the Bureau of Customs, to coordinate security efforts and ensure a
seamless flow of goods and passengers in and out of seaports.
