1 CONSTRUCTION OF ROAD
FROM ZEYARA TO DABORI, • RoW was not clear.
DISTRICT ORAKZAI • There was change in scope which affected cost of Rs.1254 million.
• TPM also observed that Rs. 110 million have been distributed but
COR [1958.801 – 3213.217] RoW clearance issue still persists.
TOR [2016 - 2019] 4 Years • PC-I was revised however Rs.885 million is required to complete the
project.
2 IMPROVEMENT, UPGRADATION
AND WIDENING OF JAGLOT - • FWO has complete the road work and inaugurated in
SKARDU ROAD (S-1, 167KM) December,2021.
• Work was awarded on Supplier Buyer Credit basis – fixed cost.
COR [No Cost Overrun] • Initially, GoP has to provide 15% funds while 85% will be arranged by
TOR [ 2017-2020] 3 contractor through bank loan.

3 Establishment of FATA • Project divided into 7 packages and awarded contracts of Rs. 1066.03 million to 5
University contracting firms. The physical progress is 90% and payment made up to 90.87 %
PC-I Allocation • All firms were granted extension of time without penalty.
PKR 1592.733 million • Negligence of EA and Design Consultant was noted as;

and intimate to M/o PD&SI /HEC to this effect.
• Social Survey guides that Security of staff , provision of outdoor games for
students and clean drinking water may be provided.
• Survey also revealed that due to long strip of the 7 districts all along Afghan
border, the campus is not in easy approach to all districts and thus its campuses
are required at Bajur/ Mohmand and Waziristan.

Construction of Islamabad High • The physical progress is 97% and payment made up to 91 %
Court Building • Consultant was not appointed as per guidelines of Pakistan
COR [2852.023 – 4989.259] Engineering Council.
PKR 2137.236 million • The fee of consultant was commensurate with cost of work instead of
TOR [2015-2018] fixed emoluments. Hence, consultant has been favored. There is a
5 Years need to recover extra amount from the consultant.
• Pak PWD executed work without a permanent PD of Project.
• Site location could not be finalized before time.
• Changes in scope of work was started even at foundation level.
• After approval of revised PC-I in 2020, nobody clarified that either
work was retendered or contract was enhanced.
• In this case , the enhancement is 79.25% (Rs. 2474.049 to 4434.980
million) which is very very alarming.
• At the site 5th floor was slashed and a new block was constructed
without approval of competent authority and is against the spirit and
sanctity of PC-I.
• As the project s almost complete, Supervision Consultant should
ensure as-built drawings are available in final QA/QC dossier

5 Construction of Additional Family • PC-I of PKR 2908.369 million approved on 21.1.2010.
Suits for the Members of • The physical progress is 50% and payment made up to 47 %
Parliament including 500 Servant • M/s Habib Rafiq (Pvt.) Ltd. were the contractor of the project
Quarters at G-5/2 • 1st extension of 12 months were granted with or without imposition of
COR[Nil] penalty.
TOR[2011-2013] • EA executed encashment of guarantee on June 2014 followed by
10 years termination on 31.3.2015 which was challenged by contractor on
April,2015.
• Agreement deed signed on 22.5.2015.
• 2nd EoT of 22 months were granted wef 20.1.2014 – 30.9.2016
• Contractor applied 3rd EoT in August 2016.
6 Construction of Model Prison in • Stipulated Completion Date: December 31,2022
H-16 Islamabad • Anticipated Completion Date: June 30,2024
COR [No Cost Overrun] • 8 years June 30, 2016
TOR [4 Years] • The project completion time was 78 months which has now touching
to 96 months
• Time lag: 18 months

7 Establishment of 250 Bedded • The PD may be asked to clarify his position on the observation of

COR [No Cost Overrun] • TPM doubts that mechanism for release of advance has not been

Wing for review.
• The items in which secured advance was paid, there should be no
payment of price variation against these items of work.
• The PD may be directed to justify the change in the scope of work
w.r.t covered area.
• The PD may justify that why project was initiated if land disputes
were not resolved? Remaining issues may be resolved at earliest.
• The PMU should follow up with WAPDA officials to carry out timely
provision of grid line.
• Legitimate time of approved PC- 1 has been expired on Feb 09, 2022.
The same may be obtained from the Competent Authority
• Contractor may be asked to submit revised schedule of work and
after its approval from the PMU/Consultant, it may be followed in
letter and spirit.
