NSTP Program (RA 9163)


Week-2
OBJECTIVES:

At the end of the lesson, the students should be able to:

1.Show understanding of the National service Training Program (NSTP)

2. Recognize of NSTP and coverage of the NSTP law.

3. Express the commitment to implement the NSTP-CWTS vision mission

4. Implement the core values of NSTP-CWTS.


The National Service Training Program, is a civic education and defense preparedness program
instituted by the Government of the Philippines on 5 January 2000 by virtue of Republic Act 9163,
which was signed into law by Pres. Gloria Macapagal Arroyo on March 23, 2002 establishing the
NSTP for tertiary level (means relating to or denoting the first period of education at a level
beyond that provided by schools.) students amending for the purpose Republic Act no. 7077 and
PD.no.1706 sec.10 of the act provides that school authorities shall exercise academic and
administrative supervision over the design formulation, adoption and implementation of the
different NSTP components in their respective schools.

The NSTP has three components: the Reserve Officers Training Corps (ROTC), the Civic
Welfare Training Service (CWTS), and the Literacy Training Service (LTS).
NSTP – CWTS VISION
● To train students to become innovators of social change with a culture of
excellence and leaders with integrity, competence, and commitment to render
service to the community.
● To develop in the youth the values of patriotism and national pride, discipline
and hard work, integrity and accountability for nation building, and
volunteerism as valuable and effective members of the National Service
Corps of CWTS.
NSTP-CWTS MISSION
NSTP-CWTS aims to promote and integrate values education, transformational leadership, and sustainable social
mobilization for youth development, community-building, national renewal, and global solidarity by:

1. Providing relevant activities that will contribute to the physical, intellectual, spiritual and social development of
students;
2. Inculcating in students the values of leadership, patriotism and social responsibility;
3. Training students to become project planners, designers and managers of innovative and sustainable community
service-oriented projects.
4. Conducting capability enhancements for civic welfare services geared toward preparing the youth to become results-
oriented social entrepreneurs, volunteers, and a socio-economic mobilizing force that serves communities as value-
driven innovators for progress.
5. Working closely with a network of organizations within and outside the higher education institution.
6. Creating opportunities where students can render direct service to the community.
NSTP-CWTS Core Values

 A. Reserve Officers Training Corps (ROTC) Refers to the program component designed to provide
military training in order to motivate, train, organize and mobilize students for national defense
preparedness.

B.The Literacy Training Service (LTS) is one of three components of the National Service Training
Program, a civic education and defense preparedness program for higher and vocational education
students in the Philippines.

C. Civic Welfare Training Service (CWTS) is one of three components of the 


National Service Training Program, a civic education and defense preparedness program for higher
 and  vocational education students in the Philippines. CWTS activities "are contributory to the general
welfare and the betterment of life for the members of the community or the enhancement of its facilities,
especially those devoted to improving health, education, environment, entrepreneurship, safety, 
recreation and morals of the citizen.
Vision:
Recovery of the youth's sense of patriotism and national
pride, values and habits of discipline and hard work, integrity
and accountability for nation building, volunteer in the
enhancement of valuable and effective members of the
National Service Corps of the Civic Welfare Training Service.
❏ Presidential Decree No. 1706, otherwise known as the "National Service
Law", was signed into law on 8 August 1980. It made national service
obligatory for all Filipino citizens and specified three categories of national
service: civic welfare service, law enforcement service and military service
❏ Republic Act 7077, otherwise known as the "Citizen Armed Forces of the
Philippines Reservist Act", was enacted by the 8th 
Congress of the Philippines on 27 June 1991. The Reservist Act provided
for organization, training and utilization of reservists, referred to in the Act
as "Citizen Soldiers". The primary pool of manpower for the reservist
organization are graduates of the Reserve Officers' Training Corps basic
and advance courses.
