Legal Basis:
1. THE 1987 CONSTITUTION OF THE REPUBLIC OF THE PHILIPPINES – ARTICLE XIV
Section 1. The State shall protect and promote the right of all citizens to quality education at all levels,
and shall take appropriate steps to make such education accessible to all.
2. The CPP or the DepEd Order No. 40, Series of 2012, reiterated DepEd’s “zero tolerance policy
against all forms of violence and abuse upon learners.”
To help ensure that children’s rights are protected even during distance learning, DepEd
Undersecretary for Legal Affairs Josephine Maribojoc outlined the initiatives of the department to ensure
the protection of children against all forms of abuses in the context of the COVID-19 pandemic. Maribojoc
said that the supplemental policy on child protection in the context of the BE-LCP will focus on home-
based learning, the functionality of child protection committee and reporting of cases, and safeguarding
students online.
The COVID-19 pandemic has changed education forever.

• The COVID-19 has resulted in schools shut all


across the world. Globally, over 1.2 billion children
are out of the classroom.
• As a result, education has changed dramatically,
with the distinctive rise of e-learning, whereby
teaching is undertaken remotely and on digital
platforms.
• Research suggests that online learning has been
shown to increase retention of information, and take
less time, meaning the changes coronavirus have
caused might be here to stay.
Kumusta ang OMS sa Pilipinas?
It’s no secret that remote learning poses a lot of challenges for many Filipino students. Buying a laptop,
computer, or even a tablet or mobile phone plus securing an internet connection aren’t something that all Filipino
parents can easily do for their children no matter how much they would like to. Many lost their livelihoods due to the
pandemic.
How does DepEd respond to the Online Management in this era of pandemic?

One of the most important ways they’re doing that is by promoting flexible learning. This
means that there are learning programs created based on the capacity of the students, schools, or
the community.

◦ Meanwhile, the lower education, led by DepEd, has also been preparing for remote learning through the DepEd
Computerization Program (DCP) which aims to provide equipment to all public schools, and the Public Education Network
(PEN) which ensures that all schools and offices are connected.
◦ “The PEN will solve the digital divide. By providing electricity to schools and by providing connectivity using all available
technologies (broadband, fiber, satellite, etc.), then we can bring the kind of education the urban areas enjoy to the rural areas
and to the remotest barangay.
◦ There’s also the Last Mile Schools Program which goes beyond just providing computers and tablets but making sure that the
communities are prepared to use them by providing basic utilities such as water and electricity.
◦ DepEd made use of every platform available to everyone, such as Microsoft Teams and DepEd's own Workplace by Facebook,
and this has helped keep everyone in the loop, in order to ensure that everyone is doing fine. Introduced DepEd Commons and
soon the DepEd Learning Management System.”
◦ DepEd also recognize the toll that this new way of learning is taking on both the students' and
the teachers’ mental health. So apart from equipping them with tools, there are also programs
designed to help them become mentally-ready.
◦ “Aside from the training of faculty members, information dissemination, and physical
preparation of our HEIs, school administrators should also prioritize the mental health
condition of our students, given the anxiety and stress that they have experienced in coping
with the new normal. Hence, this is also one of the undertakings of CHED,” said de Vera.
“Mental health conditions, not only of students, but also of faculty members, should be
prioritized because anxiety, stress, and depression lead to the reduced capacity of our students
and faculty members to transition to the new normal.”
Online Management in the Philippines
As the immediate future is uncertain with new outbreaks and looming
lockdowns, many instructors had to consider online instruction, which can be
given in one of three pedagogical approaches:
(1)Synchronous,
(2) Asynchronous, and
(3)Blended Online Learning Strategy
Synchronous
In synchronous online lectures (real-time), instructors and students meet
online using a video conferencing software during the designated class hours
and instructors give lectures on the course. Students participate in the lectures
and are able to ask questions vocally or via live text chat. In asynchronous
lectures, instructors record lecture videos and upload them in Blackboard
learning management system (LMS) or YouTube, so that students can access
them in their most convenient time

Blended Online Learning Strategy
The blended online learning strategy (flipped classroom) is deemed to be the
most practical method to adapt as this combines the advantages of synchronous
and asynchronous strategies. The main motivation in choosing the blended
strategy is to increase the student’s participation in their own learning process
rather than quietly sitting during a synchronous discussion. The basis of this
approach is the cognitive load theory, on the basis that novice learners are
immediately overwhelmed by a large amount of new ideas and terminologies,
and resort to surface learning (Darabi and Jin, 2013; Seery and Donnelly, 2012; Seery, 2013).
This type of active learning pedagogy is called “flipped classroom”
approach (Bergmann and Sams, 2012; Olakanmi, 2017). In this learning approach, traditional
lecture and homework are replaced by pre-class activities, such as viewing
short, pre-recorded lecture videos. The class time is devoted to further
reinforce the topics through problem solving examples, interactive activities
and detailed discussions (Pienta, 2016; Rau et al., 2017). However, the synchronous
online class sessions (called the “virtual classroom”) replaced the traditional
face-to-face class for engaging the students with activities and guided
problem-solving discussions in the traditional flipped classroom.
Benefits of Flipped Classroom as OMS.
The benefits from flipped classroom were reported by economists ( Lage et al., 2000). Lage and colleagues
showed that reducing variability in teaching styles across classroom and implementing various activities to
create an inclusive classroom resulted to an improved student performance ( Lage et al., 2000). Several other
disciplines have reported a similar success with implementing the flipped learning in materials science
courses (Liou et al., 2016), pharmacy (Koo et al., 2016), statistics (Peterson, 2016), engineering education (Kerr, 2015; Chiquito et al., 2020),
computer science (Sohrabi and Traj, 2016; Davies et al., 2013), and health science courses (Betihavas et al., 2016; McLaughlin et al., 2014)
Interestingly, reports published about the effectiveness of flipped learning in calculation intensive
subjects such as Mathematics and Science are scarce ( Fitzgerald and Li, 2015; Esson, 2016). Therefore, it is important for
us to practice to this current information gap.

• Lessons will also be delivered via radio and television. Last May, the DepEd said that Presidential Communications
Operations Office (PCOO) Secretary Martin Andanar had offered government-run television and radio stations as platforms
for delivering lessons during the pandemic.
