Legal Basis
Republic Act 124 06/14/1947
• An Act to provide for the medical inspection of
children enrolled in private schools, colleges and
universities in the Philippines.

House Bill # 3291


• An Act requiring the establishment of a permanent
clinic for every public and private school and
appropriating funds therefore

• Guidelines on the Required Health Standards
in Basic Education Schools and Offices
Schools/CLCs and DepEd offices shall ensure the
establishment/setting-up/refurbishment
(renovate)of their own clinics for health
assessment, provision of appropriate
interventions such as first aid or treatment &
proper management of symptoms of learners,
teachers, personnel and when applicable,
visitors.

• In the absence of the school health
personnel, the school shall designate a clinic
teacher/s who shall manage the clinic every
school day, to provide basic health services
and facilitate referral as needed, in close
coordination with the school health personnel

• The school clinic shall be manned by a


health personnel &/or volunteer partner or
designated school clinic teacher.”

STANDARDS of SCHOOL CLINICS

LOCATION:

• Located in a strategic area that is


accessible to the school children
• Should be functional, well lighted
(painted white) and properly ventilated
• The classroom where the clinic teacher is
assigned should be situated near the
clinic for easy access to clients.

• The medicines/supplies shall be arranged in
the following manner:
– FIRST UPPER SHELF – From Left to Right, eye and
ear medicines, internal medicines.
– SECOND MIDDLE SHELF – External medicines
like ointments, cream, lotion, antiseptics.
– LOWER SHELF - 3 separate jars for gauze
dressing, cotton balls, cotton pledgets, bottle of
antiseptics for washing wounds, adhesive
tape/plaster, pair of scissors, kidney basin, forceps

Data Bank which include the ff:
• Health cards of pupils.
• Form 86 of Teachers (medical)
• Dental Form of Teachers
• Logbooks for consultations
• Logbooks for dispensing of medicines
• Consolidated reports on common ailments
• Other reports

Health Cards

• Depending on arrangements, health


cards may either be stored in the school
clinic or in the classroom and not in the
teacher’s residence.
• Health cards should be available upon
request by the health personnel at any
day of the week.
• Every child enrolled in the school must
have a health card (medical and dental).

• This will be your basis what medicines
need to be requested.
• Comparative study of the previous years
and the present.

nurse or any health personnel.
• Use blue or black ballpen if seen by the
clinic teacher.

Functions of Clinic Teacher
• Serves as the Health Coord. of the School.
• Maintains the functionality of the school clinic.
• Record keeper of all files/equipts/ supplies in
the clinic.
• In the absence of the school nurse, attends to
the health needs of the schoolchildren and
fellow teachers.
• Refers cases to the nearest barangay or rural
health centers with close coordination of the
health personnel.
• Assists the nurse in his/her functions.

Do’s and Dont’s

• In cases of emergency and there are no other


health personnel around, CT will perform 1st
aid measures like CPR, packing of wounds in
case of bleeding, dressing of wounds, etc..
• In case of doubt, always refer to the school
nurse or to the nearest health facility.
• Never do injections or prescribe medications.
• In cases of fracture or dislocation, never act
as “hilot” or do manipulation on the injured
area except to apply ice pack.

First Aid on Common Illness and
Injuries

• Minor illnesses and injuries need not be


referred to the health centers.
• Most of these can be attended to in the
school clinic so the pupils need not
miss school.

Steps to be followed in cases of
sudden illness in school

1. Administer first aid.


2. Notify parents regarding the injury or
illness.
3. Arrange transportation for the child if
parents cannot go to him.
4. Refer child to a health facility if
necessary.
5. Follow up the child.

Linkages

• Need to coordinate with barangay health


centers, municipal or city health offices.
• Post hotline numbers of BHERT, Clinic
Nurse in charge of the school.
• Partner with barangay council, alumni,
GO’s or NGO’s for provision of
medicines, supplies and other clinic
needs.
