equipment is capable of operating with other
equipment.

REPRODUCEABILITY
 For some, replacement is more economical than repair.
 A requirement to ensure that the eqpt/item can be reproduced
to the same standard;eg. Clothing , ammo, major assemblies,
spare parts and foodstuff.
This mean there is a greater requirement on the military
to ensure that design information is specified and
controlled to the detail required so that the product
ordered is always of the same standard.

Three basic areas that CM are required to provide a
consistent product throughout the intended life:

DESIGN: Required through design control development


and provide a stable and traceable product when entering
manufacturing.

DOCUMENTATION: Documentation has to reflect the


finished product.

EQUIPMENT: To manage the eqpt through life, will


require numerous modifications. The build state is
required to determine the extent and effect of
modifications.
MODIFICATIONS
5 BASIC REASONS TO MODIFY EQUIPMENT WHILE IN-SERVICE PHASE:

 SAFETY: To prevent potential for injury and loss of life.

IMPROVE RELIABILITY: Result in fewer failures which will increase


the availability of eqpt and reduce the support cost.

IMPROVE MAINTAINABILITY: Reduce the time of repair and


thus improve the responsiveness of the logistic support system.

INCREASE CAPABILITY: Normally see and increase in the use of


eqpt and hence increase the support costs.

INCREASE THE LIFE OF THE EQUIPMENT: Occur when replacement


parts cannot be attained and the eqpt needs to be modified to accept
different parts. This should extend the life and contain the cost for
supporting aged eqpt.
Configuration Control Board
To control the configuration of eqpt there are 4 facets that need to beconsidered;
namely:
CONFIGURATION IDENTIFICATION: The formal technical
identification items to a defined and unique numbering system traceable
to technical documentation (production drawing). Establishes the
configuration baseline for decision making.
CONFIGURATION CONTROL: Formal process of changing the
configuration baseline. Controls the development and acceptance of
proposals, tasks the implementation of accepted change proposals and
verifies that change has occurred.
CONFIGURATION STATUS ACCOUNTING: The system developed to ensure
traceability of all configuration data and supporting transaction systems, from
design to the fielded eqpt and changes that occur throughout the life of the eqpt.
CONFIGURATION AUDITS: Verifies conformance to specification and other
configuration requirement. Two types; functional (audit the system) and
physical (inspects actual eqpt).

approved funding and to minimise costs whenever possible”

 Establish and maintain detailed CM procedures,


 Maintain equipment baseline documentation,
 Control status accounting,
 Review and vet all change proposals for the CCB,
 Convene CCB meetings,
 Coordinate action resulting from CCB decisions,
 Conduct configuration audits.

Functions of the Board Members:
User Representative: to ensure the eqpt and change meets user
requirements.
Design Approval Authority: To ensure proposed design change is
sound.
Training Authority: To ensure the change meets and is coordinated
with the training delivered
Maintenance Authority: To ensure the change can be maintained in
service,
Supply Authority: To ensure the change does not cause waste in the
supply system particularly with the purchase of repair parts.
CONTRACTOR INVOLVEMENT
Configuration control of most technical eqpt cannot be attained
without the support of the manufacturer.

Many of the changes are generated by designer to ensure they can


maintain the eqpt and meet the requirements of other customers.

Most major suppliers provide Configuration Support Facility (CSF), to


assess change impact and develop the modification package to attain the
change.

Maintain the design documentation consistent with the in-service


baseline.

Defence needs to detail their requirement to ensure that change is made


to meet their requirements and not solely the need of the supplier.
SUMMARY
 CM is required to ensure the eqpt capable of achieving the
throughout life of type of capability.

The extent that CM is applied to an eqpt depends on a number of


factors; such as its importance, complexity and supportability.

An over application of CM may result in a large expenditure for little


return and produce a system that is not required.

An under application of CM may reduce the life of the eqpt and put a
risk its ability to operate effectively in the battle environment.

CM cannot be reversed engineered into an eqpt and the decisions


made during acquisition are virtually irrevocable.
