1 PLAN, STRATEGIZE, IMPLEMENT AND EVALUATE DRUG ABUSE

What is BAT?

A group of 25 individuals who are residents


of the barangay

How to organize BAT?


Invite or recruit residents to be BAT members through
information drive, public announcement, flyers, text brigade,
social media;

Choose members who are of good repute and of known


probity and integrity in the barangay;

Issue an Executive Order creating BAT;

2 (BAT)

What are the functions of BAT?


1. Identify and report to BADAC:
a) drug dependent cases; b) suspected pushers and c) illegal drug
laboratories;

2. Assist in the IEC on illegal drugs and help facilitate its distribution in
collaboration with the school and neighborhood associations;

3. Initiate the conduct of neighborhood activities on drug prevention.


Equip the Tanod and BAT on their roles on street level anti-illegal
3 drug campaign
PB and/or the Chair CPOPS shall request the DILG Field Officer/Local
PNP for the conduct of related seminar/training;

Schedule the conduct of the seminar/training;

Ensure attendance of Tanod and BAT Members;


Prepare an after-training report and furnish the C/MLGOO and
C/MADAC copy of the report;

Monitor the performance of the Tanod and BAT.


COORDINATE AND COLLABORATE WITH OTHER
4 INSTITUTIONS

Coordinate and collaborate with other institutions


(i.e C/MADAC, LSWDO, C/MHO) implementing programs
and projects on drug abuse prevention at the barangay level;

Conduct regular consultative meetings at least once a


month with organizations (CSOs, NGOs, POs) in the
barangays and get their commitment to assist in curbing
drug menace in the community.

9 CONDUCT OF INVENTORY OF DRUG PERSONALITIES

WHAT I S CBDRP?

CBDRP refers to an integrated model


for drug users with moderate risk for
drug dependence and with mild
severity of addiction. It provides a
continuum of care from outreach
and low threshold services through
active coordination among a number
of health, social, and other non-
specialist services needed to meet
client’s needs.

The Barangay Duty Officer shall:

• With the assistance of law enforcement, verify if the


surrenderer is included in the Target list, Wanted List and
Watch List or if he/she has pending cases.
• If included in the Target List/Wanted List/Watch List, refer to
Law Enforcement Agency (PNP, PDEA and/or NBI)
• If with pending cases or existing warrant of arrest, refer to Law
Enforcement Agency or the Office of the Prosecutor or Court.

should sign the inventory of seized drugs and paraphernalia;
and
Ask for a copy of the inventory of seized drugs, paraphernalia and
other related items;

The Punong Barangay shall:

1. Cluster or group the houses within the barangay by any of the


following:

• By Purok or Sitio – 1 cluster may be composed of houses in 1 to 2


puroks or sitios;
• By Number of Houses – 10 to 20 or more houses adjacent to each other
may be considered as 1 cluster;
• By Street – houses in 1 to 2 streets may be considered as 1 cluster;
• By Subdivision – houses in 1 subdivision may be considered as 1
cluster

3. Convene all the cluster leaders, by sending letter of invitation, text


message or by personal invitation;

4. Orient the cluster leaders on the objectives of house clustering and


their roles and responsibilities;

5. Issue an Executive Order or Ordinance designating the house cluster


leaders and their specific functions.

6. Whenever necessary, invite the Cluster Leaders during the BADAC


regular meeting;

7. If possible, provide the cluster leader updated list of barangay


residents in the assigned house cluster taken from the registry of
barangay inhabitants (RBIs) under the custody of the Barangay
Secretary;

8. Ensure that the Barangay Secretary maintains and updates the


RBIs pursuant to Section 394 (d) (6) of the LGC and Memorandum
Circular No. 2008- 144; and

9. Provide the cluster leaders with supplies and materials necessary in


the performance of their duties.

To ensure the funding for the activities cited under


the LADPA/BADPA, the local sanggunian shall
appropriate a substantial portion of their respective
