Advantages of Integration
a. It will lead to LGUs to focus on the delivery of other
basic services to their constituents

b. It will lead to provincial jails being set with the same


standard of a secured, clean, adequately equipped
and sanitary jail statutorily required of district, city
and municipal jails

c. It will eliminate the disparity in handling of jails by


instituting a uniform national standard of jail
management

d. It will insulate personnel of the provincial jails from
influence and political partisanship of the provincial
government

e. Professionalization of personnel equipped with


expertise in handling in conformity with the UN
Standard Minimum Rules for the Treatment of
Prisoners (Mandela Rules)

f. Only the BJMP and BUCOR can establish a system of


assessment and classification for persons charged for
committing terrorism and preparatory acts punishable
under Republic Act No. 11479 of the Anti-Terrorism Act
of 2020
Disadvantages o the current set-up
a. Persons Deprived of Liberty (PDL) are subjected to
different standards

b. Provincial jails are subjected to different standard

c. Provincial jail guards are still under the influence


and control of the provincial government, thus, PDL
can be used by governors

Why integrate and transfer the administration
of provincial and sub provincial jails to BJMP?
a. Jail administration and operations is an obligation involving peace
and order that should be transferred from the LGU to the national
government.

b. In effect, the LGU can be more effective and efficient in the


delivery of basic services to its constituent.

c. Jail management and treatment requires professional approach to


prevent, not only jail incidence, but recidivism and habitual
delinquency due to lack of relevant discipline and lack of productive
life outside jail community.

d. BJMP invested much in the study of effective safekeeping and


development of PDL that should be applied also to provincial jail PDLs

e. Insensitive allegations that some provincial jail PDLs are utilized as


assassins/gun-for-hire especially during election period can be prevented
considering that governors are no longer custodians of the former

f. After almost 30 years from creation, BJMP is now equipped with the
necessary professionals for an effective safekeeping such as doctors,
lawyers, nurses, psychologists, engineers that must be taken advantage
by the government.
