PURPOSE REFERENCE IMPLEMENTATION
  That in order to guarantee the occupational safety and
health of the building construction project workplaces,
it is necessary to have competent and authorized
workers as referred to the technical guidelines for
occupational safety and health in the building
construction site
PURPOSE
 For this reason, there is a need for requirements
governing occupational safety and health competency
certification in the field of building construction
determined by a decision
 1. law no.1 of 1970 concerning work safety
2. Law no.18 of 1999 concerning construction services
3. Law No. 13 of 2003 concerning Manpower
4. Law No.21 of 2003 concerning the ratification of ILO
Convention No. 81 concerning labor inspection in
REFERENCE industry and trade
5. Minister of Manpower and Transmigration
Regulation No. 01/1980 concerning K3 building
construction
6. Decree together with the Minister of Manpower and
Transmigration, and the Minister of Public Works
no.174 / Men. / 1986 / and no. 104 / KPTS / 1986
concerning OSH at the construction site along with
the technical guidelines
 1. Every building construction project that employs more than 100 people or carrying
out the project for more than 6 months, must have at least 1 main K3 Construction
Expert, 1 Associate K3 Construction Expert and 2 Young K3 Construction Experts.
2. Each building construction project that employs less than 100 people or under 6
months of project implementation, must have at least 1 Associate K3 Construction
Expert and 1 Construction K3 Junior Expert.
3. Every building construction project employing less than 25 people or implementing
projects under 3 months, must have at least 1 K3 Construction Young Expert.
4. Every workforce entrusted with duties and responsibilities in the installation,
maintenance, maintenance and dismantling of the scaffolding must meet the K3
scaffolding competency requirements
IMPLEMENTATION 5. Main K3 construction expert, K3 construction intermediate expert, young K3
construction expert and K3 scaffolding technician must have competency certificate
and license as well as sufficient authority in accordance with the terms and
conditions
6. Subjects and conditions for participant guidance for occupational safety and health
are listed in the attachment to this letter
7. To get a certificate and competency license as mentioned in number 5, must follow
the guidance of occupational safety and health and be declared graduated
8. The implementation of occupational safety and health development program is
carried out by professional associations, training institutions, and K3 building
construction services companies.
9. This decision shall take effect as from the date of stipulation, with provisions if there
are errors will be corrected
