OVERVIEW----------------------------------
 Consideration one time settlement for Degree holder JEEs who are
taking benefit of ACP in BSPHCL & its Subsidiary Companies.
 Enhancement in the Proportion of Internal Promotion Quota
with respect to Direct Recruitment Quota in the ratio of 80:20
as implemented in various organization like Indian Railway
 Determination of proportion amongst Degree & Diploma
Holder JEEs for Promotion to the post of AEE against Internal
Promotion Quota.
 Determination of Seniority among Degree Holders.

Eligibility Criteria for recruitment in JEE
 Till 2012 only Diploma holders are allowed for the post
JEE.
 First time in 2013 by Adv no 03/2013 BSPHCL has
allowed degree holders engineer for the post JEE.
 Similarly in 2016 by Adv No 04/2016.
 In 2019 after Patna High Court verdict it was decided that
only Diploma Holder`s will be allowed for the post of JEE
FACTS FOR CONSIDERATION
 Most of JEE-14 and 17 Batch Already Possess B.Tech/B.E Degree.
 10 years Work Experience as JEE in BSPHCL & its Subsidiaries Companies for
2014 batch
 All are either taking benefit of ACP OR eligible for ACP
 Existing Promotion Policy of company is formulated at the time when only
Diploma Holders are eligible for the post of JEE.
 Since the company recruited JEE as Degree Holder in 2014 for the first time,
the Promotion Policy also needs to be amended.
 Nowadays, All Top Rating Discoms have amended their recruitment policy (as
they are moving towards graduates for the post JEE) & accordingly amended
their Promotion Policy.
FACTS FOR CONSIDERATION
 Jaipur Vidyut Vitran Nigam Limited has approved to determine
the proportion amongst Degree Holder and Diploma Holder
JEN`s for promotion to the post of AEN`s on basis of exact
number of eligible candidates for promotion
 According to Administrative Circular No. 229 Date 03-06-2009,
Maharastra State Elect. Distribution Co. Ltd. Has amended its
promotional policy at it states “60% of vacancies by Departmental
Promotion of Degree holders, 25% vacancies by Departmental
Promotion of Diploma holder`s and 15% by Internal Notification from
amongst Degree holder`s”.
 To protect the promotional interest of JE`s Indian Railway has
discontinued the Direct Recruitment to the posts of Senior
Section Engineer (SSE`s).

Note- If new AEE will be recruited through Direct Recruitment, all will be minimum 10
year college junior to us and it will demotivate us and it may affect our performance. So
we all request you to please look into our present scenario and amend promotional
policy to the extent of One time settlement and grant 80% promotion to Degree holder`s
and 20% Direct recruitment to the post of AEE.
