THE LEVEL OF IMPLEMENTATION OF

THE SOLO PARENTS’ WELFARE ACT OF


2000 (R.A. 8972, AS AMENDED) IN THE
CITY OF TABACO

BACKGROUND

A solo parent is someone who chooses to become a parent without
the assistance of a partner or spouse; or someone whose marriage
has been dissolved and who chooses to adopt a child while still
alone (Salvador, 2022).

The two-parent family was the only type of family that society had
previously accepted. Marriage serves as both the cornerstone for
creating a family and a solemn ceremony in a religious nation like
the Philippines. Since society views having children outside of
marriage as unethical, women who do so often face discrimination.
The stigma fails to acknowledge the challenges faced by solo
parents who raise their children alone while juggling dual roles as
mother and father and struggling with money (Cruz, 2017)
BACKGROUND

The Solo Parents Welfare Act of 2000 gave single parents
protections against workplace discrimination, parental leave,
financial aid, and housing advantages (Republic Act 8972).

The Expanded Solo Parents Welfare Act of 2022, which took effect
on June 4, 2022, replaced the Solo Parents Welfare Act of 2000,
which Congress revised after 22 years. In accordance with the new
law, low-income single parents with children under the age of six
who are living alone would receive a monthly cash subsidy of
P1,000 and a 10% discount on some medications and dietary
supplements. Additionally, it provides Regularized Solo Parent
Employees with a yearly, non-cumulative, forfeitable parental leave
of up to seven days with compensation (Capati, 2022)
BACKGROUND

The Expanded Solo Parents Welfare Act’ s Implementing
Rules and Regulations (IRR) was recently formally signed on
Thursday, September 29, 2022, by the Secretary of the
Department of Social Welfare and Development (DSWD),
Erwin Tulio, and members of the Inter-agency coordination
and monitoring committee. The DSWD is the nation ’ s top
social protection organization and the organization in charge of
creating the IRR (Cabato,2022)
RATIONALE

The study will educate Tabaco City ’ s solo parents on their
rights and privileges, so they can make use of the provisions
of the Solo Parents’ Welfare Act of 2000 (as amended).

Students studying political science will gain from the study
’ s analysis by better understanding the ways that the Solo
Parents Welfare Act is put into practice.

Finally, the study ’ s findings will be a great help to public
officials as they consider and refine the methods for putting
the Solo Parent Welfare Act into practice in Tabaco City.
STATEMENT OF THE PROBLEM
This study aims to determine the level of the implementation of the Solo Parent Welfare Act in
Tabaco City by answering the following questions:
1.What are the programs of Tabaco City that are being implemented under the Solo Parent’ s Welfare
Act?
2.In what way the benefits of the Solo Parents ’ Welfare Act are being distributed in the following
aspects:
a. Cash Subsidy
b. Discount and VAT Exemption
c. Education and Scholarship
d. Health Care
e. Housing
f. Workplace Privileges
3.What are the recommendations to be given to aid the Public Officials of Tabaco City in
implementing Solo Parents Welfare Act of 2000?
THEORETICAL UNDERPINNINGS
JOHN RAWLS JUSTICE AS FAIRNESS
The second part of Second Principle stated “They are to be to the

greatest benefit of the least-advantaged members of society (the


difference principle) (JF, 42–43).”

Rawls ’ argue that in the Second Part of the Second Principle is a
difference principle that regulates the distribution of wealth and
wealth. Allowing inequalities of wealth and income can lead to a
larger social product. As long as these will be everyone ’ s advantage,
especially to the advantage of those who will be worst off. The
difference principle requires, that is, that any economic inequalities be
to the greatest advantage of those who are advantaged least” (John
Rawls (Stanford Encyclopedia of Philosophy), 2021).
THEORETICAL UNDERPINNINGS

Rawls also insisted that a just society should find ways to reduce
inequalities in areas where it can act (BRIA 23 3 C Justice as Fairness:
John Rawls and His Theory of Justice)

Solo parents are considered as one of the least advantaged members of
society in terms of wealth and income for the reason that they carry the
responsibility of being a two-parent in a family. In this circumstance,
the second part of Second Principle of Justice as Fairness was
incorporated as a theory. The government had created a law that would
give the advantages and benefits through social programs to
supplement the needs of the solo parents in the country, by this the
justice as fairness principle of John Rawls ’ can be achieved
CONCEPTUAL FRAMEWORK
METHODS

Quantitative Research method is used for this study.

A qualitative research concept was incorporated through a policy
analysis of the Solo Parent Welfare Act of 2000 (R.A. 8972, as
amended)in light of John Rawls ’ “Justice as Fairness ” Principle.

In gathering data, the tools and techniques utilized in this study are
descriptive survey questionnaires, key format interviews, and
policy analysis.

The population of the study and sample is the selected (25) twenty-
five solo parents in the selected barangays of Tabaco City.
METHODS
The tool of analysis in this research is the statistical treatment of Weighted Mean (WA) will be used to

determine the degree of implementation of the benefits under Solo Parent Welfare Act (R.A. 8972 as
amended) in Tabaco City.
To provide the weighted average respond, in order to derive the quantitative description, a formula of

John Freud was used. The formula is as following:


WA = F4 (4) + F3 (3) + F2 (2) + F1 (1)
F1+ F2 + F3 + F4

Whereas:
WA= Weighted Mean
F1= frequency of a respondent who answered that the availment or access to benefits is VERY
DIFFICULT
F2= frequency of a respondent who answered that the availment or access to benefits is DIFFICULT
F3= frequency of a respondent who answered that the availment or access to benefits is EASY
F4= frequency of a respondent who answered that the availment or access to benefits is VERY EASY
METHODS

This study conforms to the research ethics by adhering to the
confidentiality of names and data, having consent from
persons, authorities, and institution, and observing non-
plagiarism
