consolidate the outputs of
the same, a legal and policy
compendium shall be
produced and released to
the DILG officers and LGU
functionaries.

▪ The "LEAD with DILG" initiative is a
knowledge sharing protocol which
started in 2018. Several sessions were
conducted thereafter.
▪ In 2020 and 2021, the initiative was
mainly conducted via online platforms,
with the exception of the June 30, 2020
and March 4, 2021 sessions that were
conducted via Face-to-Face.

 The said project resulted to the issuance of a clarificatory
guide points by the COA on the SK Financial Operations and
DILG Legal Opinion No. 69 series of 2021 relative to the
leave credits of local officials.

 It also aims to collect policy guidelines/clarificatory points

from regulatory and policy making agencies.

partnership with the Provincial Government of
Cagayan;
• Creation of LEAD with DILG Core Group;
• Conduct of regular LEAD with DILG sessions
