 Established under the National Skills Development Authority (NSDA) Act, 2018
 Organizational structure:
1. Governing Board (Honorable Prime Minister as Chairman);
2. Executive Committee (Headed by Principal Secretary to the HPM;
Secretary, Office of the Prime Minister is also its member);
3. Authority comprises of one Executive Chairman and four Members.
 Started its activities since February 2019.
 In the year 2020, National Skills Development Authority Rules-2020 was formulated.

Vision
To create skilled manpower for accelerating economic development
of the country through increasing productivity and decreasing poverty.
Mission
To coordinate skills development activities, formulate curriculum,

improve quality of training and provide certification to meet the


demand of the labor market.

Objectives

 To fulfill the demand for skilled manpower (home and abroad)

 To optimize benefit from the demographic dividend until 2050

 To ensure unique training standards across the country;

 To co-ordinate among the skills training providers (Public, Private & NGOs);

 To provide unique national certification; and

 To establish a close link between business and skills training providers

Skills Development
Definition of Skill
“Skill” includes the knowledge and technique acquired for doing any
specific work, or the capability and ability to produce goods and
services as per required standard of industrial & professional
demand of national and international markets.
NSDA emphasizes need-based market responsive skills training for
employment and/or self-employment.

Skills Scenario in BD

 Bangladesh Country Partnership Strategy (for 2012–2016) of ADB


identifies the low competitiveness of firms as a key constraint to
growth;
 Low competitiveness in particular linked to the low skills and low
productivity of the workforce;
 NSDA has been established to address the problem.

Demographic Window

• Total population now stands at 167 million;


• Population growth rate has been stable at 1.2% since 2013;
• 60% of the population are from 15-64 age group;
• The median age is 27 years (26 for male, 28 for female);
• In 2018 only 1.07% of people were trained in TVET.

16 September 2020: Principal Secretary to HPM

 NSDA to certify Freelancers

 Freelancers certification guideline to be developed by NSDA.

04 October 2020: Secretary, PMO - Draft guideline presented & discussed.

16 November 2020: Secretary, PMO - The Draft of "ICT Freelancer Skills
Certification guideline” approved.

13 December 2020: Gazette notification for the guideline.

Selection of Priority Occupation List
26 November 2020: Digital meeting for selection of priority occupation list for ICT
freelancers organized by NSDA.
9 December 2020: Workshop at NSDA.

 A priority occupation list comprising 13 occupations finalized.

 Representatives of ICT Division, ICT Department, High-Tech Park Authority, a2i,

ICT-ISC, BASIS, BACCO, and freelancing related different institutes as well as

individual freelancers were present there.
