Chapter Three: Facility Location

3.1 Introduction & Meaning


A plant or facility is a place
 Where men, materials, money, equipment, machinery, etc. are brought
together for manufacturing products.
Plant or facility location refers to Cont. …
 The choice of general area or region and the selection of a particular site with
in the area selected for setting up a business or factory.
 It is a strategic decision that cannot be changed once taken

 Facility location is important because:

The plant location should be based on the company’s expansion plan and policy,

diversification plan for the products, changing market conditions, the changing

sources of raw materials and many other factors that influence the choice of the

location decision.

An improper location of plant may lead to waste of all the investments made in

building and machinery, equipment.


The purpose of the location study is to find an optimum location one that will result
in the greatest advantage to the organization.
3.2 Need For Selecting A Suitable Location
 The need for selecting a suitable location arises because of two situations
I. Location Choice for the First Time or New Organizations: factors to be considered while
selecting the location for the new organizations:
1. Identification of region (state): The organizational objectives along with the various long-
term considerations about marketing, technology, internal organizational strengths and
weaknesses, region specific resources and business environment, legal-governmental
environment, social environment and geographical environment suggest a suitable region for
locating the operations facility.
2. Choice of a site within a region: Evaluation of alternative sites for their tangible and
intangible costs will resolve facilities-location problem.

II. Location Choice for Existing Organization

1. Plants manufacturing distinct products: is necessary where the needs of technological


and resource inputs are specialized or distinctively different for the different product-lines.
E.g. a high quality precision product-line should not be located along with other product-
line requiring little emphasis on precision (sophisticated and old equipment).

2. Manufacturing plants supplying to a specific market area: each plant manufactures


almost all of the company’s products. This type of strategy is useful where market
proximity consideration dominates the resources and technology considerations. E.g. soft
drinks bottling plants
3. Plants divided on the basis of the process or stages in manufacturing: Each
production process or stage of manufacturing may require distinctively different
equipment capabilities, labor skills, technologies, and managerial policies and
emphasis.

4. Plants emphasizing flexibility: This requires much coordination between plants to


meet the changing needs and at the same time ensure efficient use of the facilities and
resources.

3.3 Factors Influencing Facility Location Study

 Location conditions are complex and each contains a different Characteristic of a


tangible (Shipping rates, production costs) and non-tangible (reliability, security,
quality) nature.
 Facility location factors divide on the basis of the nature of the organization as
1. General locational factors: which include controllable and uncontrollable factors
for all type of organizations.
2. Specific (particular) locational factors: specifically required for manufacturing
and service organizations [dominant (cost, quality, time, & flexibility)] &
Secondary factor like working areas, working force and community attitude.

1. Proximity to markets: help to provide goods and services at the time needed and at
reasonable price. When the buyers for the product are concentrated, it is advisable to

locate the facilities close to the market. If not, what will be?
2. Supply of raw material: It is essential for the organization to get raw material in right
qualities and time in order to have an uninterrupted production. This factor becomes very
important if the materials are perishable and cost of transportation is very high. (sugar,
cement, jute and Ginning of textile fibers).
3. Transportation facilities: Speedy transport facilities ensure timely supply of raw
materials to the company and finished goods to the customers. The choice of transport
method and hence the location will depend on relative costs, convenience, and suitability
 modes of physical transportation are air, road, rail, water and pipeline

4. Infrastructure availability: The basic infrastructure facilities like power, water and
waste disposal, etc., become the prominent factors in deciding the location.
5. Labour and wages: The problem of securing adequate number of labour and with
skills specific is a factor to be considered both at territorial as well as at community
level during plant location
6. External economies of scale: described as urbanization and locational economies of
scale
 Firms derive from locating in larger cities in a search of access to a large pool of
labour, transport facilities, and as well to increase markets selling.
 Location economies of scale: led to manufacturing districts where many companies
of related industries are located more or less in the same area.

7. Capital: Fixed capital costs as building and construction costs vary from region to region
& Financial capital is highly mobile and does not very much influence decisions
8. Government policy: The policies of the state governments and local bodies concerning
labour laws, building codes, safety etc.
9. Climatic conditions: The geology of the area needs to be considered together with
climatic conditions (humidity, temperature)
 influence human efficiency and behavior
10. Supporting industries and services: manufacturing organization will not make all the
components and parts by itself and it subcontracts the work to vendors.
11. Community and labour attitudes: attitude towards prospective industries and
management, brings very often the strikes and lockouts.

12. Community infrastructure and service: manufacturing activities require access to a
community infrastructure, economic overhead capital, such as roads, railways and social
overhead capital like schools, universities and hospitals.

costs, and land costs
3.4 Location Models
3.4.1 Factor Rating Method
The process of selecting a new facility location involves a series of following steps:
1. Identify the important location factors.
2. Rate each factor according to its relative importance
3. Assign each location according to the merits of the location for each factor.
4. Calculate the rating for each location by multiplying factor assigned to each
location with basic factors considered.
5. Find the sum of product calculated for each factor and select best location having
highest total score

3.4.2 Weighted Factor Rating Method

3.4.3 Load-distance Method-evaluate locations based on proximity factors. The objective is to
select a location that minimizes the total weighted loads moving into and out of the facility
 load-distance method, a rough calculation that is either Euclidean or rectilinear distance
measure may be used

 To calculate a load-distance for any potential location, we use either of the


distance measures and simply multiply the loads flowing to and from the facility
by the distances travelled. These loads may be expressed as tones or number of
trips per week

given below shows the coordinates for the centre of each census tract, along with the projected populations,
measured in thousands. Customers will travel from the seven census tract centres to the new facility when they
need health-care. Two locations being considered for the new facility are at (5.5, 4.5) and (7, 2), which are the
centres of census tracts C and F. Details of seven census tract centres, co-ordinate distances along with the

3.4.4 Centre of Gravity- assist managers in balancing cost and service objectives
 the location that minimizes the weighted distance between the warehouse and its supply
and distribution points, where the distance is weighted by the number of tones supplied or
consumed.

3.4.5 Break Even Analysis


 Break even analysis implies that at some point in the operations, total revenue equals
total cost

3.5 Facility Layout
 Facility layout refers to the physical arrangement of production facilities. It is the
configuration of departments, work centers and equipment
3.5.1 Objectives of Plant Layout
1. Streamline the flow of materials
2. Facilitate the manufacturing process
3. Maintain high turnover of in-process inventory
4. Minimize materials handling and cost
5. Effective utilisation of men, equipment and space
6. Flexibility of manufacturing operations and arrangements
7. Provide for employee convenience, safety and comfort.
8. Minimize investment in equipment and overall production time
9. Maintain flexibility of arrangement and operation
3.5.2 Principles of Plant Layout
1. Principle of integration: integrates men, materials, machines and supporting
services to get the optimum utilisation of resources and maximum effectiveness.
2. Principle of minimum distance: concerned with the minimum travel of man and
materials
3. Principle of cubic space utilisation: utilize both horizontal and vertical space
4. Principle of flow: makes the materials to move in forward direction towards the
completion stage
5. Principle of maximum flexibility: can be altered without much cost and time
6. Principle of safety, security and satisfaction: gives due consideration to workers
safety and satisfaction and safeguards the plant and machinery against fire, theft…
7. Principle of minimum handling: reduces the material handling to the minimum.
3.6 Classification of Layout
3.6.1 Process Layout-is recommended for batch production. All machines
performing similar type of operations are grouped at one location

processing sequence of the product.

3.6.4 Fixed Position Layout

machinery, men and other materials are brought to this location
3.6.5 Group Layout (or Cellular Layout)-A grouping of equipment for performing a
sequence of operations on family of similar components or products has become all the
important. GT is the analysis and comparisons of items to group them into families
with similar characteristics.
