“An act to compile the laws relative to land


transportation and traffic rules, to create a land
transportation commission and for other purposes.”

Analyzing and managing the land transport system is a key


issue facing regional and district councils as well as other
providers of land transport. There is a need for strong
relationships and integration between policies and strategies
at both a strategic and plan level.

MARITIME INDUSTRY AUTHORITY (MARINA)
Legal Basis :
 Presidential Decree No. 474 (June 1, 1974), otherwise known as the Maritime
Industry Decree of 1974, created the Maritime Industry Authority (MARINA)
under the Office of the President to integrate the development, promotion,
and regulation of the maritime industry in the country.
 Executive Order No. 546 (July 23, 1979) attached the Maritime Industry
Authority to the Department of Transportation and Communications (DOTC)
for policy and program coordination.
 Executive Order No. 125 (January 30, 1987), as amended by EO No. 125-A,
reorganized the DOTC and defined the powers and functions of the
Department and the agencies under it, including the MARINA.
 Republic Act No. 9295 (May 3, 2004), otherwise known as the Domestic
Shipping Development Act of 2004, defined the jurisdiction, powers and
duties of MARINA to promote the development of Philippine domestic
shipping, shipbuilding, ship repair and ship breaking, and other reforms.
Mandate:
The Maritime Industry Authority (MARINA) develops
Philippine domestic shipping, shipbuilding, ship
repair and ship breaking through investment
incentives, deregulation of rates/operation,
enhancement of safety standards, compulsory
insurance coverage for passengers and cargoes,
reasonable fines and penalties, and constructive
measures for a strong and competitive merchant fleet.
PHILIPPINE PORTS AUTHORITY (PPA)
is a government owned and controlled corporation under
the Department of Transportation as an attached agency. It
is responsible for financing, management and operations of
public ports throughout the Philippines , except the port of
Cebu, which is under the Cebu Ports Authority.
PHILIPPINE COAST GUARD (PCG)
is recognized as the third armed uniformed service of the
country attached to the Philippines, Department of
Transportation is tasked primarily with enforcing laws
within Philippine waters, conducting maritime security
operations, safeguarding life and property at sea, and
protecting marine environment and resources; similar
to coast guard units around the world.

CIVIL AVIATION AUTHORITY IN THE PHILIPPINES
(CAAP)
is the civil aviation authority of the Philippines and is
responsible for implementing policies on civil aviation
to assure safe, economic and efficient air travel.
 The agency also investigates aviation accidents via its
Aircraft Accident Investigation and Inquiry Board.
Formerly the Air Transportation Office, it is an
independent regulatory body attached to
the Department of Transportation for the purpose of
policy coordination.
