INTRODUCTION
❖ Animal production in developing countries is facing important health issues,
with potential consequences for human health

❖ Animal disease Surveillance is an important tool for disease control,

prevention & eradication program

❖ Successful control of epidemics depends on rapid access to complete

information on disease situation

❖ OIE Member countries have an obligation to fulfil international

commitment to notify occurrence of diseases

Intro….
⮚ The National Animal Disease Surveillance System (NADSS):- a set of
connections of partners working together through surveillance to protect
animal health.

✔ The goal is to systematically collect, collate, and analyze animal

health data and promptly disseminate the information.
✔ Relies mainly on field disease outbreak reports.
✔ Focuses on TADs
⮚ The NADSS has two components
✔ DOVAR-II
✔ ADNIS

⮚ The data is used for planning & policy development

⮚ Control and prevention programs: Vaccinations

✔ Helping the national PPR control program

✔ PPR notifications/Alert: shared to coordinators and PDS teams for action

⮚ Follow up and control of TADs

⮚ Fulfill international requirements

⮚ Sanitary measures & Risk analysis: trade

NADSS
⮚ One important aspect of the surveillance systems is Provision of feedback
to end users and other stakeholders
⮚ Biannual feedback is sent for regions after analyzing and interpreting the
data
✔ Reporting performance
✔ Quality of reports
✔ Disease temporal & spatial distribution
⮚ Data generated from the system are shared for international & region
organizations
⮚ OIE and FAO
DOVAR II
•DOVAR-2 report is one of the real time diseases reporting mechanism.
•DOVAR-2 reporting system is a partial web based application by which
monthly diseases outbreak reports are collected, stored , collated and analyzed
at RVL.
• In our operational areas the reporting were from seven zones of namely Arsi,
W/Arsi, Bale, East Bale, East Shewa, North Shewa and Special zone
surrounding Finfine.
• The ways of reporting; from field information via animal health worker
(DOVAR-2 focal personnel).
• Therefore; based on these we collect and fill to the web based diseases
reporting system.

ADNIS
• a Smartphone based System for immediate Notification of Animal
Disease
• Animal Disease Notification and Investigation System (ADNIS) a
system that local authorities are used to transmit information on animal
diseases to the central government, including;
⮚ type of disease,
⮚location,
⮚numbers of animals affected
⮚population at risk and
⮚kind of intervention
⮚measures taken.

Surveillance
⮚systematic ongoing collection, collation, and analysis
of information related to animal health and the timely
dissemination of information to those who need to
know so that action can be taken (OIE)

⮚There should be prompt feedback to the data

suppliers so that they know they are making a useful
contribution.

Importance of Surveillance

Animal health surveillance is an essential tool to:

⮚ Detect disease/infection
⮚ monitor disease trends
⮚ facilitate the control of disease/infection
⮚ support claims for freedom
⮚ provide data for use in risk analysis
⮚ animal and/or public health purposes
⮚ substantiate the rationale for sanitary measures

Types of surveillance
There are two main types of Passive surveillance
surveillance used for data ⮚ A key part of early warning system
to detect outbreaks
collection:
⮚ A continuous activity and a basic
⮚ Passive surveillance requirement of the OIE

⮚ Disease reporting is an important

component of the passive
surveillance
⮚ Active surveillance
⮚ Notifiable disease reporting is
mandatory
Janaury,2023 Dr. Abdissa Lemma (DVM, MSc in Vet
1/10/2023 Epidemiology) Epidemiology Coordinator and
Expert @ Asella Regional Veterinary laboratory
Passive surveillance ...
⮚ Is not restricted to a specific disease

⮚ It identifies which diseases are present in country and

where disease is

⮚ Is a continuous activity and a basic requirement of the

World Animal Health Organization (OIE)

⮚ Minimum requirement of disease reporting rate is 80%

Expert @ Asella Regional Veterinary laboratory
Active surveillance
Active collection of data to detect and measure the
presence of a specific disease (infection) or diseases in
populations or individual animals
It is based on:
⮚ Disease search by animal health service providers (stock
route/livestock market inspection, farm visits and border point
inspection)
⮚ Surveys, Participatory Disease Searches, Disease investigations

Animal disease surveillance in Ethiopia….

❖ At national level both active and passive

surveillance are implemented

❖ Passive surveillance is the fundamental source

of animal health information of the country &
also used to fulfil international requirements.

surveillance in Ethiopia….

❖ Active surveillance: implemented through AHI & RVLs

⮚ Used to determine status, progression, effectiveness of
control program for priority disease
✔ Trade sensitive, zoonotic diseases, etc (Brucellosis,
RVF)
⮚ Investigate an outbreak
⮚ Risk based surveillance: endemic & exotic disease
Not widely practiced due to limited capacity

Challenges/limitations
⮚ Absence of regulation forcing professionals on compulsory reporting of disease
outbreaks.
⮚ Awareness & technical gap and lack of commitment: some individuals

⮚ Lack of specified internet line for surveillance system server

⮚ Limitation of capacity for outbreak investigation (Budget, logistic,

consumables, etc)
⮚ Absence of strong feed back and response mechanism
⮚ Limited information sharing with stakeholders
