REDEVELOPMENT OF

A NEW INITIATIVE-
Hon’ble Minister of Railway announced in Railway
Budget 2015-16 & approved by Union Cabinet

 Station shall be offered for redevelopment through


private participation on “as is where is basis”,by
inviting open bids from interested parties with their
designs & business duly providing for amenities &
other requirements of the Railways
 Railway to approve the proposals including
commercial development of real estate associated
with station redevelopment project.
 DBFOT basis –Design,build,finance,operate &
transfer
Redevelopment of station
 Upgrading the level of passenger amenities by new
constructions/renovations- station development
 Redevelopment of station buildings, platform surfaces, circulating
area etc to better serve the needs of passenger- Redevelopment Project

Facilities envisaged-

 An iconic structure with modern state of the art facilities.


 Segregation of arrival/departure of passengers
 Adequate concourse without overcrowding –generally above the
platforms/lines
 All essential facilities at concourse –catering,small retail ,wash
rooms,cloak rooms,drinking water,ATM,Pharmacy,internet etc.
 Intergration with other modes of public/private transport
systems e.g. Bus,Metro etc.
 Integrating both sides of the city.
 User friendly international signage.
 Medical facilities
 Sufficient provision for drop off ,pick up and parking
 Green building with optimum use of natural ventilation &
lighting
 Social infrastructure.
PRESENT STATUS
 Standing group of officers at Senior Administrative Grade
from Engineering, Commercial & Operating Branch has been
formed.
 EOI document has been floated by Eastern Railway to
engage consultant as Transaction Advisor .
 During the last meeting held by Eastern Railway along with
the representatives from consultant sides on 14.06.16, the
concept of station redevelopment planned through PPP
mode were discussed in details.
 Valuable inputs were received from the consultants and
threadbare discussion will be held on 28.06.2016.

 As against scope of advertisement area of 362280 sq.ft. there is likely additional area
of 268146 sq.ft. is expected to achieve the target.

 IR has fixed a target to generate Rs.1700 crores from Commercial Publicity, Eastern
Railway has been assigned to generate above Rs.25 crores revenue.
NEW INITIATIVES
 Commercial exploitation of vacant land and space rights over
station building, near LC gates etc.

 Sponsorship of uniforms for railway personnel/licensed


porters/licensed vendors

 Hoarding on land alongside track and on land near railway station

 On wagons, FOBs, ROBs, structures on railway premises (like water


tanks, microwave towers, OHE masts etc.)

 On-board (trains) and off-board (stations) entertainment, magazine


in trains, LED screen, video wall, translides etc.

 Radio, video, internet, Wi-Fi, mobile apps, interactive services (like


video games) in railway premises including stations.
FREIGHT & PARCEL
e-RD
 The scheme of e-RD provides a facility to rail users to register demand/indent
for wagons electronically through FOIS web portal commenced from August,
2014.
 Customers may register demand/indent for wagons from his own premises.
It is not required to come at any Goods Shed.
 This process is very simple, convenient, speedier and transparent.

 There shall be no intervention of goods sheds staff in case of e-RD.

 The system shall automatically assign priority number and priority class in all
e-RD cases.
 Total no. of customer registered in e-demand module under Eastern Railway
is 94 (mainly from big power houses, collieries, SAIL, cement companies).
 Average monthly 3469 e-forwarding note are being executed out of 5806 nos.
which is 60% of total executed forwarding note.
TMS RRs & e-Payment
 Total operative goods dealing point is 148 (Goods Shed-61,
Siding-87)

 All goods dealing points are under TMS and 100% TMS (online)
RRs are being generated from all loading points. Under this
TMS, the system decides route, calculate freight and generate RR
– thus completely removing manual interface.

 More than 67% of freight transaction is covered under e-payment


scheme, covering 38 customers. Further 6 more customers are
likely to come under this scheme shortly.
PARCEL MANAGEMENT SYSTEM

 In Pilot Project, Howrah and Sealdah parcel offices have been


covered under PMS covering HWH-NDLS route have been
operationalizing.

 Under this phase other important stations – BWN, DGR and ASN,
the work to start PMS is in progress.

 Presently parcel traffic originating ex. HWH and SDAH for NDLS
route are being booked through PMS system.

 On an average 490 tonnes of consignment under 1180 No. PW


Bills generating revenue of Rs. 42 lakhs is covered under PMS
from these two stations on daily basis.
