PROGRAM MANAGEMENT FOR STRENGTHENING CHARACTER

EDUCATION IN MADRASAH ALiyah NEGERI 1, TERNATE

ABSTRACT
 Character education has an important role in social life. The impact of character education is on the
goal of building national civilization. Where character education is increasingly getting priority, this
is in accordance with Law No. 20 of 2003 concerning the national education system in article 3, and
followed up with Permendikbud No. 20 of 2018 concerning strengthening character education. This
study aims to find out whether the management of the character education strengthening program at
Madrasah Aliyah Negeri 1 Ternate City is being carried out properly.
 The formulation of the problems in this study are: 1.) how to plan a program to strengthen character
education at Madrasah Aliyah Negeri 1 Ternate City. 2.) how to organize the program to strengthen
character education at Madrasah Aliyah Negeri 1 Ternate City. 3.) How is the implementation of the
character education strengthening program at the Aliyah Negeri 1 Madrasah Ternate City.
 The method in this research is descriptive qualitative research, presenting descriptive data in the form
of written or spoken words from people or behavior that can be taken using the library and field
research as data collection.
 The results of the study show that in state Aliyah madrasah 1, the city of Ternate. 1.) Planning for
programs to strengthen character education through programs that will be implemented in Madrasahs
to strengthen student character education. 2.) In organizing, there is a division of tasks based on the
teacher's expertise in their field. 3.) The implementation carried out at Madrasah Aliyah Negeri 1
Kota Ternate, the implementation of strengthening the character education of students has gone well
through activities or programs implemented in Madrasas such as Koran Madrasas, Reading
Madrasas, Healthy Madrasas, these activities are carried out to achieve goals and values of
strengthening character education.
introduction
 Strengthening character education in madrasas is the basis or
foundation in forming the basic quality character of the nation
which does not ignore social values such as tolerance, togetherness,
mutual cooperation, mutual assistance and respect. The role of
madrasas as communities of character is very important.
 Madrasas develop character education processes through learning,
habituation, extra activities, and working with families and
communities in their development.
 Madrasas become a bridge connecting character education in
education units with families and communities through the
contextualization of students' daily life values in learning, as well
as empowering school community institutions as a vehicle for
parental and community participation in improving the quality of
character education.
Scope of problem
 The problem definition is as follows:
 1) Identify the Character Education Program
Planning at MAN 1 Ternate City.
 2) Organizing the Character education
strengthening program at MAN 1 Ternate
City.
 3) Implementation of the Strengthening
Character Education program at MAN 1
Ternate City.
At issue
 The main issues that will be studied further are;
 1) How is the planning (planning) of the character
education strengthening program at Madrasah Aliyah
Negeri 1 Kota Ternate?
 2) How is the organization of the character education
strengthening program at Madrasah Aliyah Negeri 1 Kota
Ternate?
 3) How is the implementation (developing) of the
character education strengthening program at Madrasah
Aliyah Negeri 1 Kota Ternate?
Research purposes
 this research aims to:
 1) To find out the planning of the Education strengthening
program at Madrasah Aliyah Negeri 1 Ternate City;
 2) To find out the organization of the character education
strengthening program at Madrasah Aliyah Negeri 1
Ternate City;
 3) To find out the implementation of the character
education strengthening program at Madrasah Aliyah
Negeri 1 Ternate City
Benefits of research
 The benefits of research include:
 1) Theoretical Benefits. Theoretically, this research is expected to be useful for
developing knowledge in the field of education management, especially the management
of strengthening character education programs. The results of this study can also be used
as reference material regarding the management of strengthening character education for
further research;
 2) Practical Benefits Practically, the benefits of this research are as follows:
 a) For Researchers, Providing great benefits to researchers in order to add scientific
insight in the field of management to strengthen character education. As well as
providing information for education managers in an effort to optimally implement
character education strengthening management;
 b) For Madrasah Aliyah Negeri 1 Kota Ternate, Providing input as material for
consideration for educational staff, especially in efforts related to achieving the goal
of strengthening character education as well as providing input and providing
material for consideration for all elements in Madrasah Aliyah Negeri 1 Ternate City
in order to achieve the strengthening of character education. It can also be taken into
consideration contextually and operationally conceptually in formulating character
education strengthening management.
Research methods
 This type of research uses descriptive qualitative research, namely researchers who
intend to understand the phenomenon of what is experienced by research subjects,
for example behavior, perceptions, motivations, actions, etc., as a (whole) and by
means of descriptions in the form of words and language, in a specific context that
is experienced and utilizes various natural methods (Lexy J Maleong, 2014).
 This research is intended to describe an intensive and detailed research carried out
on the desired research object by studying supporting and supporting data in a case.
This understanding indicates that in field research, the participation of researchers
directly goes to research locations that are used as research objects (Hadari
Nawawy, 1998).
 The place/location of the research to be conducted is located at Madrasah Aliyah
Negeri 1 Ternate City. The research was carried out in the even semester of 2020,
namely between December and May 2021.
 The subjects in this study were the components in the Ternate 1 Public Madrasah
Aliyah, which consisted of: 1) Head of Ternate 1 Public Madrasah Aliyah; 2)
Teachers of Madrasah Aliyah Negeri 1 City of Ternate.
 To get the data as desired in qualitative research, the data collection process used is
observation, interviews, and documentation (Djam'an Satori and Aan Komariah 2014):
1) Observation, observation is systematic and planned observation that is observed for
obtain data whose validity and reliability are controlled; 2) Interviews, interviews are a
data collection technique to obtain information extracted from data sources directly
through conversation or question and answer. Interviews were conducted orally in
face-to-face meetings individually; 3) Documentation, documentation techniques are
used to obtain matters relating to the completeness of the research. In this case the
writer uses it to obtain data that is concerned with student values or student character.
 The instruments used in this research are observation guidelines, documentation
guidelines, and interview guidelines. Data collection tools in observation techniques
are observation guidelines in the form of informal notes, checklists, and recording with
tools. The data collection tool in the interview is an interview guide which contains a
list of questions that have been arranged by the researcher to be asked of respondents
in an interview.
 This research is a descriptive research, with a lot of descriptive in nature from the
results of observations, interview results, and documentation results. The data analysis
used is descriptive qualitative data analysis the process of processing, separating,
grouping and integrating a number of data collected in the field empirically into a
structured and systematic collection of scientific information which is then ready to be
packaged into a research report (Muhtar, 2013).

a. Implementation of management functions at


Madrasah Aliyah Negeri 1 Ternate City
 Management functions are implemented based on the
stages in the management process including planning,
organizing, and implementing. This is in accordance
with what happened at Madrasah Aliyah Negeri 1
Ternate city at these stages in the process of dividing
these stages based on school conditions .
 Planning (planning) Strengthening Character Education at
Madrasah Aliyah Negeri 1 Ternate City
 Planning is a systematic activity regarding what will be
achieved, the activities to be carried out, the steps of the
methods, the implementation of the energy needed to carry out
the activities to achieve the goals.
 Based on interviews conducted at Madrasah Aliyah Negeri 1
Ternate City, the madrasah program was compiled every three
months through meeting activities, discussing strengthening
character education at Madrasah Aliyah Negeri 1 Ternate City,
which involved the school principal, curriculum, social skills
and all teacher council.
 In addition to the results of interviews with the school principal, there are
also interview results with the deputy head of the madrasa in student
affairs that the plan for strengthening character education at Madrasah
Aliyah Negeri 1 Ternate City in activities or programs in the madrasa
both in learning activities, extracurricular activities, and habituation
activities where habituation activities have several programs in it such as
programs for reciting madrasas, healthy madrasas, reading madrasas.
 Based on the interview, it was revealed that strengthening character
education at Madrasah Aliyah Negeri 1 Kota Ternate was implemented
well through madrasah programs, in every activity, namely learning
activities, extracurricular activities, habituation activities such as reciting
madrasas, reading madrasas, healthy madrasas which indirectly took a
long time. over time ingrained in students. Thus the program to
strengthen character education at Madrasah Aliyah Negeri 1 Kota
Ternate will be ingrained with itself and will become a habit for students.
 Organizing the Character Education Strengthening
Program at Madrasah Aliyah Negeri 1 Ternate City
 Organizing activities of organizational functions as activities of
compiling structures and forming relationships in order to
obtain compatibility in an effort to achieve common goals.
 The head of the madrasa explained that the implementation of
the organizational structure at the ternate city of ternate 1 state
madrasah aliyah was carried out after an election meeting was
held and the division of tasks and the meeting was held on a
short-term program, namely once in three months. The selection
and division of teacher tasks is adjusted to the personal abilities
of teachers and education staff in managing the conditions of
students .
 One of the teachers at MAN 1 Kota Ternate , namely
Amanah Abdullah, explained the stages of organizing
which were the opposite of what was conveyed by the
head of the madrasa . that the process of organizing this
school was carried out without holding a meeting, but
appointed directly by the head of the madrasa to teachers
or staff who are experts in that field.
 From the explanation above, it can be seen that the
organizing function at the school has been carried out but
the implementation needs to be improved in terms of
internal coordination through periodic forum meetings.
 Implementation of the Character Education Strengthening
Program at Madrasah Aliyah Negeri 1 Ternate City
 The implementation of the management function is basically
inseparable from the process of planning, organizing and
implementing. This shows that the process of implementing the
management function in improving character education strengthening
programs in madrasas.
 As explained by Mr. Amanah Abdullah, the implementation of the
management function in improving the character education
strengthening program at this madrasa It has been applied in programs
that will be made to improve character education strengthening
programs in Man 1, Ternate city, such as the habituation program. In
the habituation program, there are several programs such as the Koran
Madrasah program, Islamic lawful madrasah and reading madrasah.
Discussion
 Planning Character Education Strengthening Program
 The management function is planning. In the process of
character education, planning is a step to introduce
students to character values ( moral knowing ), both
through learning activities and other school activities.
Planning for character education program activities in
schools refers to the types of activities .
 From the results of the interviews and observations above,
it can be identified through the types of activities or
mandrasah programs, including:
 Planning to Strengthen Integrated Character
Education in Learning
 Planning for Strengthening Character Education
Programs in Extracurricular Activities
 planning for strengthening character education in
habituation programs
 Organizing the Character Education Strengthening
Program
 Organizing is the activity of compiling and forming
working relationships between people so that a unitary
effort is realized in achieving the goals that have been set.
Organizing strengthening character education here is the
division of tasks between teachers and employees in
strengthening character education.
 From the results of the interviews and observations above,
it can be identified through the types of activities or
mandrasah programs, including:
 Organizing in the Distribution of Teacher Tasks in
Learning at Madrasah Aliyah Negeri 1 Ternate City
 Organizing the division of teacher tasks in
extracurricular activities at Madrasah Aliyah Negeri 1
Ternate City
 Organizing the division of teacher tasks in habituation
activities or programs at Madrasah Aliyah Negeri 1
Ternate City
 Implementation of Character Education Strengthening
Program
 Management has an implementation function because
with the implementation carried out by the principal and
teacher it will allow the organization to run according to
the planned implementation (Soebagai Atmodiwiryo,
2000) . Character education is carried out through
development and learning and learning experiences that
lead to the formation of character values in students.

Conclusion
 Based on the results of research in the field regarding the management of the character
education strengthening program at Madrasah Aliyah Negeri 1 Kota Ternate, it can be
concluded that:
 First, at the planning stage of the character education strengthening program at Madrasah
Aliyah Negeri 1 Kota Ternate, planning a character education strengthening program
through work meetings once every three months. Then in the meeting discussed various
madrasa programs that would strengthen the character of students in madrasas. In planning
activities to strengthen character education, all teachers are involved in jointly developing
character education strengthening.
 Second, organizing the strengthening of character education at Madrsah Aliyah Negeri 1
Kota Ternate, in organizing there is a clear division of tasks between teachers who handle
learning based on the scope of the teacher's work. The division of tasks must be seen based
on the teacher's expertise or background.
 The three implementations of strengthening character education at Madrasah Aliyah
Negeri 1 Kota Ternate, including: the implementation of management of strengthening
character education for students have gone well through activities or programs
implemented in Madrasas such as the Madrasa Koran program, Madrasa reading, etc. This
activity is carried out to achieve the goal of strengthening character education and making
it good behavior.
