Training for Presiding Officers

Elections to TS Legislative Assembly-2023

Appointment

Presiding Officers are appointed under the provisions

of Section 26 of the RP Act, 1951.


Under the provisions of Section 28A, PO along with

other officers designated for the conduct of election,


deemed to be on deputation to the ECI.

On appointment as Presiding Officer

 Report at the training venue as per time specified for training.


 Attend training programmes and listen carefully .
 Obtain copy of Presiding Officers Hand book /check list &
other materials and read them carefully.
 Familiarize with election process and procedure.
 Practice on the Electronic Voting Machine (EVM).
 Apply for Postal Ballot for your self. Your right to vote is
important.
 Clarify doubts about elections and your role if any.
 Don’t waste your time on attempts for exemptions.
 Take pride in your work as PO.

Postal Ballot
 RO prepares Postal Ballot papers for those submitted signed Form-12.

 Facilitation Centres to set up at all the training venues during the 3rd
training.
 Casting of vote shall be done only at the Training venue.

 No vote will be taken out side the voting hall.

 Gazetted Officers & stationery will also be made available at the Facilitation
Centres/ Training venues.
 Officer in charge will issue the PB at the Facilitation Center after verification
of the EPIC or any other photo identity documents specified by ECI .
 Obtain signature of the elector after issue of the PB in a Register.

 Elector will cast his / her vote in the voting compartment arranged at the
Facilitation Center to mark the PB in secrecy.

Postal Ballot
 Keep the marked PB in the inner envelope ( Form-13 B, Cover A )

 Elector shall sign the declaration in Form-13 A, after due declaration by the

Gezetted Officer.
 Polled PBs shall not be shown to the Officer attested on the declaration form.

 Keep the sealed inner envelope containing the polled PB & declaration

Form-13 A in the bigger envelope ( Form-13C - Cover B.)


 Elector after casting his/ her vote ( Marked & sealed ) shall drop the PB in

the Facilitation Ballot Box arranged at the Facilitation Center.

Casting of Postal Ballot at Facilitation Centre
Step No.1 First Official
Identify the voters on Election Duty based on EPIC or any other photo
identity document and obtain signature of each voter in a register as per
the Anneure-5 (Form 17A)
Step No.2 Second Official
Applies indelible ink to the voters on left hand forefinger
Step No.3 Third Official
Issues postal ballot and other forms to the Voter on Election Duty

Step No.4 Gazetted Officer verifies the ID of official, he then asks him to sign the
Form 13 A (Declaration of elector) in his presence and attests the same.

Step No.5 A secret compartment is provided for marking of ballots by put a
‘cross’ (X) or tick ( ). However one should not put his name or
signature on it, as it would invalid it.

Step No.6 The voter shall then write the Sl.no of the postal ballot paper in form 13B
(inner envelope)
After marking vote, the voter shall fold the postal ballot paper and put it in
inner cover in form 13B and paste it.

separately put in outer envelope in form 13C and sealed by the voter

 Check polling station allotment from the displayed, find your designated location,

team members and Sector Officer.


 Verify the polling material supplied

a). Electronic Voting Machine ( BU, CU & VVPAT)

c). Marked Copy ( 4 Sets) pertaining to your Polling station.

d). Election materials


 Ensure all items have been handed over as per the list.

 Familiarize thoroughly with the operation of EVM, functions of various buttons and

switches provided.

 Remove Ballot Unit s, Control Unit VVPAT from the carrying cases.

 Ballot Unit : Check :

 Address tags on upper lower corners of the BU are correct and sealed properly

and pertaining to your assigned PS.


 Ensure correct ballot paper is affixed on the BU and is sealed properly.

 Tally the Unit ID written on the address tag with the metallic plate/ barcode on the

backside of the unit.


 Pink Paper Seal of BU is intact and ballot paper is installed properly.

 Candidate buttons up to NOTA are unmasked and remaining buttons are masked.

EVM Verification at Distribution Centre

 Control Unit : Check :

 Address tags of CU pertains to your assigned PS.

 Tally the Unit ID written on the address tag with the metallic plate/ barcode on the

backside of the unit.


 Power pack and Candidate sections are sealed properly with address tags.

 Pink paper seal is intact.

 Switch ON the CU without connecting to BU or VVPAT to check Battery status

and number of contesting candidates and then switch off CU.

 VVPAT : Check :
 Address tags, Unit ID, Paper roll compartment is sealed properly and power

pack is installed.
 VVPAT Knob is horizontal Transportation mode
 Do not connect VVPAT with BU or CU.

Transportation Working

Electoral Roll:
• Verify that the Electoral Roll pertains to PS allotted to you.
• Ensure that all the pages are there and print is clear
• Ensure that supplement is attached to the electoral roll.
• Ensure that postal ballot voters are marked in the electoral roll as ‘PB’.

Team & Departure:


• Interact with your team and Sector Officers.
• Board the bus and reach the PS with all material.
• Don’t leave any material unattended.

Dispersal of Polling Parties

On Reaching the Polling Station(PS)

 Have a look at the PS and surrounding area

 Meet your Booth Level Officer (BLO) and Sector Officer (SO) who will

assist you in making arrangements


 Secure your polling materials.

 Remove all publicity material with in 100 meters radius of PS.

 Cover all the pictures of political leaders (if any) in the PS.

 Affix notice showing polling area and list of contesting candidates outside

the PS. Form-7A.

Stay at Polling Station
 All polling staff must stay at Polling Station on previous day i.e. on

29.11.2023.
 Exemption is given to Women (except Presiding Officers) in polling parties to

go home and return early morning by 5:00AM on 30th November 2023.


 Election material and EVMs can’t be left unattended.

 Surprise inspections will be carried out by Observers, DEO and ROs /AROs

and regular inspections by Special teams .


 Severe punishments against PO, APO and other staff if found absent from PS.

 For your stay in the PS on 29.11.2023, list and carry : Bedding material, Pair

of clothes, Medicines, Personal toilet kit & Mobile charger.

Facilities for Polling Staff
 Basic Minimum Facilities are provided at the Polling Stations, but be

ready to rough it out.


 Lunch will be provided at the Distribution Centers on 29.11.2023 and

dinner will be provided at the Polling Stations.


 Breakfast, Lunch and snacks will be provided at all polling stations on

30.11.2023.
 Dinner will be arranged at Reception Centers.

 First aid kits will be available at the PS locations.

 Remuneration will be paid at the Polling Stations only.

Layout of Model Polling Station

 Decide the layout on reaching PS including seating as per model layout.

 Take into account room , its size and window and door etc (next slide)

 Ensure simple and straight and no criss-cross movement Fix the voting

compartments
 Ensure secrecy of voting – BU not visible from any window or door

 Ensure proper lighting inside the PS.

 Fix pledges, boards of polling staff, No smoking sign

 Make arrangements for sitting of polling staff and polling agents.

Preparatory work
 Day of poll is very hectic so do all preparatory work in advance to save

time on day of poll.


 Prepare the covers for the sealing by affixing seal on two sides and

leaving the third side for inserting papers.


 Write the address on the envelopes.

 Put serial number in 17A Register of Voters.

 Fill all fixed details in forms wherever possible and leave the dynamic

columns/space for poll day.


 ASD voters list shall be gone through and marking may be done with

pencil on the electoral roll which is kept with the first Polling Officer so
as not to miss ASD voters during Voting.

Display prominently out side each Polling Station:
•Notice specifying the polling area and the particulars of electors to be served by
the Polling Station;
a). A copy of the list of contesting candidates in Form-7A.
b). The language of the notice and the order of the names should be the same as
the list of contesting candidates.
•Voter Facilitation Posters should be displayed on the out side wall, near
the entrance of each Polling Station.
•A printed sample of EVM Ballot Unit pasted on the Card board (real size)
dummy ballot paper to be used to facilitate voters.
•Message to be displayed “ YOU ARE UNDER WEB CAMERA / CCTV
SURVIELLANCE”

Voter Assistance Booth(VAB)
• Set up at each Polling station with in a radius of 100 Mtrs of the Polling station,
BLO will support & guide the voters to correctly locate his / her polling station and
serial number in the electoral roll.
• Alphabetic Roll Locator (as per English alphabet) generated with ERO Net is
placed at VAB to search the name easily and to know the serial number in the
Electoral Roll.
• Arrangements, basic furniture, table, chairs etc., small tent with proper shade etc
will be done.

Videography & Webcasting

Use of digital photography/ videography in the Polling Station was initiated on the
suggestion of the Hon’ble Supreme Court (Judgment dt :11.01.2005 in Civil Appeal
No.9228 of 2003-Janak Singh vs Ram Das Rai &others)
Events to be recorded :
• Mock poll, sealing of EVMs before commencement of actual poll
• Voters in queue
• Process of identification of voters by Polling Officer
• Application of indelible ink on finger
• Initialization of CU by Presiding Officer after satisfactory identification of voter
• Challenged/ Tendered Votes /Missing voters as per ASD list
• Visits of Sector Officers, Observers, electoral functionaries or Contesting candidates
• Web casting in all Critical Polling stations &Vulnerable areas.

Micro Observers (MO)
• Appointed as one of the non-CAPF measures, and deputed for critical Polling
Stations on the day of poll work under the supervision of the General Observer

• Observe and note in the format that the election process is being carried out in a
free and fair manner. would directly be working under the control and
supervision of the General Observer.

• Allowed to carry mobile phone in silent mode so that in case of any need he/she
can coordinate with General Observer.

• MO do not work under you nor they can give you any directions.

On the Day of Poll (30-11-2023)
 Get ready and set up the PS .

 Mock poll commences 90 minutes before the commencement of actual poll i.e by 5.30 AM
in the presence of Polling Agents and maximum 15 minutes in the case of no Polling
Agents available.
 Sealing of EVM

 Declaration of Oath.

 Commencement of actual poll at 7:00AM.

 Conduct of poll whole day.

 Send two hours Voter turn out report to sector officer and queue report at every hour to SO.

 Close of poll by 5.00 P.M

 Finalization of covers, forms and registers

 Sealing of EVMs.

 Collect your Remuneration from Sector officer.

 Handing over polled material including Special Counter Register at Reception Center.

Appointment of Polling Agents
 Polling Agent are appointed by Contesting Candidate / Election Agent in Form 10.

 Verify the signatures from the photocopied signature of Candidate or agent with

their specimen signatures as provided by Returning Officer.


 Polling agent can appoint any elector of the same Assembly Constituency.

 Explain the role DOs and DON’Ts and expectations from polling agent.

 In case of small size of PS , polling agents will sit outside , few inside and few

outside or few will sit inside by rotation and others outside

Role of Polling Agents

 Explain the role and expectations from Polling Agent.

 No cell phones, party badges, cameras, caps, scarf's with party symbols

allowed inside
 No cross talk and arguments with other polling agents or polling staff

 Listen carefully to serial no., name and identity proof of voters as Polling

Officer-1 reads out.


 Cooperate with polling staff and don't slow down polling by unnecessary

objections

Polling Procedure
• Poll shall be commenced at the scheduled time i. e at 7.00 AM sharp..
• Elaborate about secrecy of voting to the contesting candidates/ polling agents.
• Declaration should be read out by PO prior to the commencement of poll and obtain the
signatures of the polling agents.
• Ensure that demonstration of EVM, Marked Copy of the Electoral Roll, the Register of
Voters(17-A),allow the polling agents to note down the serial numbers of Green Paper
Seals and obtain the signatures of the Polling Agents.
• Exhibit the Register of Voters (Form-17A) to the Contesting Candidates & Polling
agents to let them ascertain that no entries are made in respect of any elector.
• If the name of any elector is not there in the main roll please check the supplementary
roll.

• If any elector from the ASD list comes, PO shall verify the EPIC and other alternative
ID proofs as prescribed by ECI, and to record the details in Form-17A.

Polling Procedure

• ECI has made documentary identification of electors as mandatory.

• Elector shall produce EPIC or other alternate document if any permitted by the ECI.

• PO shall probe to satisfy about the identity of the elector and in case he/she is provedto be
an impersonator shall be handed over to the Police with a written complaint.

• The Absentee voters who have been issued Postal Ballots, marked in the Marked copy of
the Electoral Roll as Absentee Voter Essential Service (AVES), Absentee Voter Senior
Citizen (AVSC), Absentee Voter Persons with Disability(AVPD) shall not be allowed for
voting in the PS.

• Further even if a person comes with EPIC, but if his/her name is not included in the
Electoral Roll he /she cannot vote.

• In case if there are large number of women electors especially pardanashin ( burqa clad)

Polling Procedure

Indelible Ink:
• The brush shall be kept inside the bottle.
• If an elector has no left-hand index finger, then indelible ink should be applied on any
such finger which he has on his left hand.
• If he/she does not have any fingers on his left hand, the ink should be applied on his
right-hand index finger.
• If he/she has no right-hand index finger, on any other finger which he has on his right
hand starting with his index finger. If he/she has no fingers on either hand, ink to be
applied on such extremity (stump) of his left or right hand as he possesses.

Polling Procedure
• Canvassing with in 100 mtrs of the Polling station is an electoral offence.

• Contesting candidates are allowed to set up their election booths beyond a distance of
200 mtrs from the polling station.

• PO has to submit the Voter Turn out Report ( Male, Female & % of poll) for every 2
hours to the RO through the concerned Sector Officer.

• Ensure that proper queue is maintained in coordination with the allotted security
personnel till the end of poll.

• PwD voters, Physically infirm voters, pregnant women electors, women electors with
babies in their arms shall be given preference for voting.

• If there are voters in queue beyond the time of poll i.e. after 5.00 PM with in the
premises of the Polling Station the Presiding Officer shall distribute slips to the voters,
the last person in the queue shall be given serial no.:1 and shall continued to all those
who are in queue.

• PO to issue signed copies of Form-17 C to the Polling Agents & obtain their signatures.

Polling Procedure –Mock Poll

• Keep BU & VVPAT at voting compartment and CU on the table of the 3 rd Polling
Officer/Presiding Officer.
• Cast 50 votes at least one vote to each candidate including NOTA.
• Tally EVM count with VVPAT slips count after completion of mock poll
• Mock poll slips to be removed from the VVPAT compartment, stamped as MOCK
POLL SLIPS on the back side of the slips, sealed with pink paper seal and kept in the
black envelope
• Clear the mock poll data from the CU before starting of actual poll.
• Mock Poll Certificate (Part-I of Presiding Officer Report) shall be prepared, obtain the
signatures of the Polling agents
• Start actual poll after sealing Result Section of CU, Drop Box of VVPAT and obtain the
signatures of polling agents.

Polling Procedure –During Poll
• Paper roll knob shall not be disturbed till the end of the poll.

• Close button of CU shall be pressed after completion of poll.

• Mock poll shall not be conducted in case of replacement of only VVPAT during the actual
poll.

• Any high illumination bulb shall not be hanged over VVPAT at Voting Compartment.

• Don’t Switch ON the Control Unit at the time of connection and disconnection of Ballot Unit,
Control Unit and VVPAT.

• Tape the interconnection cable of BU/VVPAT to the leg of the table with transparent adhesive
tape.

• Don’t enter into the voting compartment to educate illiterate how to cast vote,use cardboard
BU for this purpose.

• Don’t Switch OFF/Switch ON EVM during poll process.

• Remove VVPAT Power Pack (Battery) from VVPAT before sealing of VVPAT in its carrying

• The Modified Green Paper Seal is now provided with self-adhesive stickers at both
ends on white side and marked as “A” and “B”.
• Insert the Green Paper Seal in the frame provided for it on the inner side of the door of
Result Section in such a way that the Green Color Mark on white side of seal comes
on top of the Result Button and the Red Color Mark on the top of the Print Button.
• After inserting the Green Paper Seal the inner door above the result button shall be
closed.
• Inner door of the Result Section shall be sealed with special tag.
• Note down the Serial No., of the CU upon the special tag before it is used for sealing.

required to be undertaken.
 If CU shows “Low Battery” for VVPAT, then replace power pack of VVPAT.

 For this purpose, PO shall replace the Power pack of CU in presence of polling agents and

SO and again seal the Battery Section of CU with Address Tag and obtain their signatures.

Mock-Poll

• Not pressing the CLOSE button of CU after mock-poll.


• Not matching the mock-poll result of the CU with the VVPAT Paper Slips.
• Non-deletion of mock-poll data from the Control Unit.
• When setting up the EVMs and VVPATs in the polling station, the VVPAT
should be positioned so as to avoid direct light from falling on it.
• Do not position the VVPAT near an open window or directly under a bulb

or halogen lamp.

During Poll
• Conducting mock poll, in case of replacement of VVPAT only as Mock poll is not
required to be conducted in case of only VVPAT being replaced.
• In case of non-functioning of CU or BU replacing only CU or BU. In such case both

• Non-pressing of CLOSE Button after completion of Poll.
• Damaging any seal of BU/CU/VVPAT.
General
• Do not repeatedly switch ON and OFF the VVPAT as it will deplete the battery as
well as paper roll.
• Switch OFF the CU when connecting or disconnecting the EVMs/VVPATs and do
not pull the cable for disconnecting.
• In case of M3 VVPAT, there is no VSDU and VVPAT status will be displayed on
the CU Display Panel.

Refusal to obey the Voting Procedure

• Every elector who is permitted to vote shall maintain absolute secrecy of


voting with in the PS under Rule 49M.
• If any voter violates secrecy of Voting even after giving warning by the PO he/
she will not be allowed to vote.
• If any elector violates the voting procedure a remark to that effect that shall be
made by PO, “Not allowed to vote – Voting procedure violated” in remarks
column number 1 of Register of Voters ( Form-17 A)
• Never change the serial number in Register of Voters 17A.

Voting by Blind & Infirm voters

• Under Sub rule (1) of Rule 49 N Companion to be allowed above 18 Years

Rules,1961, obtain the signature of the elector and never change the column 1 of Register of

Challenge Vote
• If any Polling Agent challenges the identity of an elector he/she shall deposit a sum of Rs

Test Vote (Rule 49 MA)
• If an elector after having recorded his/her vote alleges that the paper slip generated by
the VVPAT has shown the name or symbol of a candidate other than the one he/she
voted for.
• The PO to make a remark against the second entry related to that elector in Form-17A
and permit that elector to record a Test Vote in his presence.
• Obtain the signature or thumb impression of that elector.

Tips for Efficient Conduct of Poll
On the day prior to poll
• Set up the polling station
• Write the address on tags and covers where ever required.
• Seal the covers on two sides leaving one side open to insert papers on the day of poll.
• Identify the forms and reports to be put up in each cover and put the blank forms in, when
ever required take out and fill up.
• There are 30 voters on each page of electoral roll, voters are arranged in serial order in rows
starting from left to right. For example voter with sl.no 303 will be on the 11 th page in the
first row.
• Mark the ASD Voters in the Electoral Roll with Pencil for easy identification.
• 1st, 2nd, 3rd polling officers can practice identifying voters sl.no in the voter list.
• On the day of Poll start the pre poll process as instructed by ECI.
• Start the mock poll by 5.30 am or latest by 5.45 am if polling agents are not there.

Tips for Efficient Conduct of Poll
• Inform the agents the way voters are arranged in the voter list.
• 1st polling officer while reading out the name and sl no of the voter should be loud
and clear, can also read the page number.
• PO to direct the BLO and person maintaining queue to verify if the voter is in the
correct queue and has a voter slip showing his part no and Sl.No, if not guide the
voter to Voter Assistance Booth within the radius of 100mts to PS.
• Record the POs diary at regular intervals.
• When ever poll percentage is taken, PO shall also tally with figure in 17 A.
• Maintain order in the polling station by not allowing polling agents to move freely
in the polling station.
• When ever there is challenge, tender ballot request or any other situation refer the
voter to PO and process shall continue with the other voters.
• Ensure proper tie up for food, snacks, tea, etc. for smooth poll. 126
At Dispatch Centre
 DO’s
1. Do ensure that you have collected all polling material as provide in the latest
edition of Presiding officer handbook.
 Do ensure that you have collected CU, BU and VVPAT pertaining to your polling
station and match Unit IDs written on address tags with the metallic plate/barcode
on the back side of each unit.
 Do switch off the Control Unit after checking that the battery is fully charged.
 Do check that the appropriate ballot paper is duly fixed on each Ballot Unit and is
properly aligned under the ballot paper screen and thumb wheel switch has been
set to the appropriate position.
 Check that the paper roll lock knob in the backside of VVPAT is in the lock
position (Horizontal Position) to lock paper roll, during transit.
 Do ensure that you have received all types of Statutory and Non-Statutory Forms
and Envelopes for using at polling station.
 Do clear any or all doubts regarding Poll process or functioning of EVMs before
movement from Dispatch center to the assigned Polling Station.
 In case any discrepancy is found, inform Returning Officer.

DONT’s
1. Don’t take any EVM & VVPAT to any unauthorized place like residence, hotel, etc.

2. Don’t use vehicle other than vehicle provided by the Returning Officer for dispersal.

3. Don’t stay at any place other than designated place after the receiving of EVM’s,
VVPAT and other Election materials.

4. Don’t switch ON and OFF the VVPAT as it will deplete the battery as well as paper roll
causing problems during the poll.

5. Don’t connect Ballot Unit, Control Unit and VVPAT during dispersal.

6. Don’t remove any seal from BU, CU and VVPAT.

7. Do not test VVPAT at the time of dispersal and before mock poll at the polling station

Arrangements at Polling Station
 DO’s
1. All members of polling party and security personnel must be present at the Polling
Station.
 Ensure that there is enough space for the voters to wait outside the Polling Station
and form separate queues for male and female voters, senior citizens and pregnant
women.
 Do ensure special arrangements for identification and application of indelible ink
to Pardanasin women electors if required.
 Ensure separate entry and exit for voters.
 Do place the Ballot Unit(s) and VVPAT in voting compartment in such a way that
no one can disturb the interconnecting cable, and the cable is fully visible and its
routing does not obstruct the movement of voters inside the Polling Station.
 Put the VVPAT lock-unlock switch for paper roll in working-vertical position
before switching on the Control Unit.
 To Maintain the secrecy of the ballot, ensure that polling officers and agents are
seated in such a way that the BU, VVPAT and the voter recording his vote by
pressing button on BU, is not visible to them at all.
 Ensure three separate quees for PWD/Senior citizens, male and female elector.

 DO’s
9. Check the appointment letters of polling agents and explain to them the provisions
of section 128 of the R.P. Act 1951. Issue them entry passes for their movement.
10.Ensure that Polling Agents appointed at the Polling Station are enrolled in the
voter list of that Assembly Constituency and have EPIC or any other government
approved Photo Identity Card.
11.Ensure the following:
 A notice specifying the polling area and particulars of electors to be served by
Polling Station is displayed outside the Polling Booth.
 A copy of list of the contesting candidates in Form 7A is displayed outside the
Polling Station prominently.
 Voter Facilitation Posters and instructions are displayed on the outer wall, near the
entrance of the Polling Booth.
 A HELP DESK/ Voter Assistance Booth must be set up by BLO to provide
necessary assistance to the electors.
 Ensure that all security personnel deployed at your polling station are present.

 DONT’s :
1. Do not accept the hospitality of any Contesting Candidate, Political parties and
local people etc
2. No cooking or lighting of fire for any purpose should be allowed inside the PS.
3. No smoking is allowed inside the PS.
4. No arms should be carried inside the PS
5. Do not allow mobile phone inside the booth and even the cell phones of polling
personnel should remain switched off/ in silent mode inside the polling booth.
6. Do not have high wattage incandescent bulbs/tube-light placed directly over or in
front of the VVPAT and also no window must be opened behind EVM and VVPAT.
7. Do not expose the EVM and VVPAT to web camera/video camera so as to maintain
secrecy of voting.
8. Do not appoint any person as polling officer (in unforeseen situation where polling
officer cannot do his duties) who is connected to the candidate or party.
9. Don’t have any photograph of any leader or symbol of political party or slogans
related to elections displayed in the PS.
10. No campaign material to be displayed in and around the booth and area of 100mts
around the PS.

12. No political party agent should be seated in such a way inside the booth
that they have a chance to see a voter recording his/her vote.
13. No political party member other than authorized person to be allowed to
sit inside the PS or within a radius of 200m around it.

15. Do not allow any person other than voter and those authorities allowed
by ECI to enter the polling booth.
16. No person should be allowed within the PS or within 100 mtrs. there of

political leaders and or their symbols or pictorial representation of any

17. Do not allow the security personnel posted at the entrance of PS to verify
the identity of electors as it is the duty of the polling personnel.
18. No security Jawan should be positioned inside the polling booth.
19. Do not give any special treatment to any VIP or celebrity coming to cast
vote.

During Mock Poll
 DO’s
1. Do go through the meaning of various displays which appear on the Display panel of the control
unit.
2. Mock poll proceedings have to be video graphed, by authorized videographer, if directed.
3. For mock poll, the Ballot Unit and VVPAT should be placed in the voting compartment, where a
Polling Officer should be present along with polling agents to observe operations on BU and
paper slips printed on VVPAT.
4. Put paper roll locks on VVPAT in vertical position after inter connection of BU, CU and
VVPAT.
5. At least 50 votes should be cast during Mock poll in the presence of Candidates/Agents.
6. Manual record of votes casted should be maintained by the Polling Officer.
7. Mock poll should be conducted with the polling agents voting at random for each of the
contesting candidates including NOTA.
8. Ascertain the mock poll result from Control Unit and compare with Manual record of votes.
9. Remove the mock poll print paper slips from VVPAT drop box and Count the VVPAT printed
paper slips in the presence of the polling agents and confirm that the results tally for each
candidate.
10. Press the ‘Clear’ button of Control Unit before the actual poll to clear the account of votes
recorded during the mock poll.

12. Follow the procedure for sealing and storage of Mock Poll VVPAT paper slips.
13. Seal the drop box of VVPAT with the thread and an address tag using Presiding Officer’s seal

14. Seal the Result section of the control unit with green paper seal, special tag and address tag, and
obtain signatures of polling agents.

16. Take the signatures of other polling officers in the Part-I of Presiding Officer’s Reports that
mock poll votes are erased from the CU and mock poll VVPAT slips are removed from the
VVPAT drop box before start of actual poll.
17. At the end of Mock Poll at the PS, check and note the date and time shown in the display of the
Control Unit and also the actual date and time as well as any discrepancy between the two, if
any, mention it in the Mock Poll certificate and also in Presiding Officer’s Diary. After
completion of mock poll intimate the mock poll status to returning officer through your sector
officer.
18. Micro Observer, if appointed, must have participated in all the proceeding of the mock poll and
his signature has to be obtained on Part-I the Presiding Officer’s Reports (Mock poll certificate).

1. Don’t start mock poll, if no or only one election agent is present. Wait for 15 minutes.
2. Don’t stop mock poll without casting at least 50 votes.

Commencement/ During the Poll
 DOs
1. Ensure that the polling starts at the scheduled time.
2. Explain to all present, the provisions of section 128 of the Representation of the People Act,
1951 regarding maintenance of secrecy of voting and warn them of the penalty for any breach.
3. Read out the declaration as per instruction in prescribed Format.
4. Take appropriate precautions regarding handling of indelible ink.
5. Maintain visitor sheet and make entries of visitors as prescribed by the Commission.
6. Intimate the status of commencement of poll to the Returning Officer through your sector
officer.
7. Before the first voter signs in Form 17A (Register of Voters), the Polling Officer 1 shall check
with the Presiding Officer and record in INK in Form 17A that “Total in the Control Unit
checked and found to be Zero”.
8. At regular intervals, check the Ballot Unit(s) and VVPAT to ensure that the voter has not
tampered with it in any manner.
9. Check periodically the ‘TOTAL’ for each Control Unit by pressing TOTAL button on CU to
ensure that the voting is going as per the serial order of electors (Total should match with voter
register i.e., Form 17A last serial number).
10. Collect statistical information for compilation of items of Presiding Officer’s diary regarding
polling at every two hours and sending it to RO through the specified channels.
11. If any voter wants to know how to vote on EVM, explain him with the dummy Ballot Sheet.

1. Do not enter the voting compartment in the absence of polling agents.
2. Do not enter the voting compartment at the time of polling to explain to the illiterate voters about
how to use EVM and cast their vote. Use Cardboard dummy BU for this purpose.
3. PRO or other staff should not go frequently in the voting compartment, as that may give scope for
complaints.
4. Don’t operate the paper roll knob on VVPAT till the end of the poll.
5. Don’t conduct mock poll in case of replacement of only VVPAT during the actual poll. In case of
replacement of entire set during poll, Mock Poll will be conducted by casting only one vote to
each candidate including NOTA.
6. In case of replacement of entire set during poll don’t forget to clear mock poll data from the
Control Unit and VVPAT mock slips from VVPAT in mock poll process.
7. Don’t hang any high illumination bulb over VVPAT at Voting Compartment
8. Don’t Switch ON the Control Unit at the time of connection and disconnection of Ballot Unit,
Control Unit and VVPAT.
9. Don’t forget to tape the interconnecting cable of BU/VVPAT to the leg of the table with
‘transparent’ adhesive tape.
10. Don’t forget to press both side latches of connector while disconnecting the cable.
11. Don’t Switch OFF/Switch ON EVM during poll process
12. Don’t forget pressing of close button of CU after completion of poll.

Closing of the Poll
DO’s
1. Close the poll at the appointed hour even if it has started late. Give numbered slips
with Presiding Officer’s signature only to those electors who are in the queue at this
hour starting with the last person in the queue.
 Ensure that no additional person joined the queue after the appointed hour.
 Ensure that after the last voter has voted as per the above procedure, the ‘CLOSE’
button is pressed on the Control Unit and Part-III of Presiding Officer’s Reports has
been prepared.
 Note the total number of votes recorded in the CU in Item 6 of Part I of Form17C.
 At the time of closure of poll, make a note of the Poll end date and time, displayed
on the CU in the Presiding Officer’s diary.
 Switch off CU and then disconnect the BU(s) from VVPAT and VVPAT from the
Control Unit.
 Remove VVPAT Power pack in the presence of Polling Agents.
 After the close of poll, prepare under Rule 49S, an account of votes recorded in the
CU (Such account shall be prepared in Part-I of Form-17C in duplicate and copy
thereof should be given to each Polling Agent.)

6) under rule 49S regarding furnishing of copies of account of votes
recorded, to the polling agents.

Sealing of EVM and VVPAT after the Close of Poll
 DOs
1. Switch off the power in the Control Unit before disconnecting the Ballot Unit(s), the
Control Unit and VVPAT.
2. Ensure that the power pack of VVPAT has been removed; paper slips contained in the
drop box of the VVPAT are intact and the Ballot Unit(s), the Control Unit and VVPAT
put back in their respective carrying cases.
3. Ensure that each carrying case is sealed at both ends by passing a thread through the two
holes provided for the purpose on both sides of the carrying case and putting thread seal
with an address tag showing the particulars of the election, the PS and the unit contained
therein and carrying the signature of Presiding Officer with date and seal on it.
4. Ensure that the candidates or their polling agents are present and desirous of putting their
seals shall also be allowed to do so.
5. Ensure that the names of the candidates/polling agents who have affixed their seals on
the carrying case of the Ballot Unit(s) and Control Unit are noted in the declaration
which PRO makes at the close of the poll.

Sealing of Material after the Close of Poll

1. Seal all election papers as per instructions in the Presiding Officer Handbook.
2. Packing of Statutory, non-statutory covers and election material to be done as per the
instructions in Presiding Officer Handbook.
3. Ensure that all election papers relating to the poll are sealed in accordance with the provisions of
rule 49U.
4. Ensure that each packet containing election papers is sealed with the seal of the Presiding
Officer.
5. Ensure that the candidates or their agents present at the PS are allowed to affix their seals on
such packets if they so desire.
6. Ensure that a copy of the Form 17C (Account of votes recorded) has been provided to all
polling agents.
7. Ensure completion of Presiding Officer's Diary. All the items should be filled. If any incident
occurs at polling booth it should be Reported in diary. Fill Presiding Officer’s additional
Reports to be submitted to the observer in prescribed format.
8. After completion of poll, when you are returning back to the collection center, you must take the
designated vehicle and designated route.
9. Deposit all the material (EVM, VVPAT and 6 election papers) without any delay at Collection
center counter wise as directed by the Returning officers. 142

1. Any elector arriving at polling station to cast his vote who is either blind or physically
infirm or cannot see symbol button on BU, will be allowed to vote with the help of
companion. Provide Braille ballot paper to blind/visually impaired voters, if he/she
desires.

2. Before a person is allowed to act as companion, he/she must give a declaration in


prescribed format and indelible ink will be applied on the middle finger of Right Hand.
If right hand has already been marked with indelible ink, he shall not be permitted to
act as a companion.
3. If name of elector coming for voting, is found in ASD List, by the PO identifying the
electors, he/she will be requested go to PRO, who will complete his identification.
4. If an elector is carrying unofficial identityslip containing name of Contesting
Candidate and/party and/ Symbol, then instruct concerned polling agent to end such
violation.

6. In case of illiterate voter, the 1st Polling Officer should read out serial number of
elector and ask elector to tell him/ her name to ascertain genuineness.

7. If the elector is not able to establish his identity and found impersonating in place of
another elector, the person should be handed over to the police with letter of complaint
to S.H.O. in prescribed format of PRO Handbook.

8. If during the identification and marking of electors in marked copy of Electoral Rolls, it
comes to the notice that Vote of elector has already been cast, such elector, if found
genuine, will be allowed to cast his/her voter through Tendered Ballot Paper, not
through the vote in EVM.

1. Do not force any elector to vote if he decides not to vote.


2. Do not allow any polling official to cast his vote in the PS unless they have been issued an
EDC or PB as case may be.
3. No person shall be permitted to act as a companion of more than one elector at any polling
station on the same day.
4. If right hand middle finger of authorized companion is already marked with indelible ink,
such person not to be allowed to act as authorized companion for the concerned elector.
5. Cases where an authorized companion merely led up to the voting compartment (but did
not enter), shall not be included in Form 14A.
6. No polling staff should act as a companion to a blind elector to cast vote on his behalf.
7. No authorized companion should be allowed to stay inside the booth after the elector has
voted.
 For “Challenged votes”- Do not entertain a challenge to an elector’s identity, unless the
concerned polling agent deposits Rs.2/- in cash.

9. Do not press or compel an elector to vote if he decides not to vote after his particulars have
been noted in the Register of Voters. Make an entry to that effect in the 'Remarks' column

satisfied about his identity, obtain a declaration from him about his age. Do not question his
eligibility.
11. Do not change any serial number in column 1 of the Register of voters, because of any
elector who decides not to vote.
12. Do not allow elector who has come to PS after someone else has already voted in his name
to vote by voting machine but use tendered ballot paper.
13. Do not allow an elector to vote if he refuses to follow the prescribed voting procedure to
maintain secrecy of voting after being warned by you.
