LEGAL OFFICER

FANELESIBONGE ZETHEMBISO ASANDA NTULI

WHAT IS THE LEGAL OFFICER PORTFOLIO
ABOUT?
• Well according to my understanding, the portfolio of legal officer is mainly about
maintaining and ensuring that the rules and regulations of the university are known, kept
and followed.
• The legal officer of the Northwest university Vanderbiljpark Campus works hand in hand
with the Student Judicial Services ( SJS) and protection services.
• This portfolio works with all other portfolios in the Student Campus Council (SCC).
FUNCTIONS OF THE LEGAL OFFICER

• Assists the SCC: Deputy-Chairperson in ensuring the adherence of the SCC and SCC sub-committees to the
rules of the SRC and the SCC.

• Coordinates the implementation of the rules and procedures of the SCC and SRC in collaboration with the
relevant SCC members.

• Advises the SCC on the applicable rules and procedures of the SRC, SCC and the University.

• Promotes and creates awareness of the rights and duties of student leadership structures of the relevant
campus, which are relevant within the university and higher education environment.

• Coordinates the development of the procedures on the day-to-day functioning of the SCC, in collaboration
with the relevant SCC portfolio.

• Performing any reasonable task and/or responsibility as delegated by the SCC: Chairperson.
OTHER PORTFOLIOS IT CORRELATES TO AND
HOW?
• My portfolio correlates with every portfolio that is in the SCC, now you may ask why do I say that?
• When it comes to the dos and don’ts whenever they are planning events or they need materials and licenses
with regards to safety, I play my role.
• For example, let us say the SID officer is planning a camp on campus, and in her planning, she has included a
bonfire, I would have to help with getting a license for that bonfire to even happen.
• Another example would be let's say the residence officer has a problem with the lease agreement from a
landlord, perhaps the lease agreement states that the accommodation has 5 generators, but in actual fact it has 2,
that is where I step in and analyze such to make sure that students are paying for what is given to them.
CONTINUATION

• Let us take the academics offer for example, should a student face a case of academic misconduct, he and
myself must work together to make sure that procedures are followed.
• So, with everyone in the SCC, I am basically a helping hand to them to ensure that they themselves know
the wrong and rights, according to the institution.
• Also helping myself in learning as some things might now be written in black and white in the rules but
could be punishable by the university.
• So basically, I am their police to make sure that they behave accordingly.
PLAN OF
ACTION
KNOW YOUR CAMPUS/RES RULES

• As outlined in my manifesto, I plan to do res tours where we will be touching base with
students on a more intimate environment where we teach each other out the rules and
regulations of the university.
• I have noticed that with students, they don’t read their rules, you find people smoking in
their rooms whereas the rules clearly state that no smoking indoors, some residences even
have areas where students can smoke.
• So, this tour would be to touch base on the rules that we are most likely to live by on an
everyday bases, that are broken most of the times.
UNDERSTAND YOUR LEASE AGREEMENT

• I believe the outgone Legal officer really did a great job with introducing this concept,
which is something I plan to continue during my term.
• Reason for continuing with this concept is because I believe landlords are unfair and
dishonest at times.
• Some of the things that they include in those leases are not even there in the
accommodations.
• So, I believe if they understand and can attest to the conditions that are stipulated in the
leases, then they can confidently sign.
ENGAGE LEGALLY

• This is a platform where I wish we would engage with students on an open platform
where we get to know their concerns about some of the amendable rules of the institution.
• Where students will also be briefed about updated rules, I noticed this year during
elections that there were rules that were emended and that us as students had no idea
about, so with this concept students get to be up to date with everything in the legal
office.
PEPPER SPRAY PROJECT/ SELF DEFENCE

• Noticing the rising number of crime in the year 2023, I see a great need for our students to be
equipped with the necessary skills or protection measures to be able to protect themselves.
• The high crime rates in the Bedworth and Riverbend area are of important concern, therefore
with such a project, students will be able to defend themselves from harm, even if protection
services and the police are not around.
• This project is one that I would love to take off from the ground as the year begins, I do not
want us to wait until there are robberies or break-ins before we act upon the safety of our
students.
• Currently working on.
ADDITIONAL:
LET'S TALK POLITICS.
• This project is more or less a political debate.
• With it I would love to add it in my to do projects, possibly for its benefits to the school and students, lets bring back the vibrancy
by educating each other legally.
• My vision is to work with the political societies, academics officer, where we will engage in political topics, more of a mini one-
day parliament.
• The debate to be broadcasted on River FM where even people who are not physically present will be able to discuss these student
politics.
• The main purpose of this project is to enhance the political societies of our campus and equip our students with knowledge that
they will one day use in the outside world.
• Its clear to see that our university will produce a good number of politicians, so let us give them a space to show us the future of
our country now in the present.
