Applied GIS (MUPD 561)

GIS Application for Urban

Management
UMMP & UTM – Semester 1

Week 2, Sessions 1

Ethiopian Civil Service University

1
Session Objectives
• At the end of the session, Participants will be
able to:
 Understand what urban management is

 Understand the link between GIS and urban

management

 Appreciate the role of GIS in urban management

2
Presentation Outline
● What is Urban Management

● GIS and Urban Management

● LIS and Urban Land Management

● Data for Urban GIS Applications

3
What is Urban Management?
● Urban management: government’s
responsibility for the planning, development
and day-to-day operations of a city.

● Effective urban management requires private-

sector and community organizations involvement.

● Effective urban management can be reduced to:

 Two domains applicable to private spaces

 Three domains applicable to public spaces

4
What is Urban Management?...
● Two domains applicable to private spaces
 Demarcate and regulate private spaces
● Boundary definition

● Ownership security

 Service private spaces

● User fees collection on public utilities

● Public utility maintenance

5
What is Urban Management?...
● Three domains applicable to public spaces
 Regulate public spaces
● Guarantee public use right
● Crime protection or other abuse of such spaces

 Improve & maintain public spaces & infrastructure

● Quality: sidewalks, roads , parks etc

 Govern public spaces

● Combine multi-actor efforts 6
GIS and Urban Management
● Public and private administration aspects e.g.
Infrastructure
Planning
Development
 Security
Environment protection
Trade etc…

● Involve geo-spatial data, GIS provide updated

means of management it

7
GIS and Urban Management …
● Geo-spatial information facilitates decision and
coordination at various administrative units

● GIS capabilities to:

Manage
Correlate
Forecast and
Disseminate geographical information

● Turns GIS into an analysis instrument that

enhance management decisions
8
GIS and Urban Management …
Authority and Control GIS Decision Factors/
Research Urban

GIS Activity as a Management Instrument 9

GIS and Urban Management …
● Sustainable urban development requires:
Building urban information system, Kim, et al. (1997)

● Land Information System (LIS) enhances

integrated and better land management, Habitat II
conference, Istanbul 1996

● LIS is a component of GIS dealing with land

resources

10
GIS and Urban Management …
● LIS consists of:
 Accurate, current and reliable land record cadastre
 Associated attributes
 Spatial data representing the legal boundaries of land
tenure

● LIS supports government and semi-government

activities such as:
 Land registration
 Land tax
 Land subdivision
 Management of utilities and services 11
LIS and Urban Land Management

12
Data for Urban GIS Applications
● Diverse and numerous data are required

● Huge cost for data gathering and updating

● Various technologies are used

 Images
 Aerial photographs
 DTM
 Contour
 Topographic maps
 Vector data
13
Data for Urban GIS Applications …
● What are the solutions to the huge cost?
© Data sharing and collaboration is important
 Developing and using same digital base map
Each institution can complete and meet it activities

 Between institutions using the same categories of data

e.g.
 Data concerning buildings and owners: survey operators,
tax authority, urbanism services, public utilities suppliers etc

 Data concerning roads: transport companies, mail, firemen

units, police units, etc…
14
Exercise
● Identify two urban development issues that
require spatial data in urban areas of Ethiopia

● For the above two issues, list the kind of spatial

data required

● Explain the role that GIS can play in addressing

the two identified urban development issues
above
