Preamble
Came from the Latin term preambulare which literally means to

“walk before.”
OBJECT AND VALUE
OF PREAMBLE
1. Sets down origin and purpose of the Constitution
a. It tells us who are the authors of the Constitution and for
whom it has been promulgated
b. States the general purposes and the government
established under it, and certain basic principles

2. May serve as an aid in its interpretation. The general


purposes may be resorted to as an aid in determining the
meaning of the vague or ambiguous provisions of the
Constitution proper.
The Filipino people, imploring the aid of Divine

that shall em­body their ideals, conserve and
develop the patrimony of the nation, promote the
general welfare, and secure to themselves and
their posterity the blessings of independence
under a regime of justice, liberty, and democracy,
do ordain and promulgate this Constitution.
We, the sovereign Filipino people, imploring
1973 PREAMBLE the aid of Divine Providence, in order to
establish a Government that shall embody
our ideals, promote the general welfare,
conserve and develop the patrimony of our
Nation, and secure to ourselves and our
posterity the blessings of democracy under a
regime of justice, peace, liberty, and
equality, do ordain and promulgate this
Constitution.
We, the sovereign Filipino people, imploring the
1987 PREAMBLE aid of Almighty God, in order to build a just and
humane society and establish a Government that
shall embody our ideals and aspirations, promote
the common good, conserve and develop our
patrimony, and secure to ourselves and our
posterity the blessings of independence and
democracy under the rule of law and a regime of
truth, justice, freedom, love, equality, and peace, do
ordain and promulgate this Constitution.
We, the sovereign Filipino people, do ordain
1987 PREAMBLE and promulgate this Constitution
Evaluation 1. Our Constitution is 36 years old! Throughout our
nation’s history we have seen these functions put into
action by members of government. Can you think of
ways you have seen the functions of government in your
life? Draw a picture and write a few sentences
describing the way you see the Preamble in your life.

2. The Preamble to the Constitution was written in 1987


when our nation needed a republican government that
would oversee and unite the Filipino people. Today, our
nation faces different struggles but still functions by the
words of the Preamble. Imagine you were recruited to
rewrite the Preamble to fit the needs of our country
today. What functions would you include in your new
Preamble? Write your new Preamble and explain your
reasoning in a short essay.
