-Binaya Subedi (Computer Engineer) Background Application Hosted at GIDC (Government Integrated Data Center) for different services Cabinet Automation System Cabinet Committee Automation System Cabinet Decision Implementation Monitoring System Office Website SMS Gateway Appointment Management System Display Management System National Data Portal Government Integrated Office Management System Grievance Management System (Hello Sarkar) Integrated Online Monitoring System Overview of the systems listed above Cabinet Automation System (CAS) • CAS automates the process of Cabinet meeting and facilitates decision making process from Proposal submitted by ministries in order to take the decision by cabinet. • Each ministry has its own user which creates a proposal to be presented to the cabinet by entering all the details and uploading the scanned copy of the proposal. • The Proposal such created is received and reviewed by the cabinet meeting section at OPMCM and can be returned back for corrections, if any • The reviewed proposals are sent to a holding list from which the proposals are chosen to be presented to a particular cabinet meeting and send to Agenda list as per priorities Cabinet Automation System (CAS)
• Now the proposals send to agenda are visible to Cabinet Members
and discussed in the Cabinet Meeting • Finally, the Decision Undertaken by the cabinet are uploaded against individual proposal and forwarded to Decision Implementation System Cabinet Committee Automation System • Cabinet Committee Automation System, similar to CAS, covers the complete process of Cabinet Committee Meetings from Receiving proposals from CAS to decision and returning back to CAS • This system receives the proposals to be discussed in the cabinet committees from CAS • The cabinet committee section determines the agenda for the meeting and sets the meeting. • The members of the committee see the agenda through the system and are discussed in the meeting • . Finally, the decisions are uploaded to the system and returned back to CAS. Cabinet Decision Implementation Monitoring System (CDIMS) • CDIMS incorporates the monitoring of implementation status of the decisions made by cabinet. • This system receives the decisions from CAS and forwards to responsible ministry for implementation • The ministries report through this system the implementation progress made on those decisions either monthly, or as per requirement. • All of these systems are the part of core functionality of the Cabinet and are of national Importance. Advantages after the usage of systems • Less use of Paper • Fast and Efficient service delivery • Less manpower and low cost required • Easy access of the resources by the stakeholders • Effective and efficient management • Data backup provision Overview of Government Integrated Office Management System (GIOMS) • Developed and implemented by Department of IT (DOIT) • Automates the daily activities within the organization (Letter, memo, leave management, task assignment, attendance and so on) • Was developed for fostering the paperless government (If used by all the government entities) • Use of Digital Signature so that there is no use of pen and paper for official tasks Advantage of GIOMS • Easy and efficient office management • Time effective • Cost effective (Paperless) • Efficient evaluation and monitoring is possible through the system Overview of Grievance Management System (Hello Sarkar Portal) • Grievance Management System is operational for public grievance management • OPMCM has been operating a Call Center (Hello Sarkar) solution and Gunaso portal for the past few years. • The system reduces the processing time to address the grievances • Depending upon the types of complaints there are custom forms in the web- application which enables agents to choose from the category of the complaints, location and agency • All the complains are automatically forwarded to concerned offices and departments as complain ticket and the nodal officer at that agency under concern, get immediate notification of the complaint web-portal or via SMS sent from the hello Sarkar section Overview of Grievance Management System (Hello Sarkar Portal) • The nodal officer then views the ticket and update the activities undertaken to address the issue in the web-portal • Once the complaint is properly addressed, the agent at hello Sarkar closes the ticket • The complainer on the other hand is able to track the status of the complaint via the received ticket on web portal. Advantage of Hello sarkar portal • Has a great significance in fostering good governance • Easy and efficient handling of Grievances • Use of ICT tools to address grievances ultimately saves cost and time • Can be beneficial while handling mission critical grievances • Helps solve the critical issues that requires quick response time • All the government bodies (Federal, Provincial as well as local) has been added to the system. • Quick report generation Overview of Integrated Online Monitoring System • The Office of the Prime minister and Council of Ministers have developed and been using the Integrated Online Monitoring system with the purpose of providing a centralized web-based platform for ministries as well as projects to report their monthly progress based on the annual action plan • The system is mainly concentrated on Ministries where the reporting is based on the Annual Policies and plan of the government and Budget speech. All ministries create their Annual Action Plan by creating their Major Activities and Milestones in lieu to the National Plan and Policies and Budget Speech • The system also monitors the National Pride as well as transformative (रुपान्तकारी आयोजनाहरु) projects Overview of Integrated Online Monitoring System • Once the Action Plan has been finalized it’s locked by the system • Then ministries report the progress against the milestones monthly which is then self-assessed by the Secretary of the Ministry and a rating is provided Advantages of IMS • Easy monitoring • Helps to analyze the implementation status of plans and policies • Easy assessment of the problematic sectors in plans, policies and projects • Quick report generation • Realtime monitoring can be achieved through the system • Helps the policy makers to make the new and effective plans and policies Appointment Management System • Mainly used for the management of appointment of VIPs (Prime Minister, Chief Secretary etc) as per the requirement • Easy access and effective for appointment handling SMS Gateway • Used to send Bulk and Group SMS • Best platform to convey message at once to various groups and individuals Hardware Architecture of our Servers हालको Architecture Security System • Use of Surveillance system (CCTV cameras and NVR) • NVR (Network Video Recorder) is used to store the CCTV footage. • Use of Barrier Gate(Flap Gate) and Walk Through Gate. • Use of Baggage Scanner in order to check the forbidden material inside office premises • Unfortunately, due to some issues in the control board and circuit, an order has been placed to buy new control board. So, the system is currently under maintenance. Way Forward • Service Integration in Nagarik App • Committees has been formulated so as to study the possibilities of service integration of various online systems like passport, license, traffic management, grievance management system (Hello sarkar), citizenship system, educational institutions and so forth with Nagarik app and National ID system (NID). • It will be the day to celebrate when we are able to develop effective single window platform for service delivery to the citizen in an effective and efficient manner. To achieve this we need to integrate various service delivery systems with one another. Thank You
