Course Outcomes
Continuous
No. CLO Exam
Assessment

Apply the contract strategy in selecting the best type of construction

1 17.5% 5%
contract to suit the type of construction
Manage the tendering process in the construction contract
2 administration and documentation, prepare contract evaluation and 17.5% 10%
variation and to make valid civil engineering claims
Apply the operational cost estimating technique and organize risk
3 appraisal for small projects incorporating the method-related - 15%
charges.
Apply the project planning technique and the Critical Path Method
4 (CPM) for construction project and theory of construction materials 35% -
and plant management.

Introduction
Let’s make nasi lemak. What do you need?
5

Now, you want someone else to make you nasi lemak

But they ask questions…

• What type of rice?

• The sambal how spicy?
• Kacang okay for you?
• Fried egg or hard boiled?
• Want to wrap in banana
leaf?
• Use organic ingredients?
6

To make things easier, give them the list of ingredients you made
earlier

• Jasmine rice
• Fresh santan (not boxed)
• Sweet & spicy sambal
• No kacang
• Ikan bilis okay
• Fried egg
7

NOT a recipe More like a shopping list

8

Bill of Quantities
• Abbreviated BOQ or BQ
• Definition (CESMM3):

“A list of items giving brief identifying descriptions

and estimated quantities of the work comprised in a
contract”

• Does NOT fully describe the nature & extent of

work
9

Contract Documents and BOQ

• BOQ falls under “Drawings and

Specifications”
• Must be read together with actual drawings
10

History of BOQ
< 1933 No system and lack of uniformity
1933 ICE published report from committee on engineering
quantities (First draft of a standard)
1953 ICE published The Standard Method of Measurement of Civil Engineering
Quantities
1967 CIRIA* established working party which led to CIRIA
Report 34 published CESMM (1st Edition)
1976 ICE
*Construction Industry Research and
Information Association, UK
11

Why we need BOQ?

• Tenders from different contractors are strictly

comparable

• Especially when same standard is used

(i.e. CESMM3 or CESMM4)
12

Why we need BOQ?

• Valuation of different stages of the project are

possible
13

Why we need BOQ?

• BOQ is an approximate checklist for contractor to

order materials & supplies
14

Why we need BOQ?

• May be used in cost planning of future projects

2023 2033
15

Creating a BOQ
• Preferably use an A4 sheet of paper with these
columns
16

CESMM
• CESMM is a guide on creating standardized BOQs

CESMM BOQ
17

What is CESMM?
• Civil Engineering
Standard Method of
Measurement
• Standardized format for
BOQ
• Classifications & coding
arrangements for
different types of work
• Incorporates method-
18

CESMM Format
• Divides work into 18 main classes: Class A – R
• Each class has 3 divisions (different levels of detail)
1. First Division
2. Second Division
3. Third Division
A111
• Each division has up to 8 descriptive features of
work
• Coded as a letter followed by 3 digits
19

Coding Example

Class H Precast Concrete

First Division 4 Column
Second Division 4 Length 10 – 15
m
Third Division 5 Mass 2 – 5 t

Quantity Take Off

and tell me what
ingredients were
used to make it
22

Why is it called quantity take off?

23

Taking the dimensions off the

drawing and onto a dimension
paper

Dimension Paper as per BS 3327

Stationery for Quantity Surveying
24

Dimension Paper
Timesing Column: Multiplying figure if more than 1 item measured
Dimension Column: Where actual dimensions are as taken directly from drawings
Squaring Column: Length, area or volume multiplied by how many items there
(e.g. Timesing x Dimension)

Description Column: Written description of

each item.

Use the right hand side of this column to

make preliminary calculations. Preliminary
calculations are called waste
