NATURE OF THE
CONSTITUTION
Nature of constitution can be define as the relationship of the
government and its people. Each state have their own version of
Preamble and Articles which makes their constitution unique.
Its not acceptable to state to exist without a constitution
defining the relationship of the people who govern the state and
the people who completed the state itself.
PURPOSE AND FUNCTION OF THE
CONSTITUTION

government can run itself, following the rules and
laws written in the constitution of each state keep
them balanced and effective government to the

DEFINITION
O The Constitution (1987) is the fundamental law
of the land in the Philippines. It establishes the
structure, policies, roles and duties of the
Philippines' government. It contains the Bill of
Rights (article III), and sets out the State's
obligations to promote and uphold social
justice and human rights (article XIII).
IMPORTANCE
O Apart from establishing a democratic system
of government that ensures the separation of
powers among the legislative, executive and
judicial branches, the 1987 Constitution
continues to protect and uphold the
"fundamental rights and freedom of every

Importance of Social Justice
O Social justice seeks solutions to inequality,
and advocates for the equitable distribution of
resources within a community and country so
that every single person has the same
opportunities and freedom
O The 1987 Philippine Constitution guarantees
equal protection for everyone. Article II,
Section 10 declares that the State shall
promote social justice in all phases of national
development. While Section 11 declares The
State values the dignity of every human
person and guarantees full respect for human
rights.

What is human dignity?
O At its most basic, the concept of human
dignity is the belief that all people hold a
special value that's tied solely to their
humanity.
Example:
O Solidarity, the option for the poor, care for
creation, economic justice, and the common
good are examples of values that are vital to
any society built upon the dignity of the
human person.
Importance:
O Article XIII, titled Social Justice and Human
Rights, assigns further 'social justice' duties to
the state. It requires the legislature to prioritize
legislation that reduces 'social, economic and
political inequalities.
ARTICLE XIII SOCIAL JUSTICE
AND HUMAN RIGHTS Section 1.
O The Congress shall give highest priority to the
enactment of measures that protect and enhance the
right of all the people to human dignity, reduce social,
economic, and political inequalities, and remove
cultural inequities by equitably diffusing wealth and
political power for the common good. To this end, the
State shall regulate the acquisition, ownership, use,
and disposition of property and it's increments.
THE SANCTITY OF
FAMILY LIFE IN

DEFINITION
O The State must defend this right of the spouses to
found a family in accordance with their religious
convictions because the State itself acknowledges
that the family is the most basic unit of society,
that the family is not its creation but precedes its
own existence. It is really God’s own creation.
EXPLANATION
O The Constitution, Article 2, Section 12,
provides: “The State recognizes the sanctity of
family life and shall protect and strengthen the
family as a basic autonomous social
institution. It shall equally protect the life of
the mother and the life of the unborn from
conception.
IMPORTANCE
O it that bodily human life is an intrinsic good
and that it is always impermissible to kill an
innocent human. Abortion and euthanasia are
often assumed to violate the doctrine.
ROLE OF YOUTH IN
NATION BUILDING
DEFINITION
O Youth Role in Nation Building and Economic
Development in a country. In any society, the youth play
an important role in nation building and economic
development. They are the future leaders and the ones
who will shape the future of the country. The government
and private sector organizations need to create more
opportunities for the youth to be involved in nation
building and economic development.
INFORMATION
O The youth plays a great role in nation-
building. It has the power to help a country
develop and move towards progress. It also is
responsible for bringing social reform within a
country. The youth of a country determine the
future of a nation.
EXAMPLE
O This can involve volunteering, campaigning or
raising awareness on issues affecting the
community, starting businesses or working on
projects that improve infrastructure and services,
and generally being active citizens who care
about improving the lives of those around them.
IMPORTANCE
O Importance The role of the youth in nation
building is to provide fresh perspectives and
energy to help drive economic development
and social progress. As the future leaders of the
country, they have a responsibility to contribute
to making society better for everyone.
ROLE OF WOMEN IN
NATION BUILDING
DEFINITION
O Women tend to work in a less ordered, more
participatory, and more collaborative manner
than the male gender, and their leadership and
conflict-resolution beliefs embody democratic
values. Therefore, women's input is essential
to creating a powerful and dynamic country.
IMPORTANCE
O Women's Greater Role in Nation-Building Can
Lead to Economic and Political Stability in Post-
Conflict Countries. Women's participation in
post-conflict nation-building is an important
ingredient in achieving an equitable, peaceful
and more prosperous society, according to a
RAND Corporation study released today.
SELF RELIANT AND
INDEPENDENT
NATIONAL ECONOMY
O SECTION 19 The State shall develop a self-
reliant and independent national economy
effectively controlled by Filipinos”
O This section states that the constitutional
guidelines in the development of economy:
economic self-reliance, independent national
economy and effective Filipino control of the
economy.
O The 1987 constitution mandates for a self-reliant
and independent national economy effectively
controlled by Filipinos. Toward this end, the
state shall ensure that government officials who
negotiated with the foreign and democratic
creditors should not be allowed to be the
employed, within a prescribed period, with
financial institutions over which they have
negotiated in the past to avoid conflict of interest
which is tantamount to economic treason.
O Section 20. The State recognizes the indispensable role of
the private sector, encourages private enterprise, and
provides incentives to needed investments.
O In recognition of this role in sustainable development,
Congress enacted two primary laws to implement the
same: Republic Act No. 9184 or the Government
Procurement Reform Act (RA 9184) for the procurement
of goods, supplies and services, and Republic Act No. 6957
as amended by Republic Act No. 7718 or the Philippine
Build-Operate-and-Transfer (BOT) law which provided a
more focused framework in PPP infrastructure
development.

What is Human Rights?

defines human rights as universal and inalienable, interdependent
and indivisible, and equal and non-discriminatory.
O Universal and inalienable means that human rights belong to all
and cannot be taken away unless specific situations call for it.
However, the deprivation of a person's right is subject to due
process.
O Interdependent and indivisible, on the other
hand, regards that whatever happens to even
one right - fulfillment or violation - can
directly affect the others.
O Further, Equal and non-discriminatory means
that human rights protect all people regardless
of race, nationality, gender, religion, and
political leaning, among others. They should
be respected without prejudice
O Human rights are freedoms established by custom or
international agreement that impose standards of conduct
on all nations. Human rights are distinct from civil liberties,
which are freedoms established by the law of a particular
state and applied by that state in its own jurisdiction.
O Human rights are commonly understood as "inalienable
fundamental rights to which a person is inherently entitled
simply because she or he is a human being." Human rights
are thus conceived as universal (applicable everywhere) and
egalitarian (the same for everyone). These rights may exist
as natural rights or as legal rights, in both national and
international law.
