What is Power Sharing?

Power sharing means the distribution of power among the organs of the
government such as the legislature, executive, and judiciary.

Power sharing helps in achieving the stability of political order. In power-


sharing, power might even be shared at distinct levels such as union, state
and local.
Why is power sharing desirable?

• It helps to reduce the possibility of conflict and clashes between social groups.

• Secondly, a democratic rule involves sharing power with those affected by its
exercise, and who have to live with its effects.

• People will have a right to be consulted on how they are to be governed and can
change the power in the next upcoming years.
Power Sharing in Belgium

 The government in Belgium divided the powers equally between Dutch and
French speaking populations.

 It was decided that equal representation should be given to the French- and
Dutch-speaking population.

 Thus, there were equal numbers of ministers belonging to both communities in


the Central Government.
Power Sharing in Sri Lanka

 In Sri Lanka, the major social groups are the Sinhala-speakers (74
percent) and the Tamil-speakers (18 percent).

 Tamils in Sri Lanka were divided into two groups: Sri Lankan Tamils (13
percent)

 Tamil natives of the country. Indian Tamils (5 percent) – came from India
during the colonial period as plantation workers.
Comparison of the two models
Belgium:
Government gave importance to regional differences and cultural diversities.
Each community given equal power thus no single community could make decisions
alone.
They adopted such measures where everyone was given equal opportunities.
Sri Lanka:
The elected government adopted Majoritarian measures and established Sinhala
supremacy.
The government mainly supported Sinhalese.
Due to biased behaviour of the government, other groups felt alienated resulting in
civil war.
