2.0 COMPREHENSIVE LAND USE PLAN
2.1 Planning Context
The Philippine Development Plan's National Spatial Strategy
(NSS) (as cited below) will guide public investments and
catalyze private investments to maximize agglomeration
efficiencies, enhance connectivity, and build up resilience
against natural hazards. This is also what the Central Luzon
Development Plan has taken into consideration.

2.1 PLANNING CONTEXT
Agglomeration / Supporting Regional Agglomeration

The NSS seeks to build on the efficiencies and maximize the benefits of
scale and agglomeration economies (Le. frms and institutions locating
closer together). The NSS considered the trends and projections in
population and economic growth across regions, sub-regions, and cities.
Therafter. metropolitan, regional, and even sub-regional centers have
been identified. in general, these centers are meant to be engines of
growth and hubs for development of surrounding areas.

Connectivity / Increasing Connectivity

The NSS also seeks to improve linkages among setlements and the
centers inforder to equalize opportunities and address socioeconomic
inequities.

calamities.

2.3 DEVELOPMENT STRATEGIES
the municipality of Victoria anchored on the National Philippine
Development Plan dubbed as “AmBisyon 2040 ” where Filipinos enjoy
a strongly rooted, comfortable, and secure life.

AmBisyon 2040 by 2040 people can enjoy stable, comfortable, and


secure knowing that people have enough for daily needs and
unexpected expenses, that people can plan and prepare for their own
future and the children’s future.
FILIPINOS ARE STRONGLY ROOTED. (MATATAG).
It is a high trust society with a strong sense of society. There are volunteer opportunities,
and spend time to serve community, help others who are in need and contribute to various
causes.

FILIPINOS ARE COMFORTABLE . (MAGINHAWA).


Families and friends live in comfortable homes with the desired amenities and secure tenure.

FILIPINOS ARE SECURE . (PANATAG).


Filipinos feel secure over their lifetime where they can expect to live comfortably upon
retirement.
2.4 DEVELOPMENT CONCEPT AND STRUCTURE PLAN

strategies are established in this position of the
plan, which is critical in establishing Victoria's
future development

• Integrated in this portion all the suggestions and


comments from the technical working team of
Victoria in the preparation of the land use plan
will be apply in 2019-2028.
2.5 THE LAND USE PLAN
2.5.1 Detailed Land Use Allocation and Sectoral Maps

Land Supply. The Victoria Technical Group (TWG) utilized the


overlying method to calculate and determine available land for
the future expansion that is free from any constraint.
Geographic Information System (GIS) software was also
employed to assist the TWG in the conduct of sieve analysis to
identify exact location, boundaries and sizes of expansion area
in the municipality.

Population Projection

The Compound Annual Growth Rate (CAGR) approach was


used in defining Victoria’s population. Using this method, the
population is projected to grow at an annual growth rate of
1.15%. Based on the 2015 Philippine Statistic Data, Victoria’s
population is 63,715.

The proposed general land use plan is also the output of all the
preceding steps in the planning process. These include workshops,
numerous meetings and consultation with stakeholders and technical
working group, data gathering and analysis, and the utilization of the
Concept/Structure Plan which the stakeholders selected as the
organizing framework that translates all these insights into a composite
picture called the Comprehensive Land Use Plan (CLUP).
