Special Use Agreement in Protected Area (SAPA) application of Murcia

Water District (MWD) for the proposed Reforestation and Watershed

Protection Project at 40 hectares graduated ENGP Site within the North

Negros Natural Park (NNNP) located at Brgy. Amayco, Murcia, Negros

Occidental.
Watershed planning

• Murcia Water District intervention is to rehabilitate/ conduct tree planting

within the watershed area and protect as the major planning unit. By taking
this approach, the hydrological and ecological functions of a watershed are
maximized. This will also give the greatest impact in mitigating soil erosion
and geohazards (landslides, floods, streambank erosion, etc.) that especially
affect the downstream areas.

Scope and Coverage

I. The proposed Murcia Water District (MWD) Watershed Development Plan
shall be within the adopted ENGP area assigned by the DENR as shown on
the map provided and other watershed areas within the jurisdiction of
Murcia Negros, Occidental. It shall cover Northern Negros Natural Park
(NNNP) area as well as a portion of Bago Watershed. MWD will reforest the
area and will have a target of 40 hectares to be planted and maintained on
the adopted ENGP site and within the area of Murcia Water District water
sources. This will include the sustainable management of established
plantations as well as protection of existing forests.

Therefore, the MWD will have a total target of
16,580 seedlings to be planted in 40 hectares.
Species naturally growing in the area should be
included and protected to help ensure higher
survival rates.

To give effect to the MWD objectives which is to help communities

to have a source of income, forest products e.g. giant bamboo and
fruit trees will be utilized for livelihood project (processes technology
plan) for the local community without causing any harm or danger
to the biodiversity.
 Protection:

• Hiring of Forest Protection Officer (FPO)-

to conduct foot patrol within area in order to protect the forest
from any illegal activities.
• To ensure the sustainable management, rehabilitation and protection
of the forestlands and the resources therein, through the active
participation of the local community. The project is a 25-years
community-based forestry management plan with a short-term 3years
plan on implementing the project target for reforestation.
• Year 1 Seedling production, Nursery and Plantation establishment.
• Year 2&3 Maintenance and Protection, and long-term 22 years plan up
to 2048 (to include more processes plan for forest products utilization
for livelihood project). The no. of area and seedlings annual target will
be based on the MWD annual budget for reforestation.
