 ROLL CALL
• 알파벳 순서로 호명
• “Present”( 참석합니다 ), or “present and voting”
( 표결합니다 ) 라고 명표를 들며 말해야 함
- present and voting 을 들 경우 기권이 가능한
투표일 때에도 무조건 for 아니면 against 를 들어
야 함 . Abstain 불가능 !!
 회의 전반
• 1 인칭 , 2 인칭 사용 금지
-I, me, you 는 금지
-this delegate, our nation, our country,
the delegate of _____ 등만 가능
• NOTE PASS- 직접 다른 대사한테 , 또는 체어한테
말을 걸 수 없으니 물어보고 싶은 사항이나 말 할
내용이 있으면 note 를 적기 -> note 를 손에 쥐고
높이 올리면 스태프가 전달
OPENING SPEECH( 기조연설문 )
• 20 점 만점 : 준비해오세요 ! ( 암기하면 더
좋습니다 )
• 두 명이 절반씩 분담
• 알파벳 순으로 호명하여 PODIUM 에 나와서
90 초간 진행 - 시간 고려해서 초과 되지 않게 준비
• Mandatory 필수
• 자신이 사전에 작성한 position paper 의
간소화된 연설버전이라고 생각하시면 됨
• 해당 국가의 명확한 입장이 드러나야 함

Honorable chairs and fellow delegates,

Afghanistan is pleased to be part of this conference to discuss and come into future plans and resolutions about
post war reconstruction in the Middle East and Africa. Afghanistan is fully aware of the devastating effects of war
and internal conflicts, as the country has and is experiencing war.

First, for the host countries that are getting affected by war, this delegate wishes to focus on coming up with ways
to provide structural assistance, most importantly in health, infrastructure, economy and education. This delegate
also believes that coming upon international agreement to burden-sharing in providing aid to the post-war coun-
tries in need is necessary. In regards to the construction in the countries experiencing war themselves, ways to
tackle corruption and political instability should be debated thoroughly.

This delegate hopes to fully engage in this conference and converge other delegates’ opinions to come up with
effective post war reconstruction plans that will benefit not only the countries that are getting helped, but also the
countries that are giving support.

 GENERAL SPEAKERS LIST

• 90 초간 PODIUM 에서 진행
• 의장이 “ are there any delegates wishing to be added
on the speakers list?” 라고 물으면 Placard 를 높이 들어
발언자 목록에 자신을 등록시키는 방식
• 회의 전반에 대한 자신의 의견 자유롭게 말할 수 있음
 Caucus
• Caucus 는 더 원활한 회의를 위해 진행되는 비공식 토론
• MODERATED CAUCUS
-general speakers list 와 별개로 의장은 placard 를 드는 대사들을 한 명씩
불러 발언자를 받음
- 호명된 대사는 자리에서 일어나 발언을 함 (do not go to the podium)
-Moderated caucus 를 제기하는 대사는 moderated caucus 의 INDIVID-
UAL SPEAKING TIME, TOTAL DURATION TIME, PURPOSE 를 말 해야 함
- max. 20 minutes 로 제기 가능
• UNMODERATED CAUCUS
- 대사들이 자유롭게 돌아다니며 다른 대사들과 이야기 가능 - 잡담 금지 - Unmod-
erated Caucus 를 제기하는 대사는 unmoderated caucus 의 total duration time, purpose
를 말해야 함
- max. 40 minutes 로 제기 가능
- 결의안을 쓰고자 할 때에도 unmod 를 이용
 POINTS( 질의 )
• Point of Personal Privilege- 신체적인 불편사항
ex) this delegate cannot hear the delegate's
speech/ this delegate is cold
• Point of Information(POI)- opening speech,
general speakers list, authorship speech 후에
그 speech 에 대한 질의
• Point of Clarification(POC)- resolution,
amendment 에서 사용된 표현이나 단어에 대한
명확한 설명을 요구하는 질의
 Motions( 발의 )
• Motion to move in to moderated caucus-
위에서 말했듯이 발의를 제기하는 사람은
total duration time, individual speaking
time, purpose 말해야 함
• Motion move into unmoderated caucus-
total duration time, purpose 말해야 함
• Motion to introduce draft resolution- main
submitter 가 발의를 제기해야 함
 Motions
• Motion to introduce an amendment-
amendment 를 쓴 사람이 의장의 승인 후에
발의를 제기
• Motion to close debate on resolution
- 아무나 제기 가능
• Motion to close debate on amendment
- 아무나 제기 가능
• Motion to adjourn meeting- 발의 제기자는
purpose, total duration time 을 말해야 함
 RESOLUTION
• PREAMBULATORY CLAUSE
• OPERATIVE CLAUSE
• SUB CLAUSE
• SUB-SUB CLAUSE
- 같은 입장끼리 모아서 UNMOD 때 씀
- 입장은 보통 2 개의 block(group)
으로 나뉨
 RESOLUTION

• GOOGLE DOCS. 에서 국가들끼리 함께 작성 - 노트북

필요 ! ( 국가 당 최소 하나 , 둘 다 있으면 더 좋지만
의무는 아니고 점수에 영향 미치지 않음 )
• 의장 승인 -> 프린트
• MAIN SUBMITTER 정하기
 Introducing RESOLUTION
1.2 개의 RESO 중 첫 번째 RESO 의 MAIN SUBMITTER 가 MOTION
TO INTRODUCE DRAFT RESOLUTION 들기
2. 바로 투표 절차 - 단순 다수결 투표 (1/2)
3. 투표 pass 되면 MAIN SUBMITTER 가 PODIUM 으로 나와 OPER-
ATIVE CLAUSE 만 읽기
4. OPERATIVE CLAUSE 읽은 후 P.O.C 받음 (POINT OF CLARIFICA-
TION)
5. POC 받은 후 optional AUTHORSHIP SPEECH ( 해당 resolution 을
통해 이루고자 하는 목표를 중심으로 해서 스피치 , resolution 에 대한 어필 ) : MAX-
IMUM 3min.
6. Speech 하면 :authorship speech 후 P.O.I 2 개
speech 하지 않으면 : go back to seat
 RESOLUTION OFFICIALLY
INTRODUCED
• 원래대로 회의 진행하되 (mod, unmod, general
speaker list 열면서 ) resolution 에 대한
amendment( 수정안 ) 가 제기 가능
• Amendment 작성방법은 배부한 rop 참고
 INTRODUCING AN AMEND-
MENT
1. 개정할 내용을 CHAIR 에게 쪽지로 보냄 ( 포맷 참고 )
2. 승인 (APPROVED) -> 승인 받으면 MOTION TO INTRODUCE
AMENDMENT 들기
3. Motion 이 pass 되면 PODIUM 으로 나가기
4. Podium 에 나오면 수정사항을 의장이 읽음
5. Amendment 에 대한 POC 를 2 개 받음
6. Optional AUTHORSHIP SPEECH (MAXIMUM 2min.)
7. Speech 에 대한 POI 2 개 받기
8. 바로 amendment 자체에 대한 투표 진행 : PASS => RESO 자필 수정
* 하나의 RESOLUTION 에 대해 AMENDMENT 과정 4-5 회 반복
 CLOSING DEBATE ON RESO-
LUTION
1. Motion to close debate on the resolution 제기
2. 투표 ( 단순 다수결 ½ 찬성 필요 ) : CLOSED 되면
3. => RESO 자체에 대한 투표 ( 2/3 다수결 찬성 필요 )
진행
- 자체 투표에서는 ABSTAIN ( 중립 ; 기권 ) 가능
4. 자체 투표가 끝나면 PASS 여부에 상관없이 다음
결의안도 MAIN SUBMITTER 가 같은 과정 반복
