A. IAAF Rules will be applied.
B. An athlete is allowed to compete three (3) individual
events and two (2) relays only.
C. A. team may enter two (2) athletes only per individual
event.
D. Entry form should be prepared by rank, according to
fastest to slowest, indicating no.1 as the fastest and no.2 as
the second, in four (4) copies before attending the
solidarity meeting. This form will be submitted to the
tournament manager or his duly

authorized representative after the Solidarity meeting.
E. All competitors must wear their delegation identity
uniform and assigned athletes’ number when reporting at
the roll call area and during the competition proper.
F. No coaches or any party identified with an athlete is
allowed within the vicinity of the playing area (with the
crowd control fence/ PRESS box). If the rule will be
violated, a warning card (yellow) is shown to the coach or
any party with an athlete, and the second time, a red card
will be shown and the athlete will be disqualified of the
competition.

G. Using of starting block is a “MUST” in sprint and hurdle
events.
H. Athlete who will not perform/ participate in his entered or
qualified events cannot play anymore in his/her succeeding
events (law of succession)
In relays, qualifier can change runners a maximum of two
(2).
J. In case of an inclement weather in an event cannot be
safely competed, the coaches will be consulted prior to the
postponement or cancellation of the schedule by the
Technical Management based on the rule of the majority.

K. In case of unfinished finals, due to typhoon ranking will
be based on the result of the time.
L. No medals for unplayed events.
M. Start of the game is 6:30 and will end at 10:00. in the
afternoon game starts at 3:00
N. Awarding of medals will be done the next day after the
competition has been concluded in coordination with the
awards committee. All awardees must be in decent
delegation uniform and shoes.
O. The number of athletes for secondary boys and girls is
sixteen.

P. The starting height of the bar in high jump and pole vault
will be as follows:
EG = 1.15 m EB = 1.25 m
SG = 1.30 m SB = 1.40 m
Pole Vault = 2.00M (then succeeding three (3) raising of the
bar will be by 20cm. Thereafter followed by 10 cm. onward.
Q. Other guidelines to serve as ground rules will be as

GENERAL RULES

EVENTS
DEFINITIONS
1. Trial – an attempt in a throwing event (each competitor
is allowed a specified number of trials.)
2. Flight – a round of trials for a group of competitors in a
field event.
3. Qualify – earn the right to participate in the finals
4. Foul throw— a throw which is counted as a trial, but
NOT measured because of rule violation.
GENERAL RULES

1. In championship meets, the games committee may provide


implements and require all competitors to use them.
2. Warming-up shall not be allowed in any throwing venue until
supervision by a coach or official.
3. Each competitor shall be allowed three preliminary trials, plus
three in the finals. In meets with limited entries, the games
committee may allow all competitors just four total trials.
4. Three (3) preliminary trials shall be taken in flights of 4 to 12 in
the order contestants are listed for competition.

GENERAL RULES
5. The order in which contestants take their preliminary trials is determined
by the games committee. a. If weather or other conditions results in
unfairness, referee may alter the order of trials.
6. With prelims, the general rule to go to the finals is to qualify one more
competitor than scoring places. Competitors must have one legal throw
in the preliminaries.
7. In preliminaries and finals, the event judge may allow successive trials to
accommodate an athlete in another event.
GENERAL RULES
8. Contestants shall report promptly to the event judge at the designated
location when the event is announced. They have one minute to
complete a trial after their name is called or charged a trial.
9. The time limit to be excused for another event is determined by the
games committee.
10. Measurement shall be made with non-stretchable tape, such as
fiberglass, nylon, steel, or scientific measuring devise. For records,
recommend that a steel tape be used.
11. Breaking ties for any place use the 2nd best throw; still tied, use 3rd
best throw, etc.

12. At the conclusion of any field event there shall be no further
practice and implements shall be removed from the area.
13. To obtain a better grip, competitors may use chalk, adhesive, rosin
or similar substance.
14. Officials may place projecting lines (2” wide and 8” long) lying
on diameter extended and outside the circle for the purpose of
indicating the back half of the throwing circle.
15. Warm-up at the competition area once a competition has
begun, athletes are not permitted to use, for practice
purposes, as appropriate – a. runway or take-off area. b.
implements, c. the circles or the ground within the sector

SHOT PUT AND DISCUS


1. May enter the circle at any point; exit from the rear half; under
control. Start from a still position.
2. You may touch only the inside edge of the band of the throwing ring;
may not touch the top of the stop board.
3. Any part of the body may extend over the band, provided they do not
touch the ground outside the circle.
4. Both prelims and final throws count towards best throw.
5.If throwing implement lands on a sector line, it is a foul throw.
6. Must not leave circle until implement has touched the ground or judge
calls “mark”..
Rules During the Event

SHOT PUT

Legal Put: Shall be made from with the circle and shall land within the
prescribed sector. A legal shot shall be made from the shoulder, with one
hand only, so that during the attempt, the shot does not drop
behind or below the shoulder. No harness or mechanical device attached
to the hand or arm shall be used. (For indoor meets only, a shot
consisting of a shell of rubber or plastic center filled with lead pellets
may be used.)

SHOT PUT
Sector: The games committee may designate the sector to be used. The
standard sector has lines extended from the center point of the circle on
lines through the ends of the toe board (65.5 degrees). A 40
degree sector or a 34.92 degree sector may also be designated. The
34.92 degree sector will be the only sector allowed beginning in 2007.
Measurement: From the nearest edge of the first mark made by the shot
to the inside edge of the stop board nearest such mark, measured along
the extended radius of the circle. Measurements shall be to
nearest lesser ¼ inch . Readings will be at the circle so that the
competitors will immediately know their results. Every throw will be
measured! Exception will be foul throws.

Discus Sector: A discus event conducted on the infield of the track shall
use a 40-degree or a 34.92 degree sector, and the cage shall conform to
the 40-degree sector. Outside the track may use a 60-degree sector. The
34.92 degree sector becomes the only sector allowed beginning in 2007.
FOUL THROWS
Measurement: measure every legal throw.
1. Measurement is from the nearest edge of the first mark made by the
discus to the inside edge of the throwing circle. Nearest such mark
measured along an extended radius of the circle.
2. Measure to the nearest lesser inch(1”) or even centimeter, using a
non- stretchable tape.
Throwing aids: Taping of any part of the throwing hand or fingers
shall not be permitted unless there is an open cut or wound that must
be protected by tape. Taping of the wrist is allowed. Gloves are not
permitted, however support belts may be worn. Chalk and similar
substances are allowed.

DISCUS THROW
NEAR THE
CIRCLE
-Two judges checking that the throw has been made
correctly and measuring the throw. In a large number of
national competitions the Chief Judge, takes on his duty. He
must be eqipped with flags in order to indicate as quickly as
possible, after the thrower has left the circle, whether the
throw is “good” (white flag) or “failed” (red flag)
-- A judge (2) placed oppposite judge(1) checking from his
side that the throw is correct.
-- A judge (3)holding the tape measure so that it is held taut
and passes through the centre of the circle.
AT THE LANDING
-A judge (4) responsible for the landing zone and indicating with
the help of flags whether the throw is valid or not.
-Two judges (5 and 6) who will watch the exact place of landing
will have a marker which he will place in the ground to enable the
measuring of the throw.
--A judge (7) who will hold the tape measure on the zero mark at
the spot where the marker has been placed.
-- A judge (8) in charge of placing the small flags indicating each
athlete’s best throw along a strip of line outside the sector in order
to avoid them being hit by an implement.
-In important competitions, we advise, in order to inform the public,
placing a brightly coloured marker next to the flag of the athlete
about to make a throw.
--At the landing, one person or two reponsible for sending back the
discus that has been thrown(13)
Near the circle:
A Recorder (9) keeping the results sheet and
calling the athletes.
A Judge (10) in charge of the results scoreboard

to the athletes that they have a certain time to take

JAVELIN THROW
GENERAL RULES
In the Javelin the foul line shall be marked with white marking
material or white metal plastic, or wood band 2 3/4” inches in
width. If using a band, top surface to level with throwing sector. The
runway for the throw should have a minimum length of 120 feet, and
shall be marked by two parallel lines 13’ 11/2” apart and terminated
by a foul-line arc with radius of 26’3”.
LEGAL THROWS Javelin shall be held only by the whip cord grip
at the time the throw is executed. It may be held at the end of the
grip even though one or more fingers and thumb touch the javelin
shaft .The throw must be made from behind the scratch line arc and
must fall within the sector made by extending the radii of the
scratch line arc through the intersection of the arc with the runway
lines.

360 degrees, or more at any time during the approach or delivery.

first point of contact by the javelin to the point of the

non stretch tape. Read from the scratch line so the competitor
will immediately know the results.

2. The competitor makes a 360 degree turn before the javelin is in
flight.
3. The competitor uses a delivery other than an overarm above the
shoulder motion of the throwing arm.
4. The competitor touches on or over either the runway lines, or
on or over the scratch line arc with any part of the body before
the throw is marked.
5. The javelin lands on or outside the sector lines.
6. The competitor fails to complete a throw within one minute
after being called.

 where there are 8 athletes or fewer, each athlete shall be
allowed 6 trials, if more than one fail to achieve a valid
trial during the first 3 rounds of trials, such athlete shall
compete in subsequent rounds of trials in the same relative

• Taping of two or more fingers together,
• Use of any device of any kind, including
weights attached to the body,
• The use of gloves except in the Hammer Throw,
• The spraying or spreading by an athlete of any
substance in the circle or on his shoes nor the
roughening of the surface of the circle.
ALLOWED
• The use by an athlete, in order to obtain a
better grip, of a suitable substance on his
hands only or in the case of a hammer
thrower on his gloves. A shot putter may
use such substance on their neck.
• The placement by an athlete, in the Shot
Put and Discus Throw, on the implement,
chalk or a similar substance
SHOT PUT
• The shot shall be put from the shoulder
with one hand only. At the time an
athlete takes a stance in the circle to
commence a put, the shot shall touch or
be in close proximity to the neck or the
chin and the hand shall not be dropped
below his position during the action of
putting.
MEASUREMENTS
• From the nearest mark made by the fall
of the shot, discus and hammer head, to
the inside of the circumference of the
circle along a line to the centre of the
circle.
• In the Javelin Throw, from where the
head of the Javelin first struck the
ground to the inside edge of the arc,
along a line to the centre of the circle of
which the arc is part

It shall be a failure if an athlete in the course
of a trial;
a. After he has stepped into the circle and
begun to make a throw, touches with any
part of his body the top of the rim or the
ground outside the circle,
b. In the Shot Put, touches with any part of
his body any part of the of the stop board
other than its inner side

c. In the Javelin Throw, touches with any part
of his body the lines which mark the
runway or the ground outside.
It shall be a failure,
a. If the implement in contacting the ground
when it first lands, touches the sector line,
the ground or any object outside the
sector line.
b. If the athlete leaves the circle or runway
before the implement has touched the
ground
TRIALS
• An athlete may interrupt a trial once
started, may lay the implement down
inside or outside the circle or runway
and may leave it, provided that no other
rules have been infringed. ( all the
moves shall be included in the
maximum time for a trial given)

the metal head strikes the ground
before any other part of the javelin
• Until the javelin has been thrown, an
athlete shall not at any time turn
completely around, so that his back is
towards the throwing arc.

• From the qualifying event, only 12 athletes
with the best throws can proceed to the
final. Every competitor is allowed three
attempts to mark their best throw. Based on
the initial three attempts, the top eight are
allowed another three chances and their
positions are decided based on the longest
throw.

• In case of a tie-breaker, the second-best
throw, determines the winner.
• The measurement is made from the first
point where the discus breaks the ground to
the inside of the arc of the throwing circle
with a tape. The officials hold the tape in
such a way that the zero end is at the point
where the discus

is drawn to the centre of the throwing circle.
• However, the distance is measured till the
point where the tape crosses the inside edge
of the circumference of the circle.
VERTICAL JUMPS
TRIALS
• An athlete may commence
jumping/vaulting at any height at his own
discretion at any subsequent height.
• If an athlete forgoes a trial at a certain
height he may not make any subsequent
trial at that height, except in the case of
jump-off for first place.
TRIALS
• Unless there is only one athlete remaining
and he has won the competition the bar shall
never be raised by less than 2cm in High
jump and 5cm in Pole vault after each round
of trial.
PLACINGS
• If two or more athletes clear the same final
height, the procedure to decide the places
will be the following:
The athlete with the lowest number of
jumps at the height last cleared shall be
awarded the higher place.
The athlete with the lowest total of
failures throughout the competition up to
and including the height last cleared, shall
be awarded the higher place.
