the emphasis on values education in the existing basic education curricula, the goals, principles and guidelines of the values education program of DepEd do not have a strong global orientation.

Despite

The apparent lack of congruence between goals and objectives and objectives and guidelines implies a token attempt on the part of the planners to provide a global bias in values education.

Requires an education that provides the cultural enrichment of all learners in the educational continuum.

When planners fail to factor in these cultural concerns in curriculum planning, it is not logical to expect Filipino children to develop cultural sensitivity as an outcome of schooling.

There are two competing polar values in global education:


l. Outward orientation 2. Inward orientation

Outward Orientation reflects globalization or the reaching out to link with and keep pace with the rest of humanity through information, fashion, music, sports and lifestyle, among others. Means recognition of the value of interdependence & interconnectedness.

Inward Orientation
The compelling inner force that allows individuals to understand and protect their own values even as they attempt to understand the values of other cultures.

In the global neighborhood report of the U.N. Commission on Global Governance, Never before have so many peoples had so much in common, but never before have the things that divide them been so obvious.

ISSUES: The concept of global citizenship provides a challenge to educators to review the purpose , content & method of education.
Intuitively, there will be a need
to explore alternative methodologies and strategies to develop such a holistic orientation among the learners.

The importance of environmental education in the preservation and improvement of the worlds environment as well as in the sound and balanced development in the worlds communities was first recognized in 1972 at the United Nations Conference on the Human Environment held in Stockholm.

Philippines The National Basic Education Curriculum 2002 and the National Environmental Education Action Plan 2004 to 2013 have continued to emphasize the integration of environmental education into the school curriculum.

INFORMATION & COMMUNICATION TECHNOLOGY IN PHILIPPINE EDUCATION

Towards the end of last century, we witnessed scientific breakthrough and technological advances, particularly in information and communication technology (ICT). The Philippines is bent to modernize its basic education system geared towards the requirements of a knowledge-intensive economy. Along with this effort is the continuous curricular change through ICT integration in the classroom.

communities around the world, broken down economic and cultural barriers between peoples and made faster movement of people, goods, information and capital across nations leading us towards regional and global integration and the coming up of a borderless economy or global village.

ICTs have reshaped the educational landscape by transforming the content and modes of delivery/acquisition of learning as well as how the educational institutions operate.

from other parts of the world can now be accessed, courses are offered online, and distance education has become common. provides new ways of reaching out the underrepresented or marginalized populations, responding to diverse learning styles and pace of individuals, addressing the need for continuous learning and extending information and communication networks to isolated schools.

The concerted effort and support of government, industries, academe and nongovernment organizations are positive steps towards narrowing these gaps, which eventually will produce qualified graduates for immediate employment in the ICT sector.

In

general, basic education in the Philippines is still faced with the difficulty in fully harnessing the potentials of digital literacy and ICT diffusion. Success stories abound but these are limited to those with ample access to digital infrastructure and ICT-open minded teachers and administrators with the help of the private sector and other education stakeholders.

The policy framework should be coherent and consistent with the over-all development agenda in equipping the economy towards the requirements of a knowledge and information- intensive society. In addition to the provision of adequate infrastructure and fiscal allocation, this demands a more radical change of the basic education curriculum where ICT and digital literacy becomes the basic component and a separate subject area.

However, the government, being the lead sector, should realize that without a unifying policy framework in integrating ICT in the basic education, the Filipino student will always be lagging behind the global standards for digital literacy and will always be at the losing end of the digital divide.
