An overview

EAGLE SCOUT WITH SILVER ANAHAW AWARD CARL IVAN LINANG, TOBS 2017
The Scout Youth Forum, a primordial part of
the Youth Development Program of the Boy
Scouts of the Philippines is organized to fill in
the need and the clamor for youth participation
in the decision-making process in the Scout
Movement, especially in matters and issues
directly affecting them, and serves as a
laboratory for the development of leadership
from among our young Scouts.

The Scout Youth Forum is also an
educational tool to support the process of
developing youth participation. It is an event
that empowers and inspires young people
through a participatory approach, helping them
to develop skills in decision-making which can
be used within Scouting and in society.

ORIENTATION
Parliamentary Rules and Procedures

1.) Every group should compose a
resolution which should anchored with
the process of S.P.E.A.R. :
S - ubject
P - roblems
E – xisting Projects
A – gencies Involved
R - esolutions

2.) The number of the listed problems
should be directly proportional to the
number of the listed resolutions.

3.) The body/house (participants) has
the power to make changes in the
resolution through the use of motions.
There are three types of motions: (1)
Main Motions, (2) Subsidiary Motions and
(3) Incidental Motions.

A. MAIN MOTIONS
1. Motion to add – is being raised if
someone from the body wants to add
something in the resolution.
2. Motion to omit – is being raised if
someone from the body wants to
remove something in the resolution.
3. Motion to amend - is being raised if
someone from the body wants to
revise something in the resolution

4. Motion for reconsideration – is being
raised if a resolution has been quashed
by the body and wants to reconsider it.
5. Motion to adapt – is being raised by
someone from the body if the resolution
is furnished and ready for the
presentation to the Organizing
Committee.
6. Motion to quash – is being raised if
the body cannot make changes anymore
in a particular resolution.

B. SUBSIDIARY MOTIONS
1. Motion to close the debate – is being
raised if someone from the body wants to
end a never-ending debate between two
persons.
2. Motion to extend the debate – is being
raised if someone from the body wants to
have more time for a discussion.
3. Motion to postpone - is being raised if
someone from the body wants to
postpone the discussion of the resolution.

4. Motion to have a recess– is being
raised if someone from the body wants
the chairman of the committee to
declare an indefinite coccus.
5. Motion to adjourn – is being raised if
someone from the body wants to adjourn
the plenary session.

C. INCIDENTAL MOTIONS
1. Motion to suspend the chair– is being
raised if someone from the body wants
to suspend the chairman if he is not
performing well.
2. Motion to rise to a point of order– is
being raised if someone from the body
wants to suspend a member from the
body who frequently raise a “point of
order.

3. Motion to suspend a rule– is being
raised if someone from the body wants
to suspend one of the house rules that is
interfering to the session.
4. Motion to withdraw a motion – is
being raised if someone from the body
wants to debunk his/her own raised
motion.

4.) The body/house (participants), the
Steering Committee (SC) and the
Organizing Committee has the power to
raise points in supporting the motions.

POINTS:
1. Point of inquiry – is being raised if
someone wants to ask something
about the resolution.
2. Point of information/clarification –
is being raised if someone wants to
answer the question raised through
“point of inquiry”.
3. Point of order – is being raised if
someone doesn’t follow the
parliamentary rules.

4. Point of personal privilege – is being
raised if someone wants to request
something or wants to go to the comfort
room.
5. Point of executive privilege – is being
raised only by the Organizing Committee
and the Steering Committee.
6. Privilege of Speech – is being raised if
someone wants to elaborate something.

5.) The ratio of the medium of language
to be used in the whole duration of the
forum proper will be 80:20 (English to
Filipino).

6.) Everyone should follow the Triangular
Method of Communication. If someone
wants to address something to a certain
person, he/she would relay it first to the
chairman and the chairman will relay it
to the person addressed.
Hence, the use of the pronouns “you”,
“your”, “yours”, “he”, “his”, “she”,
“her”, “they”, and “their” is prohibited.

7.) A motion should be seconded by a
member of the body in order to accept
the motion. However, if the motion was
objected right after it become seconded,
the division of the body/house will be
conducted. The majority of the votes
will be considered as the final decision
of the body.

8.) Any decisions made by the body and
the Organizing Committee is irrevocable
and should never be replaced.

9.) The chairman can declare an
indefinite coccus if desired. The
parliamentary rules are temporarily
suspended if an indefinite coccus is
declared. Subsequently, the chairman
can call the session into order if he/she
wants to implement again the
parliamentary rules and nullify the
declared indefinite coccus.

10.) The Forum Proper will be divided into
Five Plenary Sessions:
• First Plenary Session

11.) The body should elect five (5)
members of the Steering Committee (SC)
that will run the Second and the Third
Plenary Sessions. The election will be
conducted during the First Plenary
Session.

12.) The body should elect five (5)
members of the Organizing Committee
(OC) that will run the next Council Scout
Youth Forum. They will also elect two (2)
Council Scout Representatives to the
Local Council Executive Board. The
election will be conducted during the
Fifth Plenary Session.

13.) The elected Organizing Committee
(OC) will represent the BSoP Lipa City
Council to the 2018 Southern Tagalog
Regional Scout Youth Forum to be hosted
by Romblon Council.

HOUSE RULES

1.) Every delegate should wear their
complete Type A Uniform.

2.) Every delegate should actively
participate in the whole duration of the
forum proper. In other words, “Bawal ang
KJ!”

3.) The use of phones during the Plenary
Sessions is strictly prohibited.

4.) Male delegates are prohibited to
enter the female delegate’s quarters and
vice versa.

5.) All delegates are prohibited to enter
the Organizing Committee quarters.

6.) The Forum Advisers shall be the only
Adult Leaders that are allowed to
intervene in the conduct of the Council
Scout Youth Forum.

7.) The Scout Law is the Law of the
Council Scout Youth Forum.

RULES OF ELECTION

1. Every school will have four (4) voting
powers.

2. The official ballot should have a
signature of the chairman of the
Organizing Committee.

3. The misspelled name of the candidate
will not be considered as an official vote.

4. Any erasures in the official ballot will
be considered as null and void.

5. An institution should have a maximum
number of candidates of three (3).
