STRATEGIC OBJECTIVES OF CENSUS 2020

7th CENSUS 2020
The Population and Housing
Census in Indonesia is conducted
every 10 years. Since the
establishment of Indonesia, 6
census has been implemented.
MAIN OBJECTIVE
To have a total coverage and to
accurately count and measure
the numbers and key
characteristics of the population,
households and living quarters
in Indonesia at a point in time
To provide comprehensive population data with its
01 complexities of changes and disaggregated to the lowest
administrative level
To provide basic data needed for calculating
02 demographic parameters disaggregated to the district/city
level
To provide basic data needed for calculating population
03 projection
To provide the basis for developing a sampling frame for
04 all household surveys in BPS

Complexities of time spent Going
to Work: Limited leisure time at
home. People tend to be more
emotional
Increase in the number of exclusive living and
high rise apartments which tend to limit
extraction of information
Census management team tend to
conduct activity in a linear fashion.
Census management need a
holistic approach.
Revolution in ICT: Tendency to
rush activities, wants to be
quick. Field officers want to
complete task in a rush
Approximately 45 percent of Population are
elementary school graduates or less. The
challenge is to obtain quality census field
officers.
Demographic transition Phase 3:
more individualistic, value
privacy, more distrust: Refusal to
participate in census/survey

Increase of complexity

mechanism to indicate and detect the errors in the
stages of business process (mainly in data collection
and data processing) in the beginning of each
population census stages.
• In the data collection When the errors occurred then
will be followed up by regional BPS through the Field
Enumerator.
• This mechanism to ensure that the similar error will be
less or will not spread massively and repeatedly during
the census period.
• The stage applied monitoring quality will be on Data
Collection and Data Processing consider to the highest
risk probability of each stages.
