The PYDP refers to the comprehensive


national plan expressing the convergence
efforts of the different youth-serving
agencies, civil society organizations,
PYDP 6 years National Youth Commission
designed to promote the general welfare,
development and empowerment of the
youth in preparation for their vital role in
nation-building.

The LYDP is a strategic youth development


plan formulated at the provincial, city or
municipality initially drafted by the
respective SK Pederasyon and finalized by
SK Pederasyon & Local Youth
LYDP the LYDC. This should be submitted to the 3 years
Development Council
LCE for inclusion in the Local Development
Plan and subsequently endorsed to the
Sanggunian of the LGU concerned for
approval.

The CBYDP is a rolling plan aligned with


the PYDP and the LYDP. It shall be the
basis for the crafting of the ABYIP or the
annual program containing programs,
CBYDP 3 years Sangguniang Kabataan
projects and activities with corresponding
costs including the necessary fund flows
to approximate the reasonable timing in the
release of funds.

2023-2028 Framework
• The PYDP 2017-2022 sought to enable, promote
and ensure the youth’s active, meaningful, and
holistic participation in society in furtherance of
their rights and welfare. It identified centers for
youth participation

• These centers of participation aimed to harmonize


existing government programs by means of
crafted strategies. Each strategy consisted of
specific objectives, programs and projects,
monitoring metrics and lead agencies.

• For the purposes of continuity, the PYDP 2023-


2028 would adopt the same centers of
participation. However, there are slight
modifications. In particular, the centers of
participation are grouped according to the vision
statements embodied in the AmBisyon Natin 2040
and the 2023-2028 Eight- Point Socio-Economic
Agenda of the current administration. Further,
‘Agriculture’ has been included as a new center of
youth participation.

As of 2022, the Philippine Statistics Authority (PSA) has


reported a total of 31,407,109 Filipino youth with ages 15-30
years old. Of this number, 51.25% are males and 48.75%
females. A further breakdown of ages shows the following
distributions - 20.07% child youth, 44.20% core youth, and
35.74% adult youth
