Definition of Fiscal decentralization
• Fiscal decentralisation is a critical element in any decentralised system of
governance. Decisions on the allocation of resources and responsibilities have
far-reaching consequences: they define to a large extent what type of public
services are being delivered by subnational governments; how they are going to
finance their expenditures; what level of equity should or could be established in
the face of fiscal disparities; and how sustainable national public finances can be.
Subnational revenues can include: fiscal transfers, taxes and revenue sharing,
and government borrowing and debt.
Concept of Fiscal decentralization
• involves shifting financial responsibilities from central to local
governments, empowering regional authorities to manage
revenues and expenditures. This approach can enhance local
services and accountability. It's a balance of autonomy and
cohesion, tailored to community needs.
Aspects of Fiscal decentralization
• One aspect of fiscal decentralization is the assignment of revenue
sources to subnational governments. By allowing local authorities
to collect taxes or receive grants directly, they can have greater
control over their own finances and tailor their policies according
to local needs. This can lead to more efficient resource allocation
and better responsiveness to citizen demands.

• Fiscal implementation refers to the process of putting into action
the fiscal policies and measures decided by a government or an
organization. It involves the allocation and management of
financial resources in order to achieve desired economic outcomes.
The success of fiscal implementation depends on effective
planning, coordination, and monitoring.
