JHA: Job Hazard Analysis

JSA: Job Safety Analysis
JRA: Job Risk Assessment
WHY ?
Rev 4 – May 03

WHY IS JOB SAFETY ANALYSIS NECESSARY?

• Risks cause accidents

• Activity (company, contractors)
• Size means exposure
• Regulations & Company Policy
GENERAL SAFETY PRINCIPALS
Rev 4 – May 03

• Avoid risks
• Assess the risks which cannot be avoided
• Reduce risk from the origine
• Replace hazardous by non- or less
hazardous
• Give priority to collective protections
before PPE’s
• …
Job Safety Analysis
Rev 4 – May 03

R1 – Analysis can be done during operations

E.G. Risk assessment at work places

Safety audit,

Improving working environment

Job Safety Analysis
Rev 4 – May 03

R2 - Analysis can be done before operations

DESIGN of work scope, procedures …

Preparing CO-ACTIVITY of several companies

or persons on same job

SCOPE
Rev 4 – May 03

 PREPARATION stage of NON-ROUTINE WORKS

which appear to pose a significant threat.
- technical hazards
- co-ordination
eg: SIMULTANEOUS OPS

 REVIEW of existing procedures

Job Safety Analysis
Rev 4 – May 03

Job Safety Analysis must be used to

communicate between operators
about:
 RISK
 SAFETY MEASURES
Job Safety Analysis
Rev 4 – May 03

The JSA is very helpful to keep in mind all the risk and precautions
associated to a risky operation.
… and the Pre Job Meeting is the right time to remind all that.

METHOD
RISKS ANALYSIS
Rev 4 – May 03

OBJECTIVES :

 Identify Hazards
 Assess Risks

 Define preventive and protective measures

Design phase, Permit to Work, SIMOPS

 Prepare recovery in case of incident

DESCRIPTION OF ACTIVITIES
Rev 4 – May 03

Observe and to describe activities

 Observe

 See safety rules

 Question the workers

 Identify the differences between procedures

and real practices
 Identify downgraded phases
ASSESS RISKS
Rev 4 – May 03

Evaluate risks

Definition:

Risks means the combination of

 the likelihood

 the potential consequences of the hazardous event

COMMUNICATION
Rev 4 – May 03

Use & communicate JSA during Meeting!

A documented JSA Databases, used as PJM Tool, will constitute a feed back:
 For the others Crews in time off, who have not participated to this operation

 By revising JSA (if change in procedure or new identified risk appears),

in order to advide others crews.

 For the others Rigs, sharing the experience of each one.

PLAN:
By Risk Assessment

DO:
 By anticipation (with PJM
REVIEW: documented by JSA)
By revising JSA
(Post Job Meeting)  By Rules of Arts & Procedure

CHECK

JSA “Feed back for the others”

UNDERSTANDING

COMMUNICATION IS A 2- WAY PROCESS

ASK
CONTRACTORS / PERSONNEL
TO REPEAT
THE RISK IDENTIFIED
AND THE SAFETY PRECAUTIONS
REVIEW
Rev 4 – May 03

COMMUNICATION IS A 2- WAY PROCESS

ASK
CONTRACTORS / PERSONNEL
TO ASSESS THE EFFICIENCY
OF THE PROPOSED MEASURES
VS THE RISK ANALYSIS.
It will ensure that
WORKERS
HAVE UNDERSTOOD
CONCLUSIONS
Rev 4 – May 03

 All relevant partners, companies, contractors are involved in the Job

Safety Analysis
 The Job Safety Analysis is based on a structured method (energies)
and on personnel experience to focus on major risks.

 Risk Assessment always includes a thorough inspection of the site

 Risk Assessment is used during the pre-job meeting

 Risk Assessment is to be re-used to repeat the operation, update

procedures, train the green hands, make safety specs for the
subcontractors...
