CAVITE ON IMPLEMENTING PEDESTRIAN SAFETY. Introduction One of the most incidents that are happening on many national highways or roads is jaywalking, wherein people are the cause of it. Pedestrian Safety is a program that focuses on the behavior of pedestrians and motorists to reduce and decrease accidents, injuries, and fatalities on the highways or any national roads. Many pedestrians or people are involved in car accidents on highways and one of the causes is jaywalking. Traffic safety and reducing car accidents and pedestrian injuries are the key factors. As previously discussed, jaywalking can be extremely risky and raise the possibility of pedestrian fatalities from being hit by a car. Authorities intend to lower the number of pedestrian accidents by strictly enforcing penalties for jaywalking. In addition, jaywalking can contribute to clogged roads. Drivers may have to brake hard or swerve to avoid hitting people who cross outside of a crosswalk. This may result in traffic snarls and even accidents. City Ordinance No. 2011-198 Addendum to City Ordinance No. 2008-155 also known as an “Ordinance providing the revised traffic code of the Trece Martires City”. It is also related to Provincial Ordinance No. 003-s-2001, An ordinance also known as Traffic Code of the Province of Cavite wherein the contents of the ordinance is establishing rules and regulations in traffic safety management. Also, to ensure the safetiness of commuters, drivers, pedestrians,and motorist. Using a sidewalk and designated pedestrian crossing helps the people in assuring their safety while crossing the lanes. The capacity to respond to pedestrian safety is an important component of efforts to prevent road traffic injuries. Objectives One of the objectives of this research is to give ideas and pieces of information for the safety and welfare of the people. Also, to encourage people to not jaywalk, in order to reduce further accidents, and gain knowledge in terms of pedestrian safety. Body One of the questions in determining the answer of the respondents are: 1. Why do we need to practice the right way of using the lane? 2. Do you prefer payment of fines if you jaywalk? 3. Is it effective the no Jay walking that is being implemented? One of the problems of the policy City Ordinance No. 2011-198 Addendum to City Ordinance No. 2008-155 also known as the Ordinance provides the revised traffic code of the Trece Martires City, Cavite, is that although it is easy to implement it is hard to apply to people to since not all people will follow the policies rules and regulations that are implemented. For example, its penalty is a fine of 500 pesos. Many people will make a promise that they will not do it again but eventually will do it again. That is why traffic enforcers will attend seminars prepared by the city hall in order for them to gather new knowledge and teach other people about the said policy and its relation to other traffic and pedestrian safety that are related to city ordinance. The recommendation of our participants to address the problems is that there should be seminars, programs, or activities about pedestrian safety, and the negative effects of jaywalking or not crossing on the right way. Wherein seminars will be held in each barangay, wherein LTO (Land Transportation Office) is tasked to ensure road safety through the inspection and registration of roadworthy motor vehicles, issuance of driver’s licenses, and many others, and LTFRB (Land Transportation Franchising and Regulatory Board) who is responsible for promulgating and administering, enforcing, and monitoring compliance of policies, laws, and regulations of public land transportation services. Because they are the one who knows best when it comes to pedestrian safety and road safety of the citizens and the drivers when on any highway. Also, in order for the people to know different kinds of traffic signs meaning and their purpose, and policies that are related to them CONCLUSION Many people are using pedestrian lane others are jaywalking they fast way but they apprehended by authority and pay fine to follow the rules walk in pedestrian lane or footbridge they have a ordinance should be follow to avoid accident and be discipline all times and safe walk in pedestrian lane RECOMMENDATION Recommendation of the MMDA that jaywalkers who could not afford to pay the fine be made instead to help clean any of the Metro’s waterways or esteros for three hours. Previously, jaywalkers who could not pay the fine are made to attend a disaster assistance seminar. Follow signages, traffic light and walk in right pedestrian crossing lane to prevent accident or injuries. Always use footbridges or overpasses to cross into the other street. Obey the rules, be discipline all times and responsible, be walk in correct pedestrian lane/footbridge
