National Urban Housing and Habitat Policy, 2007

• Ensure equitable supply of land, shelter and services at affordable


prices for all sections of the society

• Govt. efforts not sufficient to fulfill the housing demand

• Public Private Partnership ( PPP) for Affordable Housing for All


with special emphasis on EWS and LIG sectors

• Government Role as ‘facilitator’ and ‘regulator’


Specific Areas of Action
a) Land:
Development and disposal encouraged both in public and private sector

10-15% of land in each public housing project or 20-25% of FAR will be reserved
for EWS/LIG housing

Beneficiary led housing

b) Finance:
Special incentives by municipalities or Development Authorities

Financial and spatial incentives for slum redevelopment schemes

c) Technology Support and Transfer

Low energy consuming , cost effective materials and techniques

Rain water harvesting technologies, prefabricated technologies

Disaster resistant building code

Problems and Issues

Original Target: 20 million houses in 4041 towns/cities by 2022

Demand from States : 11.2 million

Emphasis on construction of houses and not on universal access to basic


infrastructure

Increasing commercialisation of land, not increasing access of land to the


poor

The mission has become middle class centric- upward revision of income ceiling

Most of the projects in outskirts of the city

2 lakh units vacant: lack of infrastructure
