PNP SECURITY SERVICE REPORT

SCOPE;

• The scope of the security survey is to evaluate the security


regarding the security measures and vulnerabilities that may be
an issue to the building. The Building 69 or the Female Cadet
dormitory, the subject of the survey, can be located in the
Cadet Corps Philippine National Police, Camp General Mariano
N. Castaneda, Silang, Cavite.

IV.Entrance Briefing;
• On November 20, 2021 at around 8:30am in the morning, the
survey team conducted a security survey and inspection at Building
69 or the Female Cadet Dormitory located in Camp General
Mariano N. Castaneda, Brgy. Tartaria, Silang, Cavite. Before the
conduct of the survey, the team leader along with PCMS Batan
briefed the team on the objective of the survey which is to
identify the existing security measures that the dormitory
implements to prevent unauthorized entry and to come up with
new measures to provide an improve security to the dormitory.
The security survey and inspection aims to help and assist the
chief of an office in determining the security measures required to
protect key installations from possible sabotage, espionage,
subversion, and unauthorized disclosure of or access to classified
information or materials.

VI. History of Installation

• The Building 69 or the Female Cadet Dormitory is the home of the


female cadets of the Cadet Corps Philippine National Police
Academy. The female dormitory is occupied by the female cadets
of the academy composing of the Class 2022, 2023, 2024 and 2025.
The Female Cadet Dormitory was constructed during the
incumbency of PDDG Ricardo F. De Leon, President of the
Philippine Public Safety College and PCSUPT Armando E. Ramolete,
Director of the Philippine National Police Academy. The building
was inaugurated on December 21, 2015 by Hon. Mel Senen
S.Sarmiento, Secretary of the Department of Interior and Local
Government.
VII. Threats to Security and Peace and Order ;

A.Threats to Security
- There are no threat groups present that could compromise the
security measures implemented in the Female Cadet Dormitory.

B.Threats to Peace and Order


- There are no threat groups present that could affect the peace
and order in the Female Cadet Dormitory.
VIII. Mission of the Installation

• The coverage of this security survey is the Female Dormitory of


the Cadet Corps of the Philippine National Police Academy only.
The female dormitory consists of two floors and each floor has a
reception desk or duty post where the duty of the dormitory
accommodates and relay instructions to female cadets. This is to
separate the male cadets from the female cadets, to eliminate
uniformity while emphasizing cleanliness, safety and property
accountability. To provide shelter, protection and security to
female cadets and to prevent sexual assault. To provide decent
living quarters, but more importantly a dignified personal and
social space, abuse and related dysfunctions.
IX. Function of the Installation ;

• To provide housing for the development of cadets


without discrimination regarding living standards and to
maintain good order and discipline in the
barracks/dormitory. To provide flexibility in the
development of their policies consistent with their
disciplinary needs. To give distinction to female and male
cadets regarding their dormitory.
X. Importance of the Installation to National
Security;

• The PNPA is one of the training institution in the Philippines mandated to


provide education, training and human resource development to the
uniformed personnel of the police, fire and jail bureaus. The institution
breeds future leaders of the nation through leadership and character
development programs that expands the horizon of cadets and their
capacity to perform managing tasks and organizational developments,
producing a professional and community service-oriented public safety
leaders one must live in a decent and productive environment, thus the
Female Cadet Dormitory has a vital role towards developing female
cadets and exercising their leadership skills within their ranks, currently
the Female Cadet Dormitory is regarded as a home by one hundred sixty
one female (168) cadets of the PNPA.
XI. Working Relationship of the Installation with Other
Police and Military Intelligence Units in the Area.

• The Female Cadet Dormitory is guarded by one base


police post located at southern part of the Female Cadet
Dormitory, the base police post is administered by two
PNP units 24 hours a day, and is tasked to safeguard the
area located at the back of the Female Cadet Dormitory
specifically near Fire Arms and Simulation building, and
Fitness Gym Building building where there is a
Residential area that is considered as hostile for it is
prone for illegal transactions by cadets.
XII. PHYSICAL SECURITY

A.Perimeter Barriers

• Natural Barriers - The female dormitory is placed atop a hill and is


surrounded by grass and at the back by trees, in the front, it is an
open space that gives the front picture of the female dormitory. The
advantage of it is it is elevated that requires you to climb it at the
front part of the dormitory and the grass is slippery when wet and it
has small holes that the individual might fell onto. Then because of
the location of it, it reduces of slows down human travel.
PHYSICAL BARRIERS

- The female dormitory has a perimeter fence which is 8


feet high and it covers the three sides of the dormitory
except the front part. However, the fence needs to be
repainted to avoid rust to build and make it frail. The
fence has a hole in the back of the dormitory that makes
it possible point of illegal entry. This can be enlarged if it
will not be repaired and will be a source of danger if not
prevented.
Structural Barriers

- The female dormitory itself is a large security structure


with walls surrounding it. There are also panata posts around
it and a guard house at the back of the female dormitory.
The back of the dormitory is hard to enter because there is a
guard house with a police officer roving around everytime
and a water tower that can be used to slow down an
individual. During daylight there will be no possible threats,
only during night time because of vision but there are holes
in the grass that might become traps to possible invaders.
Energy Barriers

- The use of CCTV in the female dormitory to monitor


movements inside and outside and cellular phones that
can be used to take photographs of left pieces of
evidence and can be used for communication. The
problem for the CCTVs are if the dormitory has no
electricity it cannot be used.
B. Security of Building and Structure
TYPES SECURITY DEFECTS

the dormitory always present
Structural Barriers Doors, Windows, The doors has locks and hard to
Grills, Walls, Water enter especially the ones in the
tower fire exits. The front door is made
of wood and can be brought
down by force entry.

Phones inside the dormitory it cannot be

Physical Barriers Perimeter Fence Already rusty and needs to be


repainted. There is a hole at the
back of the dormitory

C. Guards and Guarding System
• The guarding system in the installation is on every floor there are
two duties employed which are the duty “cadet-in-charge of
dormitory and the assistant-cadet-in-charge of dormitory. They
will be the one in charge for the security and relay of instructions
to cadets. The routine detail that is followed is by alphabet, that
person will become the duty in charge once the alphabet hits your
name so that everyone will have their turn. Outside at the back
there is the base police that is always present in the compound to
secure his area of responsibility. The installation has less personnel
to properly protect the dormitory. The tactical disposition is
because the dormitory is elevated it is easy to spot the enemy
coming from the outside and hard to spot the person inside
because the windows are painted.
D. Identification and Control of Personnel and
Visitors

• According to the duty of the female dorm, they have a


logbook each floor for the visitors/personnels. They also
take photographs by means of cellular phone whenever
there are activities happening around the vicinity
E. Identification and Control of Vehicles

• Thereis no parking space around the female


dormitory because it is the right of way of
moving vehicles however beside the mini
grandstand near the female dorm there is a small
open space where the Tactical officer parks.
F.Photography and Package Control

• According to the duty, every time there are incoming


packages, they took photographs of it and write it in
the logbook the person who delivered it, to whom it
came from and to whom it shall be given. Also there is
the presence of CCTV s that will monitor the outside
and inside of the dormitory.
G. Fire Fighting Facilities and Supplies

• There are two fire hose system placed on each floor of the
dormitory same as through with the fire extinguishers, it is placed
near the two fire exits of each floor of the female dormitory.
There are also alarm system present whenever there is explosion
in the area.

h. Power and Water Facilities and Supplies

• The female dormitory has its own electricity and


reservoir of water but for drinking, they are having the
service of hidden spring and the water refill station of
the mess hall. For supplies, there is the clubhouse .
I. Anti-Intrusion Alarm System

• Thereis no anti-intrusion alarm installed within


the premises of the dormitory.
J. Other Utilities and Maintenance
• Maintaining the cleanliness of the dormitories and adds
beautification by putting christmas decorations around
the inside and oustide premises.
XIII. PERSONNEL SECURITY:

A. Personnel Strength

- The 2 story Female Dormitory houses a total of 161 Female


Cadets from 8 different companies of all classes. The Dormitory
has its own duty CCD and ACCD wherein cadets are in charge,
they have the task to monitor the personnel entering and
leaving the dormitory, to oversee the daily attendance of
cadets and check every room for any possible hazards and
report all untoward incident during their tour of duty.
Personnel Strength

-A duty commissioned officer and non-commissioned


officer is also tasked to conduct roving and bed check
inspection in the dormitory at any time of the day. This is
to ensure that no untoward incident happened and the
safety of the cadets is ensured. The tactical officer and
tactical police non-commissioned officer have a 24-hour
duty and a turnover of duties and responsibilities with the
incoming duty at exactly 7:00 pm.
B. Security Clearance Program

-All tactical officers and tactical PNCO’s are authorized


different areas have clear backgrounds since they are
members of the PNP and have been serving for years. They
are part of the Command Group of the academy which
takes charge of the daily activities of the cadets in the
dormitories.
C. Security Education Program

• Every tactical officer who will have their duty is a proud


member and graduate the Philippine National Police
Academy who also had their different schooling and
foundation courses such as Scout Ranger, Commando,
SWAT, SAF and others, with their duty tactical pnco’s who
had their training outside the institution and have
experience in the field. As for cadets who serve as the
duty CCD and ACCD, they had their seminars and training
inside the institution like Firearms Proficiency, hand to
hand combat, Public Safety Intervention Course (PSIC)
and Basic Internal Operation Course (BISOC).
D. Labor Turnover, Absentee Rate and Morale

-For the tactical officer and tactical pnco, they have a tour of duty of
24 hours and have their turn over with the incoming duties at 7:00 pm
in the evening.

-As for the duty CCD and ACCD they have a tour of duty starting at
7:00 pm-10:00 pm only and resume at 4:00 am-7:00 pm.

-In cases where the scheduled tactical officer and tactical pnco is not
around, the next duty in line shall take post as the incoming duty
during the turn over.
E. Security Check and Investigation

• -Tactical officers and pnco who supervise the security of


the dormitory are all part of the Philippine National
Police, everyday they have their attendance at the Cadet
Affairs Office and after duty their report is submitted at
the CAO for verification of any untoward incident.
F. Personnel Firepower

- As to firearms and other firepower supply, it is up to


the discretion to the duty tactical officer and duty tactical
pnco whether to bring their issued firearm during their
duty.

- For cadets who are duty CCD and ACCD, they are
unauthorized to carry any firearm nor other equipment.
G. Transport and Mobility Supply

-For the use of mobile the duty tactical officer and duty
tactical pnco can use vehicles and motorbikes owned by
the academy or they can also use their own personal
vehicles for transportation.

-For duty CCD’s and ACCD’s they have no authorization


to enter nor use any vehicles during their tour of duty.

XIV. DOCUMENT AND INFORMATION
SECURITY

A. Security Classification of Document

-Any Classified Documents is possessed by cadet officers who are


designated in a position, for example; any documents related to the
admin is only for the administration officer, or in honor code cases,
the honor committee chairman is the only person to keep the files,
while for matters involving funds and finance, the finance officer
shall take charge in the secrecy of documents.
B.Flow of Incoming and Outgoing Classified
Documents

-Whenever there are incoming and outgoing


documents, letters or instructions, the duty CCD or ACCD
shall receive it and shall write it in a logbook, when in
times that the duty CCD and ACCD is not available, a cadet
officer shall be the one to receive it and be held
responsible for the document.
C. Transmission of Outgoing Classified
Documents

• - Every tactical officer who will have their duty is a proud member
and graduate the Philippine National Police Academy who also had
their different schooling and foundation courses such as Scout

XV. COMMUNICATION SECURITY:

A.Physical Security

-There is no communication room within the premises


of the dormitory, the only way to communicate and
receive information is through verbal and with the use
of a duty phone.
B. Transmission
-The means of receiving information, messages and other
instructions is through a duty phone held by the duty CCD
and ACCD of each floor. Verbal communication is mostly
used in the dormitory sometimes through a messenger.

-During times when there is short in electricity duty


phones ran out of battery which makes it defective, also,
phone signals becomes weak which makes phones unusable
at times.
C. Emission

-There is no emission system within the


dormitory since the commonly used way of
communication is through verbal and a duty phone
XVI. RECOMMENDATION:

A.Physical Security

-Based on the findings of the team, it is recommended


that surrounding walls will be made out of concrete and
make it higher since screen walls are easy to penetrate
based on the images taken, also, it is highly recommended
that there will only be one entrance and exit to
unauthorized persons in the area.
B.Personnel Security
-The team highly recommends that there will be additional
personnel to serve as security especially at night because
the tactical officer and tactical pnco have 3 more
dormitories to keep watch and inspect during the night. It
is better if there are cadets who will serve as duty guards
and have shifts to improve the security of the dormitory.
C.Document Security

-The security of documents within the dormitory turned


out to be vulnerable to lost and damage as to the survey,
to address this problem the creation of a separate and
secured room with steel cabinets and lockers where
documents will be kept safely is highly recommended.
D.Communication Security

-The lack of communication security as to the findings is


a problem that must have a solution, and the team suggest
that there will be telephone lines in the dormitory and
handheld radios must be issued to the cadets so that in
cases that there are power shortages and duty phones are
ineffective, communication will not be compromised.
EXIT BRIEFING

-After conducting the survey with regards to the


facility, it is clear that the building lacks emergency fire
extinguishing system such as sprinkler system to stop a
fire from spreading because of the previous incident that
there has been a short circuit in the light of one of the
rooms in the dormitory. The team suggests to have the
wirings and line of electricity in the building to be
checked frequently to avoid another incident that could
cause a fire inside the building.
